After int’l school, Baguio folks hit foul odor, pollution

BAGUIO CITY – City government, Health and Environment officials ordered the management of a popular restaurant here Tuesday to close and seal a sewerage pipeline at Barangay Outlook Drive which residents at Barangay Lucnab below said polluted their water source and made the environment and air odorous beside an international school.
But as of Friday evening, the pipeline, installed by Lemon and Olives Greek Taverna Restaurant located at 26, Outlook Drive which ended at a forest creek beside the Disciples for Christ Independent School Inc. was still not removed.
When informed around 1:30 p.m. Friday that restaurant management had not yet removed the pipelines, City Environment and Parks Management Office head lawyer Renan G. Diwas said he will send a team to the area to check by 2 p.m.
DFCIS staff said as of Friday evening, the pipeline was still not removed but sewerage from the restaurant’s septic tanks stopped flowing.
At the end of the pipeline is an underground tunnel wherein water and seepage flows down polluting farms below.
Lucnab folks said they used the water earlier to wash their clothes but when the sewer pipelines were installed, due to seepage, they stopped doing so.
Residents earlier appealed to Mayor Benjamin Magalong and City Council to address their complaint filed with the CEPMO about the restaurant, which had reportedly been dumping human waste from their septic tanks through a pipeline they installed and  discharged human waste at a government forest reservation beside the DFCIS below at Purok 4, Lucnab around 200 meters below said restaurant.
Representatives from the city government which included the CEPMO, Dept. of Health, Environment Management Bureau and Barangay Lucnab ordered the sewer pipeline sealed Tuesday.
But on Friday the foul odor was again strong at the school compound even as classes had started.
The past weeks staff, teachers and students said the smell was unbearable making them on the verge of vomiting.
Complainants also urged health authorities to address the issue.
The DC ISI sent a complaint letter dated Jan. 3 addressed to the CEPMO addressed to Diwas, asking that the pipeline be removed as it polluted the environment considering one of main programs of the City Government was addressing environmental degradation.
The letter was brought to the CEPMO by Lucnab barangay officials headed by Jerry M. Esteban.
A copy of the letter was given to Michael Arnaiz, Outlook Drive barangay chief but he reportedly did not respond to the problem.
Another letter complaint made by Lucnab folks was also reportedly given to the CEPMO by Lucnab barangay officials regarding the problem earlier, saying their water source was polluted by said septic tank seepage.
The seepage pipeline installed by restaurant or building staff reportedly passed through residential properties including a government forest reservation, but when owners complained, restaurant owners reportedly added more pipes until it reached the creek within the forest reservation beside the school. – By Alfred Dizon
