BAGUIO CITY
– Tired of abusive government officials, workers, agencies or the bureaucracy
itself?
Commissioner
Roberto Martinez of the Civil Service Commission, bared the CSC will be
launching an internet-based complaint system this year where ordinary folk
could air complaints for speedy action.
In an interview here, Martinez said at
present, the ‘Sumbungan’ or Contact
Center ng Bayan (CCB) is in use wherein the public can report complaints on
government service or public servants by texting 0908-8816565 or calling 16565.
More
programs and policies to further improve the bureaucracy are up by 2013 in line
with the good governance and transparency thrust of the Aquino government,
Martinez said,
This
internet-based complaint system wherein the public can log on to report complaints is
an initiative of the Office of the President and a joint project of the CSC, Office of the
Ombudsman and the Commission on Audit (COA).
Under the
system, the public can report anonymously and their complaints will be
received by a central system, which
will immediately relay to the concerned agency (CSC, Ombudsman or COA) depending on
the complaints for their action.
According to
Martinez, what is good with the
system is that it has a feedback
component wherein complainants can chat (talk over the internet) about the
complaint.
Martinez
also disclosed that by 2013, the CSC will also launch a new policy for better
implementation of filing or transparency of Statement of Assets, Liabilities
and Net-worth(SALN) for government officials and employees.
Another new
program for launching is the COMEX
(computerized examination) system wherein from previous computer –assisted
tests, aspiring government workers can now have computerized system (from
application to releasing).
Applicants
can even choose the date they want to take the exam.
Martinez was guest
in recent turn-over of
CSC-Cordillera leadership from former regional director Fernando
Porio to Atty. Marilyn Taldo who came
from Region 8.
