Bangued councilor is Abra-PCL prexy

BANGUED, Abra – Sangguniang Bayan Member Joseph Domino A. Valera of this town is Abra Councilors’ League President. Valera, the youngest and only son of Bangued Mayor Dominic B. Valera was recently voted unopposed as president of the PCL –Abra Chapter.
In his acceptance speech, he vowed to push for the promotion of greater membership from among the Sangguniang Bayan members in the province. As of now, Abra has roughly 60 percent, or only 163 registered members in the PCL out of the total 270 SB members.
Valera noted the importance of the councilors’ membership in the league since there are a lot of benefits in joining. Aside from the continuing education and training that the league provides, the league likewise provides an extensive insurance coverage.
“I do not want to see colleagues who die leaving their families with nothing as they have been serving the public during their lifetime,” he said. Membership to the league is supposed to be shouldered by the local government unit. It includes membership dues amounting to P4,700 for new members and P3,700 for old members.
The dues cover the full term of the member. It was noted that since the release of the funds for these are dependent on the discretion of the mayors, chances are, when mayors do not exercise objectivity in their decision-making, some SBMs are not given the needed support, hence the low rate of membership in the league.
Valera sought the support of mayors in the province for them to allow their legislators to become members and enjoy the benefits of their membership and be of better service to their constituents. Valera, 28, a graduate of BS in Accountancy, a successful businessman and former barangay council member, is married to Janssen Domino Buemio.
