Pakitang Gilas
by Rudy Garcia
If the Commission on Elections is really determined in enforcing the provisions of the Fair Elections Act, then it should act now without hesitation, go immediately after those violators who ignore and make a mockery out of our election laws.
I don’t know if those task forces created by the Comelec for this are bulag, pipi at bingi or are they merely sleeping on their job. There are so many noted violations but we don’t hear of any action done by the Comelec!
I can’t help but wonder why there are still some candidates who are giving away cash and gifts and feeding for free our unsuspecting electorate. There are election related violence, senseless killings that are politically motivated. There’s no teeth of the election gun ban for there are still loose firearms some of which have been used in killings.
Some of our dignitaries forgot election ethical standards. They attack their opponents through character assassination. And what do you call the actuations of Justice Secretary Raul Gonzalez for allegedly giving away P10,00 to each barangay captain for them to make sure Team Unity candidates would win in Iloilo 12-0. When Gonzales was asked what was his comment was on this, he answered back: “Marami akong pera eh.” What a statement coming from the Justice Secretary. Nakakahiya.
We will be printing next issue candidates who should and shouldn’t be voted in the national and local level. And to the Komisyun on Election, umaksyon naman kayo, yung hindi yung puro papogi at pakitang gilas.

I wonder if the raid conducted by the Baguio City Police Intelligence Office evening of April 22 at the amusement cum Bingo Rama center along hilltop, near 2nd Kayang Street , beside the loading point of public jeepneys bound for Ambiong wasn’t just a case of moro-moro.The establishment was reportedly operating without business permit. Reports have it that the raid was in coordination with the Baguio City Anti Vice Coordinating Task Force and the Baguio City Permits and Licensing Office. There must be something fishy, because as far as I know these two local offices hold jurisdiction over these matters, and unless the BCPO Intelligence unit had valid reasons to operate on their own, the chief in charge of the BCPO intelligence department should explain. I hope this is a case of “Oplan Pakilala. Right gentlemen at the BCPO Intellligence command? Ano sey mo dito BCPO Chief Moises Guevarra? Ano sey mo rin Acting mayor Peter Rey Bautista? Ano rin kaya ang sey ng mga magigiting na sina Councilor Galo Weygan, hepe ng AVCTF at ginoong Cristio Lagyop, hepe ng permits and licensing division?

Speaking of bingo ramas or mini carnival trades that seem to be mushrooming in this city, is it true that money was given to a few lucky few officials at city hall and also to officials of barangays chosen for the business ventures so they would release permits for the operations? Before any operator could start, he should first ask the approval of the barangay concerned, and if both agree, the barangay will now make a resolution to conduct a fund raising activity for barangay projects kuno then both parties will execute a memorandum of agreement, after which, an amount of a whooping P 20,000 will be handed to the barangay in a form of a donation coming from the operator. Kaliwaan, ika nga.!Ask this from any barangay officials where the event is being conducted or to the fixers of these operators, but don’t ask any officials at city hall because you might be getting “No comment” answers! Di ko lang alam kung magkano ang goodwill, lagay o suhol na lumagpak sa kamay ng mga mokong. Magkano ba talaga?

May I call the attention of the AVCTF and POSD. Please inspect some establishments in the city who have fruit game machines or Colalong. One is found at Legarda road, beside EJ’s Disco Bar, and inside a billiard center. Many youngersters mostly high school and elementary students have been addicted to the game. Some have skipped their classes just to play the game. Another one is found at a billiard center along Upper Mabini street .
Attention PB Gonzalo Ong of Rizal Monument and PB Manolo Flores of Kabayanihan. I am not saying that you apprehend owners and confiscate these machines but at least you should have the balls to report these to authorities. O, Ano pa ang hinihintay ninyo. Kilos naaa!
Calling also the attention of Lawrence Adube, barangay coordinator under the city mayor’s office. Kindly investigate a certain Ignacio Gallente, a barangay captain of Middle Quirino Hill. Ayon sa sumbong , masyado raw arrogante at naninigaw itong si Kapitan.. totoo ho ba ito Kapitan Gallente? Maghunos dili ka nawa!
Also calling the attention of City Treasurer Thelma Manaois. Madam,, you have an employee who is reportedly arrogant and unbecoming. Her name was given to me by a city hall insider as Remy Cendeno. Who is one among the employees issuing residence certificates at the one stop business permit center? Pakidisiplinahan mo itong empleyeda mo Madam Manaois.
