BAGUIO CITY – The City Council approved on first reading a proposed ordinance allowing the Office of the Senior Citizens Affairs (OSCA) to collect fees with official receipt from the local government for replacement of lost senior citizens' identification cards (IDs).
The ordinance authored by Councilor Elmer Datuin stated that the proposed measure shall cover all registered and qualified senior citizens in Baguio.
Under the proposed ordinance, all senior citizens applying for replacement of their lost OSCA IDs shall submit an affidavit of loss, lost or replacement form issued by the OSCA, an amount of P100, and an authorization letter or special power of attorney if an applicant for a senior citizen ID cannot physically go to the OSCA. For lost OSCA IDs, the ordinance said the same must be reported to the local OSCA, and upon submission and validation of requirements, the requester shall be issued with an official receipt from the local government with the amount paid for the replacement ID.
The replacement ID shall be made available within five working days from the time of application for replacement.
The ordinance said it is preferred that all senior citizens who are applying for the replacement of lost IDs should make a personal appearance at the OSCA.
