Region’s top cop visits Mt. Province, Ifugao
 CAMP DANGWA, La Trinidad, Benguet - Cordillera police director  Chief Supt. Isagani R. Nerez and his staff visited the Mountain Province police provincial office at Camp Lt. Geronimo F. Montes, Bontoc, Mountain Province and Ifugao PPO in Camp Dunuan, Lagawe, Ifugao on Monday.

Nerez was guest of honor and speaker in the culmination of  internal security operation and search and rescue trainings participated in by 27 personnel of Mt. Province PPO of which four commendations were given to those who excelled in the said training.

Nerez awarded medalyangpapuri, kasanayan and kagalingan to three PNP deserving personnel of Mt. Province  while four similar awards were given to deserving cops Ifugao PPO for accomplishments and excellence in public service.

With the presence of mayor Eduard Latawan of Sagada, Nerez acknowledged initiatives of Mountain Province led by the OIC, provincial director Senior Supt. Oliver Enmodias for providing training to its personnel, especially in internal security operations, which would greatly help in curbing insurgency in the province.

In his speech, Nerez encouraged his men to continue enhancing their skills and capabilities to better serve the people.

Command conferences were in both command visits wherein Nerez was briefed on peace and order situation in the provinces.

Nerez reiterated the directive of PNP Director General Purisima to the personnel to focus on their work on crime prevention and crime solution, while appealing to relatives and friends of communist rebels to return to society and avail of offer for livelihood from the government and participate in making the region a progressive and peaceful place to live and do business.

Girl’s murder inSablan probed
SABLAN, Benguet — Homicide investigators are looking into murder in the death of a three-year-old girl found last May 26 in a remote area of Barangay Banangan, this town. Senior Insp. Christian Alucod, local chief of police, said probers already have a suspect but declined to name the person until the completion of evidence. The girl was reportedly left alone at the house where she was believed killed between 11 a.m. and 12 noon, before her body was found bloodied around 1:30 p.m.

Two suspects in Apayao hold-up tracked down
KABUGAO, Apayao – Provincial police members ended the three-month hiding of robbery with rape suspects here which included a paramilitary member April 19.

New Apayao police director Senior Supt. Robert Gallardo confirmed the arrest of Sabath Balayang Agsayang, 22 , and Michael Doguiis Patagui, 29, a native of Talifugu, Lacub, Abra, both residents of Barangay Cabetayan here.

Both were facing charges for robbery with rape that took place Jan. 30 here at Taracay, Lenneng.

Senior Insp. Oliver B. Panabang, Kabugao police chief led a team that arrested Agsatang here in SitioMalabanig, Barangay Cabetayan around 4:30 a.m.

Agsatang was reportedly under probation for theft in Laoag City.

In another operation, the team arrested Pataguio at SitioLaggab, BrgyCabetayan afternoon of the same day/

Seized from Pataguio was a M16 rifle with a short magazine loaded with 19 bullets and one long magazine for M16 rifle loaded with 28 rounds of ammunition.

He was an active member of CAFGU based at Lenneng patrol base who went on absence without leave (AWOL) after the incident.

 Judge QuirinoAnadaya of the Regional Trial Court of Branch 26 in Luna, Apayao who issued the warrant of arrest recommended no bail bond for their temporary liberty.

Earlier, a certain Wilner Ventura, who surrendered to police identified Agsayang and Patagui as his cohorts who barged into a rented house in Kabugao,  hurting the two teachers and harassing three others. They carted away valuables amounting to almost P100,000, that included laptops, cellphones, a wrist watch, a digital camera, and a couple of wedding rings from the victims.

Son finds dad’s alleged killer through Facebook
BAGUIO CITY — The primary suspect in a homicide case 23 years ago was  arrested after the victim’s son traced his father’s alleged assailant through social network, Facebook.

The suspect, Eduardo Olegario, 49, married and a resident of Upper Pinget, was issued a warrant of arrest by Judge Clarence J. Villanueva of the Regional Trial Court (RTC) Branch 7 in this city, for a case of homicide.

The victim in the case is one Ricardo Tumbaga, who was stabbed to death on Sept. 15, 1991 on Abanao Street, here.

There had been no trace of Olegario until Tumbaga’s son, Ronald, accidentally found a photograph of the suspect posted on Facebook.

Upon tracing the Facebook account, Ronald alerted police and on May 23, operatives led by Supt. Dante Lubos arrested Olegario in Upper Pinget armed with the warrant.

The suspect is now detained at the Baguio City Jail.

3 illegal loggers fall in Benguet
BUGUIAS, Benguet — Three alleged illegal loggers were arrested in separate police operations in this town and this province’s capital of La Trinidad, the Benguet Police Provincial Office said.

David Kimayong Bingwihan, 40, of Asipulo, Ifugao and Carlito Tap-ayan Bihong, 45, of San Gabriel, La Union, yielded 25 pieces of pine lumber with a total volume of 100 board feet in Sitio Babanga, Loo, hereMay 24.

 A third suspect, Wilmer KontoNgayos, 32, a farmer from Topdac, Atok town, was intercepted last Sunday while transporting 26 pieces of assorted pine lumber with a total volume of 130 board feet.


