Mt Province Assembly wants membership to special bodies

MOUNTAIN PROVINCE.Gov. Bonifacio Lacwasan inducts officers to the Provincial Consultative Assembly-Mountain Province facilitated by the  National  Alleviation Poverty Commission- Local Affairs Coordinating and Monitoring Service (NAPC-LACMS).

BONTOC, Mountain Province -- Representation to special bodies and service delivery were issues cited by sectoral officers to the Provincial Consultative Assembly-Mountain Province here.
    Sectoral representatives among civil society organizations (CSOs) joined the meet by the NAPC- Local Affairs Coordinating and Monitoring Service (NAPC-LACMS) in cooperation with the provincial government Sept. 22-23.
    Sectors in the meeting included those of farmers, migrant workers, youth, indigenous peoples, women, fisherfolks, labor, persons with disabilities (PWDs), and non-government organizations.
    Representatives to the PCA-Mountain Province were inducted by Gov. Bonifacio Lacwasan who told the officers to relay to their respective sectoral members results of the meeting.
    The need for facilities in agricultural production as processing centers and subsidy on fertilizers and transport was identified by the farmers sector.
    Women issues ranged from concerns on the use of the 5% fund for women provided for in the regular budget of government agencies and local government units; and personnel solely focused on women concerns.
    Also, the legal provision on 50% of the 1% fund for persons with disabilities (PWDs) from the total budget of LGUs was identified that it be specially utilized for PWDs such as assistive devices and medical assistance.
    This included those for migrant workers and formal and informal workers who need particular assistance on livelihood specially this time of the pandemic.
    The NGO sector cited need for representation to special bodies particularly provincial and municipal development councils.
    Lack of breeding hatcheries was specially identified by the fisherfolks sector.  
    Labor issues on daily minimum wage among workers in tourism establishments was specially identified.
    The Indigenous peoples (IP) sector cited need for learning materials in indigenous peoples education IIPED), codification of customary practices, and ancestral domain delineation.   
    A three-year program plan shall be held October this year to identify particular activities to the crafted mission, a “progressive, resilient, and committed PCA towards a prosperous Mountain Province”.
    Said issues were earlier discussed in a meeting among sectoral CSO representatives May this year.
    Inducted chairperson was PCA Roger Sacyaten of the Mountain Province Provincial Employees Union.
    Inducted too were representative to other sectors: Eliza  Benafin of the Mountain Province Farmers and Fisherfolk Association with alternate  Benedicto  Gumaad Jr of the same organization representing fisherfolks sector; farmers sector represented by  Mary Frances  Buanzi of the  Mountain Province Arabica Coffee Enterprise (MPACE) with alternate  Rhoda  Paladino of the Provincial heirloom farmers organization;  migrant workers  sector represented by Joey Langgacao and alternative  Alvy  Nakanteng; IP representative Jimmy Galingan of the Provincial federation of indigenous peoples mandatory representatives  (IPMR) and alternate Gina Dizon of the Montanosa Press Club (MPCI), NGO  representative  Robert Pangod of Red Cross Inc. -Mountain Province Chapter and alternate  Welbur Botilas of the Hoyohoy Mt. Province Mountaineering and Environment Initiatives, Inc;. representative Mary Faba-an to the Provincial Federation of persons with disabilities (PWDs); Provincial youth and students representative June Patong and alternate Jazzel Masidong of the Sangguniang Kabataan Mountain Province Federation; and women representative Trinidad Pasong of the Federation of Kalipunan ng Liping Pilipina (KALIPI)and alternate Analyn Khayad of the same organization.
    Said representatives and alternates representing province-wide membership were elected in an assembly among provincial sectoral organizations May this year.
