Baguio councilor wins nat’l Gawad Gabay Karapatan award

QUEZON CITY -- Baguio City Councilor Arthur Allad-iw was adjudged winner by the Commission on Human Rights of this year’s Gawad Gabay Karapatan category of the Gawad Karapatan Pantao.
    Allad-iw received the plaque of recognition from CHR Commissioner Monina A Zenarosa during the culminating commemoration of national human rights consciousness week held Dec.10, celebration of International Human Rights Day.
Following a search by the national screening committee of the CHR, other three government officials were awarded the honors of being Gawad Bantay Karapatan, Gawad Tanggol Karapatan and Gawad Sulong Karapatan.
    In said ceremony, Allad-iw re-echoing Ka Pepe Diokno’s advocacy for human rights said, “We aspire for a situation where we stand as human beings enjoying these rights and freedoms whether as individual, sector or as a people.”
    Arthur Lapa-an Allad-iw from Sagada Mountain Province has long been an advocate for indigenous people’s rights, human rights and the rights of persons with disabilities.

NEDA Cordillera tops Ph ‘quality award’ honorees

BAGUIO CITY -- The National Economic and Development Authority Cordillera emerged  winner of the “Performance quality award recognition for commitment to quality management as announced by the PQA committee on Dec. 22.
    NEDA Cordillera with the Cordillera Dept. of Environment and Natural Resources completed 4-step self-assessments and orientations which started June.
    The Cordillera regional competitiveness sub-committee on performance excellence deliberated on regional candidates and endorsed both as PQA Level 1 winners for the Cordillera Administrative Region.  
    The CAR’s NEDA and DENR are the first regional awardees of PQA regionalization program. They now join the roster of PQA honorees such as Dept of Science and Technology which won Level 1 recognition in 2021.
    NEDA-CAR is the second NEDA unit nationwide to receive such award after NEDA Ilocos, which was awarded in 2004 and 2006.
    The PQA is the highest level of national recognition for exemplary organizational performance conferred to the private and public sector organizations.
    It was established by executive order 448 in 1997 and institutionalized through Republic Act No. 9013 or the PQA Act.
Patterned after the Malcom Baldrige National Quality Award of the United States, the PQA uses performance excellence framework in assessing candidates.
    The award constitutes four levels as follows: Level 1 for recognition for commitment to quality management, Level 2 for recognition for proficiency in quality management, Level 3 for recognition for mastery in quality management while the highest recognition is Level 4 for Philippine Quality Award for Performance Excellence.
    The PQA regionalization program is the qualifying recognition for national Level 3 and 4.

    SM Mall of Asia earned distinction as the "Top 2 Most Bicycle-Friendly Large Establishment" and was awarded a Silver for its exemplary standing. Other Silver Awardees include SM Center Pasig, SM City Marikina, SM City Masinag, SM City Angono, SM Cherry Antipolo, SM City Baguio, SM Seaside City Cebu, and SM Lanang in Davao. The Bronze Awardees include SM City North Edsa, SM City Fairview, SM City Manila, and SM City San Lazaro.

SNAP-Magat cited ‘nat’l private disaster management champion’

SN Aboitiz Power Magat (SNAP-Magat) was declared the winner in the private organization category at the 23rd National Gawad Kalasag awarding ceremony held Dec. 11 at Manila Hotel.
    The Gawad Kalasag award is given to local government units, critical institutions, and special organizations for their efforts in disaster risk reduction, emergency preparedness, climate change adaptation, and humanitarian assistance that protect high-risk communities.
    The award recognizes the company's commitment to sustainable operations and safety. “We are committed to safeguarding our employees and host communities, which are an integral part of our business,” SNAP President and Chief Executive Officer Joseph Yu said.
    Last year, SNAP-Magat won the national title in the same category, while SNAP-Benguet was a runner-up. This year, both companies were champions in their respective regions demonstrating SNAP plants’ consistency and commitment to safety and excellence in operations.

