Council wants rules on lease of city properties

BAGUIO CITY -- City officials told the city government’s local finance committee to provide the city council guidelines and procedures on lease of city-owned properties for guidance and ready reference.
Under resolution 645, series of 2022, councilors said guidelines and procedures relative to leasing out of city-owned properties was necessary to introduce measures that will guarantee that the local government will benefit from transactions the city may enter with parties.
During recent deliberations in the city council, it was bared there were concessionaires in various city parks which were bound by executive agreements or contracts that did not allegedly pass through the local legislative body, hence, the Baguio Tourism Council (BTC) and the City Environment and Parks Management Office (CEPMO) had been asked to submit copies of the said contracts to the body for study and recommendation.
Under the provisions of Republic Act (RA) 7160 known as the Local Government Code of the Philippines, contracts that are entered into by the local chief executive are subject to confirmation by the concerned local legislative body.
The council wants to assess and evaluate the said contracts that had been entered into by the executive branch for them to propose possible improvements in future contracts that will ensure that the local government will benefit from the lease of the city-owned properties. -- Dexter A. See
