DILG assesses Kalinga LGUs on programs, good governance

TABUK CITY, Kalinga -- The Department of Interior and Local Government assessing local government units in the province to determine their compliance to good governance.

Two assessment teams are composed of municipal DILG heads from the two legislative districts of the province.

One team is composed of cluster leaders from the municipalities of Balbalan, Lubuagan, Pasil, Pinukpuk and Tinglayan belonging to District I while the other one from Rizal, Tabuk City and Tanudan of District II.

Provincial DILG director Francisco Gamatero, said assessors are cross posted with District I team to assess the LGUs in District II and vice versa.

They are joined by representatives from the academe, Civil Service Commission, civil society organizations, and the Department of Trade and Industry.

He said a separate team from the Cordillera regional office of the DILG will take charge of the assessment of the provincial LGU and this city scheduled on June 19-20.  He  informed that  they  have made an initial assessment of Tabuk City but it has to be checked again by the regional  team.

The teams are looking  into the yearly reports of LGUs, their quarterly reports particularly on statement of cash flows; report on special educational fund utilization; trust fund from PDAF; bid results on civil works, goods, services and consulting; abstract of bids as calculated; 20% component of the  Internal Revenue Allotment; report of local disaster risk and reduction management fund; and the monthly supplemental procurement plan, if any.

After the completion of the assessment this month, the regional team will validate the findings of the provincial teams.


The results will be the basis for the grant of the Performance Challenge Fund given to those qualified in the amount of P1 million for municipal LGU,  P3M for city and P7M for province.
