Palanan mayor wants urgent embankment near historical site

Below the endangered monument of  General Emilio Aguinaldo where he was captured at Palanan, Isabela
on March 23,1901 is the Palanan River which has  already expanded near the historical site.

PALANAN,  Isabela- Palanan mayor  Angelo Bernardo  wants the construction of an embankment   along the  PalananRiver  done as soon as  possible  to prevent  erosion of  the  historical  site where former  Philippine  President General  Emilio  Aguinaldo  was  captured.

Bernardo considers the proposed flood control project submitted to  the office of the President two years ago, a priority  among other  infrastructure projects that he wants  urgently done in his hometown at  Palanan.

The historical monument  located above the Palanan river  imprints  the  capture of  Aguinaldo by  Scout  Macabebe headed by  former  army officials of  Aguinaldo namely  Hilario Placido and Lazaro Segovia and four  soldiers headed by  Brigadier General  Frederick  Funston on  March 23, 1901.  

In response to the  request of Bernardo Undersecretary  Benjamin Martinez  chief of staff of  Vice  President Jejomar Binay  wrote  the Department of   Public Works and  Highways  (DPWH) secretary  Rogelio  Singson  his  action on the  request of   funds for the  construction of the second phase of the  Palanan  river control at Palanan by  Palanan Mayor  Angelo Bernardo on June  2012. Said  project amounts to 150 million pesos.

Said letter  was  acted upon by an endorsement from  Maria  Catalina  Cabral,  assistant secretary for  planning  urging  the regional director  of  DPWH Region 2  to  evaluate the   proposed  flood control project   and identify which  principal or major river this is located.

The first endorsement of   Deputy  Executive Secretary  Nora Oliveros  under the  Office of the President  submitted the  request of Bernardo  referred to  Secretary Proceso  Alcala of  the  Department of  Agriculture for his action on  said  request on  February 2012.

Meantime,  other  projects  namely construction of   Banadero bridge , diversion  dam,  communal  irrigation system,  concreting of  Centro East to Dimalico-liko  and concreting of various  farm to market roads  were also referred   by the office of the  President  to  Alcala.