PROCor marksmanship shoot-for-a-cause held; Peredo awards winners

CAMP DANGWA, La Trinidad, Benguet – The Cordillera Police Regional Office bared winners of the 2nd PRO Cordillera marksmanship enhancement and shoot for a cause here Dec. 27.
    The said shoot fest aimed to raise funds to assist those in need while showcasing skills of participants and gun enthusiasts, the regional police information office said.
    Cordillera police director Brig. Gen. David K. Peredo Jr. with RAGPTD chairman engineer. Eduardo N. Meneses led awarding ceremony of the event.
    Present during the program were deputy regional director for administration Brig. Gen. Joseph G. Allan; deputy regional director for operations Col. Elmer E. Ragay; chief regional staff Col. Julio S. Lizardo, regional staff, including personnel.
    The awardees received r trophies for winning in categories during the event held at the PRO Cordillera firing range Dec. 14–17.
    For the individual category, command group division, Peredo Jr. garnered first runner-up while Lizardo bagged championship title.
    For individual senior PCO category, the champion was Lt. Col. Samson Kimayong while Col. Damina Olsim was 1st runner-up.
    For Junior PCO category, the champion was Capt. Taggart Bagsiyao while 1st runner-up was Lt. Feberick Talingdan.
    For Individual Senior PNCO category, champion was MSg Jiford Sumcad who was also 2nd runner-up in PRO Cordillera Aggregates Division.
    PEMS Joseph Fakat was 1st runner-up, who also was 3rd runner-up in the PRO Cordillera Aggregates Division.
    For the Individual Junior PNCO category, champion was SSg Jessie Bustarde, who was also the champion in the PRO Cordillera Aggregates Division, while the 1st runner-up was awarded to Cpl Kenny Boy Tabayag, who received the same award in the PRO Cordillera Aggregates Division.
    Special award for PCO Lady Shooter was given to Lt. Col. Nancy Mae Rafale while Capt. Brenda Gupaal was 1st runner-up.
    Capt. Rose Golocan was 2nd runner-up.
    Meanwhile, special award for PNCO Lady Shooter as champion was bestowed on Cpl. Mariefe     Dulnuan, while the 1st runner-up was Cpl. Wendelyn Dibaratun.
    Second runner-up was Pat. Rhea Cabesa.
    For PRO Cordillera Aggregates Division, Cpl. Jason Dingcog of BPPO was 4th runner-up.
    For Team Event Category, the champion was awarded to RLDDD, received by Maj. Jeremiah R. Benito, while 1st runner-up was the ORD-2nd team, whose award was received by Capt. Rodolfo M. Mangay-ayam Jr. while 2nd runner-up was the ROD.
    Award was received by Col. Jeremias G. Oyawon.
    For the PPOs and CPO Division, the champion was Benguet Provincial Police Office whose award was received by Col. Damina Olsim.
    The 1st runner-up was awarded to Ifugao PPO, received by Capt. Garry M. Tumitit.
    The 2nd runner-up was Baguio City Police Office, who award was received by Col. Francisco B. Bulwayan Jr.
    For Mobile Force Division, the champion was Ifugao PMFC whose award was  received by Lt. Col. Samson Kimayong.
    First runner-up was Benguet PPO 2nd PMFC with award received by Lt. Col. Rafael Tayaban.
Second  2nd runner-up was Abra PPO PMFC. Award was received by Lt. Feberick Talingdan.
For RSU Division, champion was CARTC. Award was received by Lt. Col. Nancy Mae Rafael.
First runner-up was RECU-Cordillera with award received by Lt. Jeffrey A. Cabinto.
Second runner-up was RIU14 with award received by Col. Neftaly A. Donato.
    Additional awardees in Production LEA Division were cited.
    Championship was awarded to SSg. Joey Gutierez from HPG while 1st runner-up was JO3 Jess Habiling from BJMP.
    Second 2nd runner-up was Cpl. Marcelino Abellera of Benguet PPO.
    For Senior Production Lady shooter,  champion was PEMS Ave C. Nabunat of Benguet PPO while  Junior Production Lady Shooter champion was Cpl. Wendy Dibaratun of BCPO.
    For Standard LEA, championship was awarded to Lt. Col. Jabar B. Wanna from PRO 1 with 1st runner-up going to JSS Metadio Patting of BJMP.
    Second runner-up was Capt. Taggart B. Bagsiyao of BPPO.
    For Classic LEA, champion was CMS Ruel Lapena, while 1st runner-up was CMS Juval Buacas,
Second runner-up was PEMS Ayti Balcanao.
    For Production Optic Lawman, championship was awarded to SSg. Dave Dalgo. For the R.O. In the match, the champion was awarded to PSMS Miller Villanueva of Benguet PPO while 1st runner-up was awarded to CMS Froilan Wayne Likigan of BCPO.
    The 2nd runner-up was MSg. Gideon Cabfilan of RMFB15.
    A certificate of appreciation was presented to engineer Meneses for his “invaluable contribution and unwavering support and commitment to PRO Cordillera” during the said activity.

