‘Illegal’ Paracelis PNP station construction stopped by engineers

PARACELIS, Mountain Province – Construction of the main police station in this remote town was stopped Feb. 4 by the municipal engineer who said it was illegal.     

Municipal engineer Amor P. Liban, who is also the acting building official said he stopped the construction as the  Standard Type C building did not have a building permit.

The latter ordered the contractor to immediately stop working within the premises and within three days from receipt of said letter, contact or settle the issue with the said official due to violation of Section 301 of the National Building Code as stated in Presidential Decree 1096.

Copies of the letter was furnished to the police provincial office and to office of the municipal mayor.

Benny Caluza, foreman of the construction said what they were building was not illegal because it had undergone  procedure of contract bidding with Sumag Builders Construction awarded winner.

Last Jan.16, a ground breaking ceremony was conducted at the site of the construction attended by Mayor Gavino L. Bucok, provincial police director Oliver A. Enmodias, then chief of police Benedict Gang-awen and his men, provincial Army commander Millari, representatives from regional police,  engineer Joven Lod-ayen, and other local dignitaries.

A department head who requested anonymity said the problem was local and would be solved and work may not stop because beneficiaries are people of Paracelis considering the building proponent is the Philippine National Police which should secure first the building construct permit.


Another police officer of the locality who also requested the he not be named said the newly constructed municipal health building adjacent to the soon to be finished PNP building had no building permit issued by the Office of the Municipal Engineer acting building official but it was smoothly constructed and serves now the people of the locality.
