4 persons wounded in Vigan shooting
VIGAN CITY – Two men and two women were wounded in a shooting spree here in Barangay 9, Cuta evening on Sept. 8.
Police identified the victims as Glen Gallardo y Alamar, 43, Dan Vincent Libao y Dela Cruz, 30, Yolanda Sta. Maria y Arcellana, 29, and Rufin Guzman y Pascua, 69, all residents of Barangay 9, Cuta, Vigan.
The suspect was identified as Leandro Gascon, 25, also of Barangay 9, Cuta.
Investigation showed that Gascon and Glen Gallardo met at the wake of a neighbor.Later, Gascon went home and returned, brandishing a firearm.
He immediately shot Glen thrice, hitting him in the right leg. The three other victims were hit by stray bullets. Policemen took the victims to Gabriela Silang General Hospital in Tamag, Vigan City for treatment.
The suspect escaped immediately. Police said the motive of the incident was an old grudge. -- Freddie Lazaro
2 marijuana bricks confiscated in Tabuk
TABUK CITY – Police confiscated marijuana worth P42,000 from a certain Roland Balais Mamma on Sept. 10 here at about 4:30 p.m. at Barangay Mapaoy.
The lawmen were manning a checkpoint and stopped a passenger jeep. Upon inspection, one of the passengers later identified as Mamma suddenly jumped off from the vehicle and tried to run but was immediately collared by arresting officers.
The team discovered one backpack containing two bricks of dried marijuana leaves weighing around two kilos.
Mamma, single and jobless was a resident of Barangay Tulgao, Tinglayan town in Kalinga.
The suspect was brought to the Tabuk police station while the confiscated item was brought to the provincial crime laboratory office.
2 robbery suspects killed by Tarlac cops
TARLAC CITY – Tarlac police operatives killed in an encounter night of Sept. 8 two suspected “akyat-bahay” robbers in Barangay Binaungan, this City.
Senior Supt. Nicanor A. Bartolome, Tarlac police director, identified the two slain suspects as Nomerson Valdoz, 22, and Adrian Lomboy, 22, both of Barangay Aguso Riverside, this city.
Bartolome said he earlier ordered a stakeout in the area following reports by residents and owners of unfinished houses that were being used by a robbery syndicate as its “safe house.”
The suspects were accosted by the police surveillance team, but “when our men were about to approach them, one of them fired successively at the police patrol car, and the other was preparing to hurl a grenade,” Bartolome said.
The two suspects were killed in the ensuing gun battle, police said. -- George Trillo
New Ilocos Sur provincial police director installed
CAMP PRESIDENT QUIRINO, Ilocos Sur – Senior Supt. Virgilio G. Fabros assumed on Sept. 10 his post as the new Ilocos Sur police director, replacing Senior Supt. Jessie Cardona.
In compliance with a government policy, Camp Crame submitted three nominees from whom the governor can choose to be appointed PD.
Gov. Deogracias Victor “DV” Savellano chose Fabros, also an Ilocano, to be the PD of the province.
In his acceptance speech, Fabros, a lawyer said he does not want to ask the respect of the people of Ilocos Sur, but he will work hard to earn that respect.
Before his assignment here, Fabros was the chief of personnel in Camp Olivas, headquarters of the PNP in Central Luzon.
In his farewell speech, Cardona expressed gratitude to former Gov. Chavit Singson and incumbent Gov. Savellano for giving him the chance to serve the people of Ilocos Sur.
It was during the time of SIngson when Cardona was designated by Chief Supt. Leopoldo Bataoil, Region 1 police director, as officer in charge.
Cardona said during his stint, many loose firearms were confiscated. A gun-running syndicate was also busted in Cabugao town.
Bataoil, who led the turnover ceremony here, cited Cardona for his accomplishment, saying he is giving him a 100 percent rating for the maintenance of peace and order in Ilocos Sur.

Policemen seize 13 video game machines
LINGAYEN, Pangasinan – Operatives of the intelligence branch of the Pangasinan provincial police office confiscated Tuesday 13 video game machines in Barangay Tonton here in response to complaints by teachers and parents.
Police said concerned citizens were alarmed over the proliferation of amusement centers near schools.

INP retirees entitled to benefits accorded to PNP retirees
CAMP DANGWA, Benguet -- Integrated National Police retirees now enjoy the same benefits accorded Philippine National Police retirees.
This is based on a Supreme Court decision in the case entitled: DBM et al. versus Manila’s Finest Brotherhood Association Incorporated with GR No. 169466 promulgated on May 9 stating that INP retirees are entitled to the same benefits accorded upon PNP retirees under RA 6975 as amended by RA 8551.
All former INP retirees must submit personally to TADPRM BPAD, three authenticated copies each of the following documentary requirements to update records and facilitate processing of claims. This is also for accounting and screening of those who would avail of said benefits. Other papers needed are appointment order, retirement order, service records, colored 2x2 ID pictures and xerox copies of two valid IDs.
Officials here said INP retirees who cannot personally report must include the following requirements in the folder to be submitted: picture showing recent newspapers with them and special power of attorney.

Abra execs back anti-NPA drive
BANGUED, Abra – Provincial officials headed by Gov. Eustaquio Bersamin said they were throwing their “full support” to joint police-military operations against the New People’s Army in high-risk municipalities in Abra.
Bersamin, Rep. Cecille Luna and the 27 Abra town mayors vowed to extend financial and logistical support to the government forces in the war against the rebels.
“We are very willing to shell out whatever assistance to the joint military and police operations against the NPA, especially in the hinterland barangays of Abra, Bersamin told Chief Supt. Eugene Martin, Cordillera police director.
The Abra governor, Luna and the 27 town mayors witnessed on Sept. 11 the signing of a memorandum of agreement between Martin and Maj. General Melchor Dilodilo, commander of the Army’s 5th Infantry Division, calling for joint internal security operations against the NPA in the Cordillera.
