‘Genuine’ CPLA group hits Humiding faction

(We are printing hereunder a letter of the chaplain of a Cordillera People’s Liberation Army which claims to be the genuine CPLA to the Northern Philippine Times questioning the “closure agreement” signed between another CPLA group headedby ArsenioHumiding and President Benigno Aquino in behalf of the Philippine government.)
The agreement reportedly stipulated that the CPLA would hereon support government peace and development initiatives with the latter giving around P260 million to the group for such endeavors. The Regional Development council is also questioning the agreement and we will come up with our take on the controversy next issue.
The group invited the media for interviews at the Cordillera Regional Assembly hall in Baguio at press time saying they had several guests and speakers from Manila, the Philippine National Police, Armed Forces of the Philippines and local government officials.)

Greetings! In behalf of the Cordillera Bodong Administration and Cordillera People’s Liberation Army, we are sending you this honest reaction concerning published articles in your paper. We are fully aware that you do not know the whole truth about these divisive matters among members of the genuine groups, that’s why your published articles carried one side of the story with regards to the issue on who are the true leaders of the CPLA and the CBAd.
Your article carried the story coming from the usurper and fake chairman of the CPLA:ArsenioHumdingwho had been under disciplinary action since 2008 due to blatant violations committed. We can furnish you with supporting pieces of evidence that we have, the same documents that went to the offices in Manila: Department of National Defense, Armed Forces of the Philippines, Office of Presidental Adviser on Peace Process and the Office of the President.
Though quite late, it serves its purpose in blocking the false, fake and malicious documents aimed to malign the dignity of the above Cordillera organizations that have issued disciplinary action on him. All of these documents were passed by Humiding to OPAPPSec. TeresitaDeles weeks before the President’s State of the Nation Address last July 25th.
The two organizations were thankful to Presidential Regional Executive Director on Monitoring for Scanner’s Assistance on Presidential Action and Concern Atty. Bertito D. Hashimoto whowith Llamas, attended the conference of the Regional Development Council chairman presided by Dr. Virgilio Bautista and with other guests from Manila to know the truth on the issues.
The documents were given to him and he hand-carried it to the President. Because of these documents, during the SONA, the Cordillera was never mentioned.Humiding had been telling people that the closure on Executive Order 220 will be included in the speech of the President.
(EO 220 creating the Cordillera Administrative Region was signed by then President Corazon Aquino after she signed a peace agreement with then CPLA chief and co-founder ConradoBalweg in 1986. -- ed)
Last week, CPLA chairman Mike Sugguiayao and CBAdpresident Andres Ngao-i accompanied by Leonardo Bun-as, one of the living witnesses during the September 13, 1986 signing made by President Corazon Aquino on EO 220, filed for temporary restraining order (TRO) in Tabuk City to stop the activities of Humiding.
The recent hot issue published on local papers and television concerned the alleged closure on EO 220 or the Mt. Data peace accord lobbied by Humiding, who claimed to be the CPLA chairman and MarcelinaBahatan who also claimed to be the CBAd president.
The true CPLA, CBAd and CRA officers had been trying to regain what were taken from them by filing a TRO against Humiding and Bahatanbecause Humiding and Bahatan with the assistance of OPAPP Sec. Teresita Deles were able to have the President of the Republic believe those lies and malicious closure of the Mt. Data sipat (peace agreement.)
With the help of Hashimoto, Llamas and director Lumayog, the documents on the opposition made by the legitimate CPLA group reached the hands of the President. That’s why during the SONA, the (creation of a) Cordillera Autonomous Region was not mentioned but the development for Autonomous Region of Muslim Mindanao was stated.
On July 31-August 6 edition of your newspaper, it carried a news item concerning this matter and it told part of the story.