Bontoc honors three retirees with cash, awards

BONTOC, Mountain Province - The Bontoc local government honored three retirees in government service, during Salamat-Mabuhay Program here Wednesday, Dec. 6 at Municipal Capitol,
Erlinda Pangod retired as administrative assistant I from the Office of the Municipal Treasurer.
    She rendered 30 years, one month and 19 days in government service.
    Paula May-ao served as administrative aide IV of the Office of the Municipal Waterworks Supervisor for 31 years.
    Revenue Collection Clerk I Franklin Faycan of the Office of the Municipal Treasurer rendered 26 years and 11 months in government service.
    In their messages, the retirees shared their experiences in government service, reminiscing about their experiences as civil servants.
    These included their passion and willingness to serve the people.
    The retirees also expressed their gratitude to municipal employees they worked with and offices where they came from.
    Families of retirees thanked the Bontoc LGU for the love and friendship they gave to retirees.
    They wished them good health, looking forward to spending more years with them as they enjoy their retirement.
    As gratitude for their service, the Bontoc LGU awarded plaques of Lifetime Service Award to the retirees.
    Retirees also received cash incentives from the Bontoc Municipal Employees Union handed over by BMEU president Ross Kiat-ong and BMEU treasurer Knittle Jane Lingbanan.
    Pangod received P52,794; May-ao, P52, 819.00 while Faycan received P52, 805.
    The retirees were also presented tokens of appreciation from the personnel of the Municipal Treasury Office and Waterworks Office, expressing their profound gratitude for their invaluable service and dedication.
    In his message, Bontoc Mayor Jerome “Chagsen” Tudlong, Jr., represented by Vice Mayor Eusebio Kabluyen wished the retirees good health as they enjoy their retirement journey.

Ilocos Norte top teachers cited in Bannuar Awards

LAOAG CITY – An educator who champions the use of information and communications technology (ICT) led nine other Ilocos Norte teachers as this year’s Bannuar Awards winners.
    Marc Paul Calzada was a teacher of Sarrat National High School (SNHS) when he initiated Project STAR (Strengthening Teachers’ Aptness Skills) in 2021 to empower educators in utilizing ICT tools to teach their students online because of the pandemic.
    He also initiated the implementation of Project Sarrat National High School in Action for Robotics, Research and Advanced Technology. It helped four SNHS learners bag three major awards in the 2021 World Robot Games, participated in by 28 teams from different countries.
    One of the students' innovations is the A.C. BOT (After-Covid Robot), a walking machine that automatically dispenses alcohol for disinfection and comes with a dust bin and an automatic night lamp.
Calzada transferred to Mariano Marcos State University this year, specifically at the College of Teacher Education.
    The other winners in the annual service awards for outstanding educators are Rafael Simeon of the Piddig National High School, Rowel Alexander Ross Orocero of Darayday Elementary School, Mirasol Rosete of Badoc South Central School SPED Center, Rolando Esteban of Caruan Elementary School, Alvin Jay Bancud of Saud Elementary School-Badoc District, Richard Ian Bert Bolosan of Cadaratan National High School, Junel Corpuz of Ilocos Norte National High School, Maria Suerte Fontanilla of     Libnaoan Elementary School, and Gilbert Isla of Ferdinand E. Marcos Senior High School.
    This service award recognizes and rewards Ilocano teachers for their “heroic deeds, exemplary works, innovative ideas, inventions, discoveries, superior accomplishments, commendable behavior, extraordinary acts in the public interest, and other personal efforts contributing to efficiency, economy, and improvement in government operations which lead to organizational productivity.”
    Nominees should have a length of service of at least five consecutive years in the teaching profession; have consistently performed high quality of work; have exhibited a high degree of professionalism; possess a performance rating of at least Very Satisfactory in the last five performance rating periods prior to nomination; have morality and integrity both in public and private life; have not been suspended, charged, or found guilty of any administrative, criminal, or civil offense/case; and have completed academic requirements for Master’s degree.
    The awardees received PHP30,000 each, a plaque of recognition, and a gold medallion during the awarding ceremony on Tuesday, according to Dany Daquioag, chair of the board of assessors.
    The program was sponsored by the Energy Development Corporation (EDC) in partnership with the provincial government.
    “We are grateful for this opportunity to be a part of this initiative to recognize our hardworking teachers who go above and beyond their call of duty,” Maria Nancy Ibuna, EDC corporate relations head, said.
    Ibuna pointed out that while the company continues to advocate for the shift to clean and renewable energy, education plays a key role in equipping future generations with the skills and knowledge to become champions of the environment.
    Like in the previous year, the Bannuar awardees committed to advocate environment protection and preservation in support of the government and EDC’s flagship reforestation program called Binhi (Seed), which aims to promote native and endemic trees in Northern Luzon.

