LAOAG CITY, Ilocos Norte -- At least 1,635 Ilocanos received land
titles through the project of Ilocos Norte Gov. Imee R. Marcos, “Titulo a
Natalged: Sagut ken Ilokano” project.
The governor created the project when she discovered that
scores of real properties of the provincial government, including the land
where the Capitol now stands, the Marcos Hall of Justice, the Ilocano Heroes’
Hall (now housing SM Hypermarket), and Laoag City Dap-ayan, did not have an
original certificate of title conferring ownership to the province.
“Executive Order (EO) 50-11, known as “Titulo a Natalged:
Sagut ken Ilokano,” was thus created “so that properties of the provincial
government and our kailians could be given to their rightful owners,” said
Marcos.
The EO took effect on Aug. 2, 2011, under the Provincial
Assessor’s Office, which conducted a massive province-wide campaign, survey,
and titling of all alienable and disposable lands in Ilocos Norte.
Partners of the governor and the provincial government
for this endeavor were the Land Registration Authority (LRA), the Department of
Environment and Natural Resources (DENR), the Department of Agrarian Reform
(DAR), the Geodetic Engineers Association, and Private Realtors Association of
Ilocos Norte.
