BAGUIO CITY – The Cordillera Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) is pushing localized peace talks with the Communist Party of the Philippines-National Democratic Front.
The task force bared this stand during its 4th quarter meeting last Dec. 11
Local even with the national government halting peace talks with the national leadership of the CPP-NDF.
The Armed Forces of the Philippines and Philippine National Police reported that through their strengthened operations, there was a shift from violent to non-violent activities of the communist group third quarter of this year.
Government forces reported decrease in manpower and firepower in 29 conflict-afflicted barangays in Cordillera.
They said action-planning sessions with stakeholders in non-conflict or white areas were conducted to lessen insurgency.
Six additional barangays were included in the list of priority ELCAC barangays: Malaguyan and Upper Atok in Flora, Apayao and Belwang, Bekigan, Sacasacan, and Saclit of Sadanga, Mountain Province.
A total to 72 priority RTF-ELCAC barangays was reported.
National Economic Development Authority Cordillera regional director Milagros Rimando suggested that the task force exercise caution in using terms such as “tokhang” and “left-leaning” due to their negative connotation with intelligence reporting within government organizations.
NEDA is tri-secretariat with Departments of and Agriculture and Local Government of the Cordillera RTF-ELCAC and a member of four out of 12 cluster: infrastructure, resource management and employment, basic services, poverty reduction, livelihood, employment and localized peace engagement.