Ilocos Norte bags 2nd ‘Seal of good local governance’

LAOAG CITY -- The provincial government of Ilocos Norte was honored with second Seal of Good Local Governance (SGLG) award from the Dept. of the Interior and Local Government in recognition of its dedication to transparency and accountability in public governance.
    The SGLG is a program that rewards and recognizes local government units (LGUs) dedicated to enhancing their performance continually, aiming for progress and growth.
    The 10 performance areas stipulated by the SGLG underwent thorough evaluation, encompassing local governance indicators covering financial administration and sustainability, disaster preparedness, social protection and sensitivity, health compliance and responsiveness, sustainable education, safety, peace and order, business-friendliness and competitiveness, environmental management, tourism, heritage development, and culture, arts, and youth development.
    The SGLG recognition reflects the provincial government's collective effort toward accountable and transparent governance, demonstrating ongoing dedication to better serve the people of Ilocos Norte, more so, it highlights Governor Matthew Marcos Manotoc’s commitment to enhancing the governance standards in Ilocos Norte.
    The LGU awardees of the 2023 Seal of Good Local Governance (SGLG) award will be granted with incentive fund subsidy aimed at supporting their "high-impact" projects within their respective localities, aligning with the national development agenda as established under Republic Act 11292, also known as the SGLG Act of 2019.
    Aside from the provincial government, the towns of Bacarra, Marcos, Pasuquin, Pinili, and Solsona also received SGLG awards under the municipal categories.
    In 2014 and 2015, PGIN achieved the Good Financial Housekeeping Certification from SGLG. Subsequently, in 2016, Ilocos Norte received its first SGLG award.
    The awardees among the 28 provinces, 64 cities, and 401 municipalities will receive the prestigious award on Dec. 13 and 14.

46 Cordillera LGUs cited in RDC Flame Awards

BAGUIO CITY -- Local chief executives -- staunch partners of the Cordillera Regional Development Council in its advocacies like pursuit for Cordillera regional autonomy and exemplars of good governance were awarded the Forwarding Local Autonomy Medal of Excellence (FLAME) Award here last week at Venus Park View Hotel.
    Edna C. Tabanda, RDC co-chairperson officially welcomed guests and participants, highlighting the significance of good governance in shaping robust communities and strong families.
    Her speech set the tone for a morning that celebrated achievements and aspirations of the region.
    RDC-CAR vice-chairperson and National Economic Development Authority regional director Susan A. Sumbeling provided overview of the FLAME Awards, citing significance of recognizing local government units including provinces, highly urbanized cities, and municipalities of different income classifications.
    The awards criteria focused on LGU efforts towards good governance, support to RDC initiatives on regional development and autonomy and participation in RDC-led activities, with a total scoring system for evaluation.
    The award ceremony honored 46 LGUs in the special, excellence and champion categories, and Baguio City, the esteemed Hall of Famer that was a consistent recipient of the award since 2015. Notably, Tublay, Benguet in the 5th-6th class municipality category, Tadian, Mountain Province in the 4th class, Luna, Apayao in the 2nd class, La Trinidad, Benguet in the component city/1st class municipality, and Baguio City for the province/highly urbanized city category, received category Champion Awards.
    Mayor Benjamin B. Magalong, Baguio City Mayor and Chairperson of the Regional Development Administration (DevAd) Committee, received the Hall of Fame Award and delivered acceptance speech that highlighted Baguio City’s development framework anchored on innovation, resilience, and sustainability, and its participation in the Philippine open government partnership.
    He called on his fellow local chief executives to continue championing good governance and remain resolute in the region’s quest for regional autonomy.
    The ceremony concluded with a message from DILG-CAR represented by assistant regional director Ruperto B. Maribbay Jr., as chairperson of the RDC FLAME regional assessment team on event’s theme of anticipating a future where regional autonomy is finally realized through good governance and unwavering commitment to achieving the inclusive and sustainable development for the region were underscored.
    The RDC FLAME Award is an award exclusive to CAR approved through RDC-CAR Resolution No. 50, series of 2014.
    The prestigious commendation aligns with the Regional Development Plan  2023-2028 in  the region’s development goals, while applauding local government units for their contributions to good governance and commitment to sustainable and inclusive development.

