Dealing with artificial intelligence (AI)

Many people are now scared that the emergence of artificial intelligence (AI) could directly affect them because they could lose their jobs.
    That is actually more than just a possibility now, because it is already happening. There is no way that we could go around AI, because the only way to deal with it is to go heads on with it.
    Right now, I could say that no one really knows what form or shape AI is going to take. I could only say that whatever happens next, we should control AI as a technology, instead of being controlled by it.
    The fear of many people is that the emergence of AI could lead to a battle between mankind and machines. That could happen if we do not control the technology. Perhaps one way to deal with AI is to learn our lessons from how we dealt with nuclear technology.
    Generally speaking, technology is neutral, that means that it could be used for either good or bad, depending on who is controlling it.
    However, the fact that it could be used for bad is no reason to stop it and discard it as it is emerging. When it comes to the management of technology, I propose that the government should separate the developmental functions from the regulatory functions, because there is an inherent conflict of interest between the two.
    One should check each other, to keep a balance that is generally good for the whole society.

Scammers exploiting online apps, bypassing telcos: PNP

Scammers and internet-connected applications are bypassing telecommunication providers and making detection challenging, an official of the Philippine National Police-Anti Cybercrime Group (PNP-ACG) said last week.
    In an interview over radio dzBB, PNP-ACG cyber response unit chief Col. Jay Guillermo said scammers continue to exploit various platforms.
    “Instead of using direct mobile phones, they now leverage internet-connected applications, such as WhatsApp, Viber or Facebook,” he said in Filipino.
    He added these applications operate independently of telcos and directly access the internet, making them harder to trace through traditional means.
    Guillermo said scammers take advantage of the loophole in SIM registration.
    “While a SIM card has a signal upon purchase, it requires registration to be usable for texts or calls.     However, scammers manipulate the system by initiating communication through applications, prompting users to input personal information and receive one-time passwords,” he said.
    Guillermo cautioned against sharing information if someone requests confirmation of bank account or personal details.
    He emphasized the importance of reporting and not engaging with such requests, encouraging users to take immediate action and even record the incident.
    Regarding voice imitation, Guillermo mentioned that while software exists to mimic voices, it is currently “more feasible for scammers to replicate well-known personalities.”
    Guillermo stressed the need for vigilance, especially during online transactions.
    He advised against believing in requests for financial assistance and recommended verifying through official channels.
    Guillermo also urged individuals to change passwords regularly, especially for crucial social media accounts.
    Vulnerable individuals, especially the elderly and less tech-savvy, fall victim to scams, he added.

Ilocos school in forest gets internet boost

LAOAG CITY – Internet connectivity at the Sideg Elementary School (SES), a rural school located on a hilltop of Paoay’s agro-forested land, got a boost with the installation of a SpaceX-powered satellite dish on Thursday.
    “We are blessed in Sideg for being selected as a beneficiary of Starlink. We no longer need to search for signal and connect to a faster internet downtown whenever we need to pass our digital reports or when our students need to do their research online,” said Arlyn Dumaoal, officer-in-charge of the SES in an interview.
    The school is regarded as the smallest school in the second district of the province in terms of student population as it only has 41 learners from kindergarten to Grade 6.
    Alegado said the improved internet connectivity in their area would result in their competitive advantage while making the teaching-learning process more engaging and fun for them.
    Sourced from the personal funds of Senator Loren Legarda, the satellite dish powered by Starlink Internet, a satellite Internet constellation operated by American aerospace company SpaceX, was installed on one of the rooftops of the school.
Legarda's childhood nanny, "Nanay Fely," hailed from Sideg village.
    “Sideg ES takes pride in having a Nanay Fely who was able to raise a senator like Ma'am Loren. We treasure all these blessings and make it useful for the children,” Madelyne Alegado, who teaches Grade 5 and 6 learners, said.
    Before getting access to Starlink, the school only relied on local telcos for their internet connection.
    Alvin Pascual, sales engineer officer of Data Lake PH, an authorized reseller of Starlink in the Philippines, told the Philippine News Agency that they could just detach the satellite disk and bring it down temporarily for safety during a super typhoon.
    “Latency is 30 milliseconds while the download speed can be up to 500 Mbps (Megabits per second) and upload speed of up to 80 Mbps,” he said as he shared the features of the newly installed Starlink to boost the school's digital connectivity.
Aside from the SES, the Paoay East Elementary School also got the same internet upgrade.
    Both schools also received a total of 90 tablets for selected learners from the senator last Oct. 28, 2023, that they can use during their information and communications technology classes. -- PNA

