BAGUIO CITY --
Some city officials are wondering why a number of infrastructure projects in
the city has not been implemented.
Calendar year has
ended and yet there are identified priority projects in the city that have not
yet been implemented.
But officials said in a recent legislative-executive meeting that causes of delay in the implementation of the said projects were included late approval of the city budget by the city council, preparation of detailed cost estimate, compliance to Republic Act. 9184 also known as the Government Procurement Reform Act, failure or no bidders and lack of investigation in identifying location of barangay projects.

“The late approval of
city budget by the council had a great effect in the delay of implementation of
project,” said the mayor.
Domogan urged the
council to approve the city budget by the end of the year so projects could be
implemented immediately.
Domogan instructed the
City Planning and Development Office headed by engineer Evelyn Cayat to submit
list of 2013 and 2014 implemented as well as unimplemented projects to his
office and to the city council to check status of every project.
Said listings will be
used as basis in addressing problems of unimplemented projects.
