Suspect in bukas kotse cases jailed

BAGUIO CITY – A suspect in a series of “bukas-kotse” incidents here is now in jail after he was arrested by police in a mall in this resort city.

Senior Insp. Henry Domogan, chief of police station 7 identified the suspect as

The suspect, identified as Marcial Layagan Solang, 36, of Bunga, Tadian, Mountain Province and now residing at Quezon Hill here.

Solang is a convicted prisoner and formerly under the custody of Bureau of Corrections, Muntinlupa City, Metro Manila for robbery after he was sentenced by the regional trial court’s branch 61 here for the crime.

He was serving a sentence of 12 – 17 years but was discharged on parole on May 18, 2010 and placed under the supervision of a Baguio probation officer.

Solangwas arrested May 22, by security personnel of a mall here for breaking into the car of an American.

A case was filed against Solang at the city prosecutor’s office and was subsequently detained at the city jail but was released after upon posting bail.

A police report said was also charged for the same case by city police at the city prosecutor’s office.

The case was however lowered to malicious mischief and Solang the case was transferred to the municipal trial court branch 1.

He was again released after posting bail.

Since the offenses were committed while the suspect was under parole, Domogan sent a letter to the regional director of Parole and Probation Administration and requested for disciplinary action against Solang for violating conditions of the Board of Pardons and Parole.

On June 2, a report was sent by the said office recommending the revocation of the parole granted to the suspect and recommended that an arrest and recommitment order be issued against him.

On the afternoon of August 7, Solang was again arrested for theft (bukaskotse) along Kalaw St., Baguio City by security guards of a mall.

A case was filed at the city prosecutor’s office and he was detained at the city jai; but was released the following day after posting bail.

Nevertheless, Domogan obtained a July 5 copy of order of arrest and recommitment of Solang from the Bureau of Corrections, Muntinlupa City and on the morning of August 17, he was arrested while reporting at the Office of Parole and Probation Administration and subsequently turned over to the Bureau of Corrections on August 23.