Bontoc conferred ‘Seal of child-friendly program’

BONTOC, Mountain Province -- Bontoc was conferred the Seal of Child-Friendly Local Governance (SCFLG) for the year 2022.
    The SCFLG is a recognition system for local government units that passed annual mandatory child-friendly local governance audit.
    The Municipality of Bontoc passed with flying colors the five indicators with a total overall rating of 90.50%.
    Bontoc Mayor Jerome “Chagsen” Tudlong, Jr., credited the accolades received by the municipality to efforts of the Bontoc LGU workforce, partner stakeholders and Bontoc community.
    He added the award was manifestation of ensuring that children are provided with best services due them.
    Tudlong called for a continuing partnership with partner stakeholders down to barangays to ensure  children’s rights and welfare are protected even in remote barangays.
    Knittle Jane Lingbanan of Municipal Planning and Development Office, said the SCFLG audit covered five indicators.
    These included rights of children to survival, development, protection, participation and governance.
    The right of children to Survival covers fully immunized children (FIC) aged 12 months old; prevalence of malnutrition among children aged 0-59 months; percentage of coverage of pregnant adolescents provided with prenatal and postpartum, percentage coverage of pregnant adolescents with prenatal services and percentage of coverage of pregnant adolescents with postpartum services.
    The right of children to development included percentage coverage of children aged 3-4 years old provided with early childhood care and development services both public and privately managed and facility, home, or community-based;  presence of ECCD services in all barangays, either private or publicly- managed, in any of the following modality-center/facility, home, community, or other modalities; percentage of barangays with at least one ECCD service; percentage of accredited or recognized center-based ECCD services; percentage of out of school children and youth assisted for enrolment / re-enrolment to school, alternative learning system or other flexible learning options; percentage of children who have dropped out from school that were reintegrated in the academic year being audited; and percentage of OSCY registered/ enrolled to schools, ALS or other flexible learning options.
    The right of children to protection included management of reported cases in need of special protection. This included the percentage of coverage of case management, case management preparation, and established referral network.
    Right of children to participation covered child representation in the Local Council for protection of children; child representative in the city/municipality CPC; child representative selection process at the city/municipal level; child representative at the Barangay CPC; development of program, project, activity or policy with children's participation in the planning, and implementation or monitoring phase.
Governance covered established and updated database on children; annual local state of children report; available and implemented local plans for children; updated Local Code for Children adopting recently issued national laws on children; and budget allocated for children's PPAs.
    Municipal Local Government Operations Officer Lourdes Claire Peel of the Department of the Interior and Local Government said the SCFLG was requirement under social protection and sensitivity programs of the Seal of Good Local Governance of the DILG.
    Other municipalities in Mountain Province that passed the SCFLG Audit were Tadian and Bauko.

Bontoc awarded reg’l Green Banner Seal of Compliance

BONTOC, Mountain Province- This capital town was one among seven municipalities in Cordillera Administrative Region awarded Green Banner Seal of Compliance Award for this year’s Regional Nutrition Awarding Ceremony (RNAC) in Baguio City. 
    The Green Banner Seal of Compliance is awarded to local government units with average rating not lower than 60% per dimension and overall rating of at least 85% using the monitoring and evaluation of local level plan implementation (MELLPI) pro tool.
    As a Green Banner Seal of Compliance Awardee, Bontoc will receive P10,000 incentive from the Dept. of Health.
    The said award was presented by Bontoc Mayor Jerome “Chagsen” Tudlong, Jr., Municipal Health Officer Dr. Diga Kay Gomez and Municipal Nutrition Action Officer Venous Faith Cofulan before employees of the Bontoc local government and partner agencies and stakeholders on Nov. 28. 
    The said award was earlier received by Sangguniang Bayan members Julian Chumacog, Municipal Nutrition Action Officer Venous Faith Cofulan and Nutritionist Dietitician II Mary Dianne Saong-Monte during the RNAC. 
    Bontoc also received two certificates of commendation.
    These included certificate of commendation for commendable performance in sustaining below 10% prevalence rate of stunting among 0-59 months old children based on the 2022 Operation Timbang Plus Results and for its commendable performance in achieving a continuous prevalence decrease in the stunting among 0-59 months old children from 2010-2022 based on Operation Timbang Plus Results. 
    Tudlong in his message credited the accolades to distinct nutrition innovations and collaborative efforts of the Bontoc LGU workforce and partner stakeholders down to the barangay level. 
    He said the award will also serve as an inspiration to the municipality to continue its advocacy in making every resident healthy by promoting the consumption of nutritious food, proper diet, and exercise.
    The other Green Banner Seal of Compliance Awardees in CAR were Kibungan and Sablan in Benguet Province; Balbalan in Kalinga; Asipulo, Hungduan and Lamut, all in Ifugao.
    Meanwhile, other municipalities in Mountain Province that received certificates of commendation as LGUs with a consistent decrease in stunting prevalence from 2020-2022 were Bauko, Paracelis, Sagada and Tadian.
    Towns that received certificates of commendation for LGU with below 10% stunting prevalence among 0-59 months children in 2022 were Bauko, Barlig, and Sabangan.

