DILG to Kalinga officials: Effect smooth transition

CITY OF TABUK -- The
Dept. of the Interior and Local Government provincial office here
urged local chief executives to create local governance transition team to
prepare effective turnover of responsibility to ensure continuity in local
governance following heated rivalry among candidates during the May 13
elections.

Provincial Director Max Mayer Adong said as provided in Memorandum
Circular No. 2019-39 signed by DILG Secretary Eduardo Ano, local chief
executives will the chairperson and all department heads and
DILG representative as members of the transition team.
He said it is
the duty of the transition team to ensure smooth local governance transition to
the newly elected or re-elected local officials on or before June 30 this year.
The
transition team is responsible in conducting inventory on immovable and movable
LGU properties, and gather, secure and preserve all official documents and
records of LGU official transactions.
Documents to be turned over are government assessment report, Commission on Audit report, contracts and loan agreements, comprehensive development plan, local development investment plan, annual investment plan, comprehensive land use or physical framework plan, capability development plan, executive-legislative agenda, organizational structure, inventory of personnel by nature of appointment, executive orders, and full disclosure policy documents.
“For re-elected LCEs, the LGU administrator will do the turn-over,” Adong stressed.

informed that the province’s transition team is prepared for the upcoming
turn-over. He urged incumbent officials to coordinate with incoming officials
for the smooth transition which may be done in simple ceremonies.
In another development, newly minted LCEs are mandated to undergo orientation on their duties and functions particularly their executive agenda during the first 100 days in office.

termers are urged to attend the orientation to be conducted before June 30.
Sangguniang Pang-Lungsod/Bayan will be next to be oriented in July, Adong said.
