Arrogant, young aspiring cops

I was standing right in front of the Cospal Building along Upper Mabini St. in Baguio City when a police mobile arrived, and right after, came on foot two policemen in uniform. I was later informed that a fist fight happened inside a videoke and billiards establishment below the building. The guards on duty were the ones who called up the police for assistance.

What made me wonder were the actuations of these responding cops who came more or less 30 minutes after that incident last April 30 at about 2 a.m. Well, these policemen from Compact IV, Station 7 of BCPO thought it was not their duty or their responsibility to assist the community in times of urgent needs so that to maintain peace and order, they should be in certain areas on precise date and time.

I felt disappointed since these policemen who instead of acting swiftly to apprehend and catch the troublemakers, went inside and proceeded directly to the counter and in an arrogant manner and demanded the business permit of the establishment and shooed away some costumers who were peacefully emptying their bottles of beer.

This, while the supposed subject persons to be apprehended casually walked out freely laughing through their ears. Could you imagine an establishment asking for help from the police but was instead blamed for the untoward occurrence?

Of course, the establishment owner didn’t want to have incidents like the aforesaid to happen as these will affect the operation of the business. But some cases cannot be avoided if this establishment will not dole out additional expenses to employ security personnel.

I don’t want to call these policemen their deserving tag names but for the sake of preserving the integrity of the so-called Baguio’s Finest, they should go back to their elementary school and learn good manners and right conduct.

If they prefer to sleep while on duty and don’t want to be disturbed every time they are asked to respond but instead get mad and angry like bulldogs, they better resign and get out from the service so they could sleep anywhere and anytime they want to.

This is a challenge to city police chief Supt. Moises Guevarra. He could check all police interns for these three undesirable criminology students think they are above the law.

Those would-be policemen who are criminology students in a prestigious university in this summer capital city deserve a whipping for beating up a costumer inside a bar and billiard joint along Upper Mabini. St.

Witnesses said this victim of physical injuries just happened to pass by beside these three criminology students who were drinking at the counter when he was punched and kicked in different parts of his body by the three students with no apparent reason.

The helpless victim was lucky enough to be immediately rescued by responding security personnel of that establishment thus he was saved from being beaten like a vegetable. Sad to say but these criminology students were the same students who were previously involved in bar brawls in the same bar joint and were asked to pay damages but they refused.

They were reported to their school for disciplinary action but this was reportedly ignored by the university popular for producing top criminology board passers and top caliber criminologists.

Though a school administrator verbally gave a nod to the person who reported to them the incident, no appropriate actions was noted to be taken, maybe the reason why these three future cops felt like they are untouchables.

I don’t want to think that the administration or the dean of criminology in the school are looking the other way around when these students create mayhem kaya lumalaki tuloy ang sungay ng kanilang mga criminology students. Hoy gising!

How true but it was difficult for Baguio policemen to locate or contact the inquest prosecutor of the day last April 22. According to my bubwit, some policemen complained to him they cannot locate nor contact the inquest fiscal, of that said day for inquest purposes.

The policemen who were handling several cases needed the disposition of a certain Fiscal Espinosa whom they tried to locate his or her residence and calling the fiscal by phone to no avail.

Well, I am leaving this matter of concern to our dear Baguio City Prosecutor Fiscal Centeno for appropriate action. I wish this will serve as an eve opener to prosecutors who are seemingly remise on their sworn duties and responsibilities.

The recent black suede scandal or the rectal surgery operation being shown in youtube internet only shows how some medical practitioners defy the rule of confidentiality and disrespect the rights of their patients.

Following this, the Department of Health ordered an investigation on who should be held responsible and it was fitting that members of the medical society denounced their colleagues who were involved in the scandal.

Here in Baguio, it had been noted that some doctors, nurses and staff of a public hospital have rendered bad public service to indigent patients. They were so arrogant and lacked patience and understanding to their poor patients who couldn’t afford to dole out even small amount for extra services from this hospital.

My wife died in this hospital but I am not blaming this hospital for her death. However, I pity and sympathize with poor batch mate patients of my wife who were treated by the staff and personnel of this hospital like animals but had to accept how they were being treated.

Maybe it is more appropriate for the administrators of this hospital to monitor closely their staff and personnel. They should realize that there are reasons why many patients die in this hospital on some mysterious circumstances that some relatives even opted to transfer their patients to other hospitals. They should find out why.