CICC to penalize social media, e-commerce platforms due to scams

The Cybercrime Investigation and Coordinating Center (CICC) is set to penalize social media and e-commerce platforms for inaction related to fake accounts and scams.
    In a televised interview over ANC on Tuesday, CICC Executive Director Undersecretary Alexander Ramos said Republic Act No. 11967, known as the Internet Transactions Act of 2023, enables the CICC and other government agencies to seek action towards social media and e-commerce platforms.
    “As far as the platforms are concerned, they're doing a lot of business and yet they lack the necessary safety nets for local consumers. With this new law, I think we have enough basis to file potential charges against them,” Ramos said.
    These platforms, he said, can be penalized if they continue to allow accounts that “promote fake products or fake accounts that victimize people.”
    “They should not be harboring them. They should weed them out. They should have certain technologies that automatically detect this. They are, after all, promoting the use of e-commerce on their platform,” he added.
    While Philippine authorities can contact these platforms for their concerns in the past, Ramos said their action towards illegal activities were “not immediate” and lacking.
    “In the last ASEAN (Association of Southeast Asian Nations) security summit based in Singapore, there was a collective action towards this goal to really increase the enforcement on social media platforms. Now that we have [this law], we can demand immediate action,” he said.
    However, Ramos said the law does not aim to shut down social media or e-commerce platforms and instead aims to promote consumer confidence through increased regulation.
    “Shutting them down is the last thing we have in mind because the administration is really promoting e-commerce,” he said.
With the Philippines’ reputation as the “social media capital of the world,” Ramos said better online security for Filipinos is a must.
    “Right now, the government is not taxing [these platforms], at least protecting clients is a must and important,” he said.
    To date, Ramos said the number one concern in the country’s online space is fake online sellers.
    “That's the number one problem as far as e-commerce is concerned. We have a lot of victims,” he said.
    Aside from penalizing these platforms, Ramos said the government also implements information campaigns to help Filipinos learn how to avoid and combat online scams.
    “Right now, we are campaigning to be more aware, be more curious before you do any online transaction. Get more info(rmation) and really study the options you have once you go online. Never be too trusting. That's one of our advocacies,” he said.
    On Dec. 5, President Ferdinand R. Marcos Jr. signed two priority bills into law -- the Internet Transactions Act of 2023 and the Public-Private Partnership Code of the Philippines.
    Aside from arming government regulators with more teeth, the former also creates the e-commerce bureau under the Department of Trade and Industry that will formulate policies and register both local and international digital platforms and online merchants under local laws. – PNA

Converge enables PH bizmen in Geeks on a Beach confab

In a show of support to local startups, leading fiber broadband provider Converge ICT Solutions Inc. provided free internet connectivity to the Geeks on A Beach (GOAB) conference, which connects emerging entrepreneurs with venture capital investors and technology, design, and innovation leaders.

Over 300 technopreneurs, startups, investors, venture capitalists, and angel sponsors gathered at the Bellevue Resort in the beach town of Panglao, Bohol.

    A lightning pitch session also allowed startups under the DICT’s startup program – with projects ranging from an agri-tech platform to a security alert system – to showcase their projects in front of investors and other attendees.
    Also present at GOAB were officials from the DICT and representatives from the Department of Trade and Industry, Department of Science and Technology, and the local government of Bohol.
    The GOAB conference capped this year’s celebration of the Philippine Startup Week, a series of events led by the government and organized by the country’s startup community.

