Baguio busking fest proposed

BAGUIO CITY -- The City Council approved on first reading a proposed ordinance seeking to declare the last week of October of every year as Busking Festival in the City of Baguio.
    According to the proposed ordinance, a busking festival is an occasion in which street shows are conducted. 
    Councilor Leandro Yangot Jr., author of the proposed measure, said there is a need to institutionalize a busking festival that would further encourage and inspire all local buskers in the city and from other places in showcasing their talents and skills.
     “This Busking Festival Ordinance has the primary purpose of enhancing further creativity in the city and providing [an] avenue for all creative buskers in the city as well as catering to other buskers coming from different regions in the country,” Yangot wrote in his proposed ordinance.
    He said the number of street performers is “tremendously” increasing and that they serve as an added attraction both to the locals and tourists.
     “The public, especially the children, are excited when they come across an unexpected act,” he stated. 
    Under the ordinance, a Busking Festival Committee shall be created to be chaired by the city mayor and co-chaired by the city administrator with the city tourism officer as the action officer and the city treasurer and the chairperson of the city council’s Committee on Tourism, Special Events, Parks, and Playgrounds as members.
    Funds shall be allocated annually by the city government under the annual budget of the City Administrator’s Office to defray the expenses for the conduct of various activities during the celebration.
    The proposed ordinance has been referred to the city council’s Committee on Tourism, Special Events, Parks, and Playgrounds For review. -Jordan G. Habbilin