96 energy Cordillera projs bared during RDC forum

BAGUIO CITY – Awarded renewable energy projects in Cordillera Administrative Region were bared with 96 projects with a total energy potential of 4,459.15-megawatt (MW) identified when the Regional Development Council held renewable energy investment forum Nov. 16 here to inform stakeholders on investment potentials of the region’s renewable energy sector.
    The activity was attended by representatives from local government units, Public-Private Partnership Center, Dept. of Energy, National Commission on Indigenous Peoples, Dept. of Environment and Natural Resources and power generation companies in the region involved in operation of hydroelectric power plants.
    National Economic Development Authority regional director Susan A. Sumbeling opened the event echoing role of Cordillera as Watershed Cradle of the North and citing development of the region’s renewable energy sources that enhances communities and ecosystems programs to natural hazards and mitigating climate change as stated in the Regional Development Plan 2023-2028.
    Edna Tabanda, co-chairperson of the RDC-CAR, delivered message of RDC chairperson, Apayao Gov. Elias C. Bulut, Jr., on development of CAR’s renewable energy potentials as priority of the region.
She committed the RDC’s support to both the public and private sector partners on pursuing RE projects through the provision of avenues for collaboration and meaningful discussions to achieve the vision of making the region the renewable energy powerhouse of the North.
    Engineer Ariel D. Fronda, chief of Hydropower and Ocean Energy Management Division under the Renewable Energy Management Bureau of DOE, presented renewable energy scenario.
    This included a summary of awarded RE projects in CAR where 96 projects with a total energy potential of 4,459.15-megawatt (MW) were identified.
    Hydropower potential contributed the largest share in potential capacity.
    He added these resources can be a driver of socio-economic development in the region.
    Lisa Go, chief of Investments Promotions Office also under the DOE, cited Republic Act 11234 or the Energy Virtual One-Stop Shop (EVOSS) Act creating virtual system to streamline power generation, transmission and distribution projects.
    The EVOSS System was rolled-out to accept online applications from 9 national government agencies (NGA) including the DOE, NCIP, National Electrification Administration (NEA), National Transmission Corporation (TransCo), National Privacy Commission (NPC), Department of Labor and Employment (DOLE), Independent Electricity Market Operator Philippines (IEMOP), Department of Justice (DOJ) and the National Grid Corporation of the Philippines (NGCP). Pipelined for inclusion in the system are the Energy Regulation Commission (ERC), National Grid Corporation of the Philippines (NGCP) and Independent Electricity Market Operator of the Philippines (IEMOP) Inc.
    Agape Sem B. Comendador, OIC of Capacity Building Division of the Capacity Building and Knowledge Management Service of the PPP Center, talked on the Philippine PPP program, its mandates and legal framework, technical assistance activities for implementing agencies and implementation and financing options of projects under PPP.
    Engineer Mary Rose Santillan of the Project Development Service of the PPP presented an overview on developing renewable energy and energy efficiency PPP projects. The challenges identified in investing in RE include commitment uncertainties due to short political term of local chief executives when engaging projects with LGU partners, possible high cost per KWh especially for small scale projects, issues on legal use and ownership of site and rights-of-way. However, it was noted that pursuing RE projects would incur low variable costs arising from fuel costs and low Greenhouse Gas (GHG) emissions and pollution.
    The RDC-CAR, with the National Economic and Development Authority-CAR as its secretariat, has made the development of the region’s renewable energy its priority from 2022-2025.
    The RE Investment Forum is one among several activities that are geared towards this thrust. The updating of the CAR Energy Master Plan is also being undertaken to serve as reference of LGUs and potential private sector partners in investing in RE projects in the region.