BPI holds digital, money gab for RDC, bizmen, mall-goers

BAGUIO CITY -- The Bangko Sentral ng Pilipinas North Luzon Regional Office (BSP-NLRO) conducted an information drive on financial literacy and digital financial transactions during the National Statistics Month closing program recently here at Maharlika Livelihood Center. 
    Participants during the said event were members of the Regional Statistics Committee of the Cordillera Regional Development Council, representatives from regional line agencies, merchants, storekeepers and mall-goers.
    In his opening message, BSP-NLRO Director Noel Malimban cited importance and benefits of digital financial transactions, particularly in fostering financial inclusion. 
    He said with more people using mobile phones, even workers from the informal sector can now easily transact within the formal financial system conveniently and securely.
    Promoting financial inclusion is a priority of the region, as enshrined in the Regional Development Plan 2023-2028, as it provides an equal playing field for all members of society to have access to all available products in any form of financial transaction, whether public or private.  This would translate to consumer protection with the public enabled to have informed choices and options for financial services they prefer best.
    Dennis Gundran, also of the BSP-NLRO, provided an overview of the current state of digital payments in the country.  He shared that there is a big increase in the share of digital payment transactions from 1.09% in 2013 to 42.1% in 2022. 
He said majority of digital accounts or 79%, which include bank accounts and e-wallet accounts, are used for payments rather than savings.
    He also presented tips for securing online financial transactions. 
    These include using strong passwords, utilizing two-step verification processes, and regularly reviewing transaction history. 
    He also advised everyone to log out from their accounts after using digital financial services, even from their gadgets.
    Gundran then presented the Paleng-QR PH program and the National Retail Payment System, which are geared towards mainstreaming digital financial transactions and payments. 
    The Paleng-QR PH is seen as a means to improve access to better financial services, as well as to open new income opportunities, like for small storeowners, and job generation. 
    The NRPS, on the other hand, works around interoperable digital payment facilities such as the PesoNet, InstaPay, EGov Pay, QR Ph, and Bills Pay Ph.
    Also during the program, the BSP conducted the “Piso Caravan”, wherein old, dilapidated, mutilated, and severely damaged banknotes were changed with new ones.  These “unfit” bills are changed with fresh ones to ensure that only legal banknotes are used to purchase goods and services.  This is also because several merchants and business establishments do not accept these “unfit” bills.  To encourage more trades, the BSP gave out prizes to lucky clients.
    The NSM is annually celebrated every October to foster a better appreciation of statistics, which is connected to important aspects of everyone’s life.  The annual commemoration is led by the RSC CAR headed by NEDA Regional Director Susan Sumbeling as chairperson and PSA Regional Director Villafe Alibuyog as Vice-Chairperson.

The post-pandemic environment demands flexibility and adaptability from everyone but most especially entrepreneurs who are slowly recovering from the pandemic slump. One online Facebook seller is employing her business acumen not just in the virtual marketplace but in real life, as she does “hybrid selling” of her consumer goods.
    Rogelia Dasco, a Cebu-based homemaker who buys and sells imported goods from the US, does her trade mostly online.
    “The items, like lotions and perfumes, are from the US. My sister sends them, I take a picture of them, and I post them on Facebook Marketplace,” she shares.
    However, unlike most online sellers, she doesn’t stop in the virtual world; When she gets to her buyer’s address, she then goes house to house in the community. The strategy pays off - she is able to sell out her goods in one afternoon instead of waiting for online sellers to finish off her inventory.
    “When someone buys from me, for example, I go to their house but I bring my other items too. After I deliver to the buyer, I go to the neighbors and offer my other goods. Right now, I’m all sold out. The next shipment will come at the end of the month,” Dasco proudly says.

Health plan cited in Cordillera Stat Month webinar

BAGUIO CITY -- The National Economic and Development Authority Cordillera in partnership with  Cordillera Regional Statistics Committee held “webinar on health statistics in development policy Oct. 26 as part of month-long celebration of the 34th National Statistics Month themed: “Accelerating progress, promoting data and statistics for Healthy Philippines.”
    Attended by Cordillera Regional Development Council, local government units  and private sector, the webinar provided overview on collection and utilization of health statistics in regional development planning.
    It also highlighted the regional health sector plan in the Cordillera Regional Development Plan 2023-2028.
In her opening remarks, Susan A. Sumbeling, NEDA regional director said the webinar will heighten their awareness on significance of health statistics in the policymaking process and implementation of health programs and activities.
    Karen B. Lonogan of the Dept. of Health discussed how health statistics are collected and used for evidence-based decision-making at regional level.
    She showed how the health department collects health data and considerations relevant to processing the health information collected.
    She also presented how health statistics help in identifying priority health activities and researches and in monitoring health programs on the ground.
    Assistant regional director Stephanie F. Christiansen of NEDA cited health in regional development by providing an overview of CAR RDP.
    She said the CAR RDP contains relevant strategies for boosting health, in recognition of its importance in attaining economic and social transformation for a prosperous, inclusive, and resilient Cordillera.
    She presented relevant strategies for improving social determinants of health, enabling health-seeking behaviors, and improving the efficiency and quality of healthcare systems.
    The NSM is celebrated annually every October led by the RSC CAR, a support committee of the RDC CAR with Sumbeling serving as chairperson and PSA regional director Villafe Alibuyog as vice-chairperson.

