CITY OF SAN FERNANDO, Pampanga — The second phase of the Central Luzon Link Expressway (CLEX) worth P13 Billion is expected to spur growth in the Eastern portion of Northern and Central Luzon as it will link three expressways in the country and a national road network, the sectoral committee on infrastructure development of the Regional Development Council in Central Luzon bared recently.

The RDC said the 35-km CLEX Phase 2 will link the Subic-Clark-Tarlac Expressway (SCTEX), the North Luzon Expressway (NLEX), the Tarlac-Pangasinan-La Union Expressway (TPLEX), and the Pan-Philippine Highway (PPH) or the Daang Maharlika Highway in Cabanatuan City, Nueva Ecija.

The project, which will run from Cabanatuan to San Jose City in Nueva Ecija, will be built under a build-operate-transfer (BOT) program.

RDC said that the project is an extension of the first phase of CLEX which was built last year by the Japan Government Official Development Assistance (ODA) program.

“The project will make the transfer of agricultural products from the North to central markets in the National Capital Region,” the RDC said.