Bontoc schools, LGU awarded for health program

BONTOC, Mountain Province - Bontoc delegates received various awards during the Gag-gag-ay for Health (Showcasing the best on health) Nov. 29 here at Sibley Hall of Cathedral of All Saints.
    Municipal Health Officer Dr. Diga Kay Gomez led Bontoc delegates in receiving awards from Sangguniang Panlalawigan member Joshua Fronda, Provincial Health Officer Dr. Annie Claire Pekas and Provincial Health Officer Dr. Carolyn Yawan.
    The Bontoc Municipal Nutrition Council was adjudged first place in “monitoring and evaluation of local plan implementation pro evaluation given certificate of recognition and P10,000 cash incentive.
Barangay Nutrition Scholar Eufemia Miranda of Samoki was Provincial Outstanding BNS and received certificate of recognition and P6,000.
    The Bontoc Municipal Health Office took first place for Healthy Mountain Province through the healthy settings contest under the rural health unit category.
    The MHO received certificate of recognition, power station and two stand file boxes.
    Dalican Elementary School came in 3rd place for the Healthy Mountain Province through the Healthy Settings Contest elementary category.
    Dalican ES received certificate of recognition, two yoga mats, blood pressure apparatus, two stand file boxes and seven reams of A4 bond paper.
    Talubin National High School landed 3rd place for Healthy Mountain Province through the Healthy Settings Contest high school category.
    Talubin NHS received certificate of recognition, two yoga mats, one BP apparatus, two stand file boxes, and seven reams of A4 bond paper.
    Barangay Samoki came in 2nd place for the Healthy Mountain Province through the Healthy Settings Contest barangay category.
    The barangay received certificate of recognition, a speaker and five stand file boxes.
    The Bontoc Rural Health Unit RHU also received certificate of recognition for its national voluntary blood services.
    The Municipality of Bontoc was given certificate of recognition and P9, 000 cash incentive as 2nd placer in Search for 2nd place Search for Rabies-Free Municipality.
    The Bontoc RHU/MHO was also first in Mountain Province to be accredited as a Primary Care Facility and received a 32" Smart TV as a prize.

397 SMFI college scholars graduate

BAGUIO CITY -- SM Foundation (SMFI) celebrated the graduation of its 397 scholars from the class of 2023, including eight summa cum laude, 72 cum laude, 55 magna cum laude, and 26 academic distinction awardees.
    Held at the SMX Convention Center in Pasay City, the presentation of graduates served as a mark of the significant milestone in the scholars' academic journeys and a testament to their resilience and determination to uplift their families and illuminate a path for future generations.
    The event was joined by scholars' families, partners, and  SM Foundation's heads, including the foundation's executive director for education programs Carmen Linda Atayde.
    In her address, Atayde emphasized the transformative power of education: "Behind these impressive statistics lie stories of triumph over challenges, stories of dreams pursued against all odds. These scholars, hailing from humble backgrounds, have shown that with opportunity and hard work, one can break the intergenerational cycle of poverty."
    Atayde also recognized the support of mentors, educators, and the Sy family, noting how their efforts have paved the way for success, not only for today's graduates but also for the communities they represent.
    Echoing the vision of the SM group's founder, Tatang Henry Sy Sr., SMFI Executive Director Debbie Sy also emphasized the importance of education as a tool for social mobility and poverty alleviation.
    "As we stand here today, let us remember the vision of Tatang, who believed deeply in the power of education to break the shackles of poverty," she said.
    Addressing the scholars, Sy reminded the SM scholars of their role as catalysts for change in their communities: "You are the living proof of the transformative power of education. The SM Foundation Scholarship Program's goal is not just academic success but to break the intergenerational cycle of poverty.”
    “Now, armed with knowledge, be agents of social good in your communities. Your journey doesn't end here; it's a new beginning, and we can't wait to witness the positive impact you'll create," she capped.
    In Baguio City, a total of 11 scholars were acknowledged, hailing from Saint Louis University and the University of the Cordilleras.     Noteworthy among them are Hazel C. Castillo, who graduated Suma Cum Laude with a Bachelor of Science in Accountancy, and Cherilyn N. Acop, who earned Magna Cum Laude honors in Bachelor of Science in Engineering, both from SLU. Additionally, Dustine May G. Garcia, a graduate from the University of the Cordilleras, achieved Cum Laude status with a degree in Bachelor of Elementary Education.
    The SM Foundation’s Scholarship Program, established in 1993, has provided financial and holistic support to over 8,000 college and technical-vocational scholars, empowering them to pursue their academic aspirations and contribute to the betterment of their families.
    This cements the SM group’s commitment to social good in the last 40 years, ensuring that deserving students, especially from low-income communities, have access to quality education and the opportunity to break the cycle of poverty.

