SAGADA Mountain Province – The dispute over a road planted with bananas here is now considered solved.
Affected lot owner Nora Paleyan said she was happy with agreements with the monitoring team who visited the Pukan to Bomabanga barangay road after she sent her complaint to the implementing municipal government unit of Sagada, the Department of Interior and Local Government and contractor Bontoc Builders.
This time, an additional parapet will be constructed to prevent rain water from going to her lot located below the road. The parapet shall also secure safety of passersby and motorists plying the road.
Said team met with barangay officials of Patay at the local barangay hall last week, discussed the issue and proceeded to inspect the project site.
The complaint letter of Paleyan cited breach of agreement with contractors on borders to guide construction which instead scraped off some 100 meters of her property for the road.
As the team
monitoring team recognized the mistake, Paleyan gave in to the suggestion that
sections taken from her property be added to the road width but the
parapet should be constructed.
The barangay
road project was programmed to measure six meters in width.
An interview
with municipal engoneer Siano Baldo said the cost of the added parapet
shall be taken from a variation order with some changes in the specifications
of the P9 million project cost.
Interior
engineer Ivy Khayad said cost of the requested parapet shall be
programmed for budgeting in upcoming infrastructure projects if cost from
variation order is not enough.
The 9 million
Pukan-Bomabanga barangay road connects the end of the Dao-angan to Pukan road
and snakes upward joining the Sagada-Besao provincial way.
Earlier,
banana trees were planted on said barangay road project by the lot owner due
after portions of her property were included in the road project.