Suspect in Abra shooting nabbed; manhunt on for 3
CAM DANGWA, La Trindad, Benguet - Abra police arrested the alleged driver of the four unidentified fleeing suspects who shot a warehouse keeper to death and a businessman who survived the raid  afternoon of April 24 in SitioBanay, Barangay Monggoc, Pidigan, Abra.

Senior Supt.Virgilio P. Laya, newly-installed OIC Abra provincial director, said that the arrested driver of the suspects was identified as Raymund Vivencio Pagal, 29, of Barangay, Bulag East, Bantay, Ilocos Sur while victims were identified as Armand Barbosa Aparri, 22 and Norby Pagal Paaño, 40, both residents of SitioBanay, Barangay Monggoc, Pidigan.

Police said  the victims with Gina Paaño; Japot Batino, of Poblacion West, Pidigan, and Josie Alvarado, of Poblacion, Pilar, all from Abra, were playing card games in the victim’s residence when  unexpectedly, three male and a female unidentified suspects dressed in police blue athletic uniforms and armed with firearms, appeared and announced a “raid”.

One of the suspects asked who was Norby to which the latter, raised  both hands and the gunman fired at him while Armand was shot while trying to go inside the house.

Police revealed that their companions were ordered by other suspects to leave while they  fled going towards San Isidro, Abra on board a white Nissan Urvan.

NorbyPaaño was hit on his left shoulder, right forearm and multiple gunshot wounds on his left chest that exited through his back while Armand Aparri, sustained gunshot wounds on his head.

Both victims were taken to the Seares Memorial Hospital, Bangued, Abra for medical treatment but Armand Aparri was declared dead on arrival while Norby Paano is still confined and now in critical but stable condition.  

Police recovered six fired cartridge cases of caliber 45, one cartridge case of cal 5.56, one deformed fired bullet, one bullet case fragment and two fired bullet jacket fragments.

Personnel of Abra Intelligence Branch and PPSC arrested Raymund Vivencio Pagal in a follow-up operation whowas brought to Abra Provincial Crime Laboratory Office, Camp Juan, Villamor, Bangued, Abra for paraffin examination.

Police are now conducting pursuit operation against the three suspects while trying to determine identities of  other suspects and motive in the killing.

 Four bet collectors nabbed in La Trinidad
LA TRINIDAD, Benguet– Three jueteng bet collectors were nabbed here May 23. 

Police identified the three bet collectors caught at Km 5 Pico, May 23 as James Carpio Simsim, 42, of Taba-ao, Kapangan, Benguet, and  resident of JC 159, Km 5 Pico; Tony Kiaso Sagapen, 47, of Mabaay, Bauko, Mountain Province, and  resident of Pico and NoverDagulBagesbes, 38, vegetable packer, of Belance, Dupax, Del Norte, and  resident of Barangay Wangal here. 

Members of the Regional Intelligence Division and La Trinidad police confiscated juetengparapherlia and cash bets amounting to P1,870 from them.

TABUK CITY -- A resident of  BarangayLanna here was caught in possession of a Cal. 38 revolver at a checkpoint in Barangay Calanan in this city

Senior Supt. Victor K. Wanchakan, Kalinga OIC provincial police director said the arrest of the suspect Domingo MalsiBaraquioa.k.a “Elpidio”, 62, was made possible through information from concerned citizens.

He is now under the custody of the police while charges are being filed against him. 

Still in Tabuk, a Cal. 9mm, Tanfoglio with SN AB28654 and magazine loaded with 25 bullets  was seized in the residence of barangay chairman Jerry Carag Doctolero May 22 following a search warrant.

Operating units of the Kalinga Anti-Illegal Drug Special Operations Task Group, Provincial Public Safety Company, Regional and Provincial Intelligence personnel, who served the search warrant issued by Judge Victor A. Dalanao of the Municipal Trial Court in Cities, Tabuk City, Kalinga, did not find Doctolero in his house during the operation.

e-Subpoena System a boost to police efficiency
CAMP DANGWA, Benguet – The recently launched e-Subpoena System would be a boost to police efficiency, Cordillera police director Isagani Nerez said.

The police regional office Cordillera, he added, is abiding with with the directive of Dept. of Interior and Local Government Sec. Mar Roxa to the Philippine National police to extend support to the system.

Nerez said with this system, court subpoenas will be easily transmitted to concerned parties and ensure police compliance of subpoenas issued by courts.

The e-Subpoena System is a joint initiative of the Supreme Court, Department of Justice and the DILG.

It was recently launched to ensure subpoenas and court notices will reach police investigators more easily than slow mail system.

The new system is web-based and facilitates issuance and transmittal of court subpoenas and court notices through electronic mail.

It is also designed for exclusive use of court administrators and clerk of courts, PNP administrators and court process officers  which will be helpful in monitoring police compliance of subpoenas issued by the court.

This provides an efficient and effective feedback mechanism for the PNP to the concerned court which will provide data for purposes of assessment and analysis of various reports pertaining to compliances, postponement of hearings, non-attendance of court duties and other matters pertaining to the court proceedings to be attended by the PNP and will enhance archiving of relative documents as well as faster documents retrieval.


Nerez said with the new system, subpoenas and other court issues will be immediately transmitted to concern PNP personnel thus ensuring the attendance of police officers during court hearings to fast track court proceedings.