Bontoc scholar regional BNS finalist; awarded

BONTOC, Mountain Province - A Barangay Nutrition Scholar here from Barangay Samoki, making a significant impact on health and well-being of her community is a regional outstanding BNS finalist.
    As an awardee, she received cash incentives and plaque of recognition during regional nutrition awarding ceremony held in Baguio City. 
    Eufemia Miranda received P8,000 cash incentive from the National Nutrition Council – Cordillera Administrative Region and additional P3,000 from the Dept. of Health Cordillera. 
    She received her award with Sangguniang Bayan member Julian Chumacog and midwife Pascuala Fantiyao who is also barangay nutrition action officer of Samoki. 
Miranda, a dedicated BNS served the barangay for 17 years and implemented health, nutrition programs and activities for constituents. 
    Write-up by NNC-CAR said Miranda had vision of achieving zero malnutrition in the community and implemented various strategies to address the issue.
    One of her notable initiatives, along with fellow BNS was conducting house-to-house visits, where she actively communicated with parents of children under five.
    During these visits, she cited importance of participating in regular weighing and height measurements to ensure the health and development of their children.
    She accompanied children to the clinic to ensure 100% participation.
    Recognizing the significance of proper nutrition, she collaborated with the Sangguniang Kabataan of Samoki to secure funding for a 120-day feeding program for underweight children from kinder to Grade III.
    This program not only focused on providing nutritious meals but aimed to improve nutritional status and boost energy levels of children in school. 
    In her efforts to combat malnutrition, Miranda promoted backyard gardening.
She actively coordinated with the Dept. of Environment and Natural Resources and the Dept. of Agriculture to provide seedlings to families with malnourished children, encouraging them to grow their nutritious fruits and vegetables. 
This Barangay Nutrition Scholar went beyond her official duties by taking the time to talk to mothers and discuss the importance of the first 100 days, a crucial period of a child’s development.
    She said education and support to parents during this critical phase can have a long-lasting positive impact.
 Miranda actively participated in community gatherings and volunteered to lead discussions on important health and nutrition topics, sharing her knowledge and inspiring others to prioritize the well-being of their families.
    Her dedication, passion and commitment, to achieving zero malnutrition is a testament to her genuine concern for the welfare of her community.
    Her exemplary work served as inspiration to others, showing the power of one’s efforts in creating a healthier and more nourished society. 
    For this community health worker, she credited this recognition to her family and the barangay nutrition committee for their support.

209 Cordi cops awarded for work in b’gay, SK elections

CAMP DANGWA, La Trinidad, Benguet – Some 209 members of Reactionary Standby Support Force of Police Regional Office Cordillera were awarded for “exemplary performance of duty” during recent barangay and Sangguniang Kabataan Election 2023.|
    Awardees received their Medalya ng Papuri (PNP commendation medal) from Cordillera police director Brig. Gen. David K. Peredo Jr. here at regional police headquarters Nov. 3.
    The event was witnessed by deputy regional director for administration Brig. Gen. Patrick Joseph G. Allan; acting deputy regional director for operations Elmber E. Ragay;  chief regional staff Col. Julio S. Lazardo; regional staff and other Cordillera police personnel.
    In his message, Peredo Jr. commended the RSSF contingents for ensuring safe, orderly, and peaceful conduct of BSKE 2023 in municipalities of Abra.
    "You are the epitome of discipline that the PRO Cordillera family and whole of Cordillera Region are proud of. May this not be the end of your untiring support to your sworn duties and responsibilities.     Every day is a challenging task, of which we are obliged to be more vigilant at all times. Chinabank named 2023 Employer of the Year

China Banking Corporation (Chinabank) was named as the 2023 Employer of the Year in the Philippines by the People Management Association of the Philippines (PMAP).  
    The prestigious Employer of the Year (EOY) award represents a standard for excellence in people management. Chinabank, the only bank to win this coveted award in the last 30 years, was recognized during the 60th PMAP Annual Conference Awards Night on October 26, 2023 at the Waterfront Hotel in Cebu. 
    “Our legacy is not just about banking, it’s about people. This achievement reflects our commitment to the wellbeing and happiness of Chinabankers and to creating an empowered and inclusive workplace,” President & CEO Romy Uyan said.