BSP says digital transactions safe but clients’ help needed

BAGUIO CITY — The Bangko Sentral ng Pilipinas said digital transactions are safe because of safeguards and frameworks that had been put in place by the BSP to protect bank clients’ information and money.
    BSP North Luzon Bank Officer Rodora Teresa Opiniano said it is important for people to ensure their information are protected by not publicizing their important information on social media and other platforms that make it easy for scammers to steal their information and use it for  illegal activities or easily access the hard earned money of others.
    She said people should also be careful on use of advertised free wifi to avoid unscrupulous individuals from having access to their personal information.
    The BSP official said operation of financial service providers was strictly regulated to ensure money of bank clients are protected from unscrupulous activities, reason  it is important for individuals to ensure privacy of their information.
    According to her, ensuring safety of digital transactions is a 3-pronged approach where the BSP is regulator, financial service providers provider of safe platforms for transactions while clients should protection their information.
    Opiniano said when encountering problems in their digital transactions, people must immediately get in touch with their financial service providers to avoid incidents that might compromise their information and their money.
    She said people could also seek assistance from the available BSP chat box if they want to seek redress for their concerns that have not been appropriately acted upon by their financial service providers as initial step for them to bring their concerns to their financial service providers.

TUGUEGARAO CITY -- To empower farmers in Region 2 (Cagayan Valley), they need to be introduced to the dynamic world of digital marketing.
    The idea was cited by no less than the Dept. of Trade and Industry's (DTI) Comprehensive Agrarian Reform Program (CARP), which said it can be done through the conduct of a Digital Marketing Seminar and Workshop on Effective Post Creation among farmers cooperatives and associations.    
    Manilyn Ponce, DTI Region 2 information officer, said one of the successful seminars and workshops on Oct. 19, 2023, conducted on digital marketing was attended by members of The Farmers of Luna Agriculture Coop. (TFoLAC) in Barangay Lalog 1 in the town of Juan in Isabela.
    She said 27 agrarian reform beneficiaries (ARBs) were given a valuable opportunity to explore the dynamic world of digital marketing.
    Ponce said the primary objective of the seminar-workshop in Barangay Lalog 1 was to empower the TFoLAC to expand its product presence and connect with a wider audience through digital marketing.
    She said digital marketing seminars and workshops address the growing importance of digital marketing and its relevance in today's business landscape.
    Like the ARBs in Barangay Lalog 1 during the seminar, Ponce said they were equipped with the latest digital marketing trends and techniques, with an emphasis on the benefits of adopting digital business strategies.
    She said the TFoLAC's journey into the digital sphere began with the creation of its official Facebook page, where participants learned how to navigate the platform effectively.
    Ponce added that the digital marketing seminar also includes both theoretical knowledge and practical demonstrations uploading sample posts on the newly established Facebook page.
    Like the seminar and workshop with the TFoLAC members, they were given hands-on experience in crafting engaging and effective online content, she said.
    Meanwhile, officers of the TFoLAC noted that by embracing modern marketing strategies, the cooperative would strengthen its market networks and adapt to the evolving business landscape.
    The successful collaboration between DTI-Isabela and the TFoLAC exemplifies the government's commitment to supporting rural communities and fostering economic growth through innovative means, Ponce said.
    The knowledge and skills gained by the ARBs will undoubtedly contribute to the prosperity and sustainability of Luna town's agricultural sector, she said, adding that it also provided a valuable opportunity for the farmers to explore the dynamic world of digital marketing,
    The seminar in Lalog 1 was coordinated by Billy Joe Concepcion, provincial CARP coordinator, along with Luna Junior Business Counselor Novelyn Eder, and Productivity and Efficiency Unit Head and Senior Trade and Industry Specialist Mary Rose Dumpit.

Converge improves ESG risk score, now ‘low risk’ in report

Fiber broadband and technology provider Converge ICT Solutions Inc. (PSE: CNVRG) has earned an upgraded Environmental, Social, and Governance (ESG) risk rating, and is now classified as ‘low risk,’ based on the recent assessment by ESG and corporate governance analytics firm Sustainalytics. 
    The company improved its overall ESG risk score to 19.6 or ‘low risk,’ which reflects the reduced level of unmanaged risks it has, from its ‘medium-risk’ rating of 23.4 last year and ‘high-risk’ rating of 30.7 in 2021. The lower score also indicates a lower likelihood of ESG issues adversely affecting the company’s economic value.
    “Over the past year, we have strived to strengthen our policies and practices in our pursuit of sustainability. This upward ESG rating affirms our commitment to long-term value creation by managing potential risks related to our impacts on people, the planet, and prosperity,” said Converge Chief Strategy Officer and Chief Sustainability Officer Benjamin Azada. 
    In the said ESG Risk Analysis, Converge was classified as ‘strong’ in terms of risk management, with a score of 54.0, which indicates how well it handles relevant ESG issues through robust programs, policies, and practices. 
    Converge has a Board Risk Oversight Committee that looks after its ESG strategy development and implementation. Additionally, Converge adopted a Board Diversity Policy that ushers the selection of its Board of Directors without regard to gender, ethnicity, nationality, or culture. This was exemplified by the appointment of former Senior Associate     Justice Estela M. Perlas-Bernabe as another female member of the Converge Board.
    Likewise, the company has focused on driving responsible business practices across the organization by driving adherence to its Code of Business Ethics.  
    Concerning environmental risks, Converge has shifted to 100 percent clean energy for its Pasig and Pampanga data centers, while relevant infrastructure investments are made to strengthen resilience to natural disasters and manage physical climate risks to its networks.
    The said ESG Risk Rating has placed Converge in rank 33 out of the 235 telecommunications companies evaluated by Sustainalytics around the globe.

Converge hits 2 million residential subscribers

As it beefs up its product portfolio to serve customers from different income groups, leading fiber broadband and technology provider Converge ICT Solutions Inc. has surpassed two million residential subscribers as of end-September 2023, with its prepaid segment seeing a significant upswing, alongside the stable growth in its postpaid customers.
    “We are proud to mark this milestone in our mission to leave no one behind as we empower Filipinos with world-class fiber connectivity. This is a result of our effort to expand growth opportunities through providing more affordable connectivity solutions,” said Converge CEO and Co-Founder Dennis Anthony Uy.

    The fiber broadband provider has recently expanded its reach to the mass market, offering a prepaid fiber internet product and a low-cost postpaid plan. 
    Converge introduced its pioneering prepaid product Surf2Sawa (S2S), which has been attracting budget-conscious customers since its launch, evident with the 77 percent growth, or over 25,000 net additions it registered in the second quarter of the year versus the previous quarter.
    Its postpaid subscribers sustained its steady growth as the newly-introduced low-cost postpaid plan BIDA Fiber complemented the company’s core product, FiberX, which starts at P1,500 a month with a speed of 200 Mbps. Meanwhile, BIDA Fiber costs P888 per month with a speed of 35 Mbps to connect a maximum of six devices. All three products (FiberX, BIDA, and S2S) offer unlimited data consumption.
    Converge ended the first half of the year with 1.97 million residential subscribers, comprising 1.92 million postpaid and over 54,000 prepaid customers. Its net additional subscribers reached more than 92,000 for the January to June period. 
According to internal data, August so far has been the company’s best-performing month in terms of sales, falling into analysts’ expectations that an increase in sales may be seen in the second half of the year.
    “We are encouraged by the continued growth of our residential subscriber base in the first half of 2023. This is further proof of the superiority of our broadband product, coupled with our people’s laser-focus on meeting customers’ needs,” said Converge Chief Operations Officer Jesus C. Romero. 
    Converge operates the biggest fiber-to-the-home (FTTH) network in the country with more than 7.8 million ports nationwide, as of the first half of the year, as well as one of the country's most extensive cable systems with 670,000-kilometer fiber backbone.
