Apayao APORs urged: Heed Covid rules; wedding, baptism gatherings banned

Apayao — The Apayao Provincial Inter Agency Task Force urged “authorized
persons outside of residences (APORs)” to follow protocols and guidelines
implemented in the province.
This, after recent PIATF meeting where some municipal IATF reported APORs from national government agencies breaching entry protocols.
Several government agencies also conducted crowd drawing activities which were reportedly not coordinated with the provincial government.
They said their audiences, mostly program beneficiaries were not complying with basic minimum public health standards such as wearing of facemasks and face shields and physical distancing.
Luna MIATF Operations Center officer Jayheart Tumbaga said there have been cases of Covid-19 due to the breach of protocols.
”We are appealing to national line agencies who have offices in Luna to cooperate and be compliant particularly with quarantine protocols,” he said.
Tumbaga urged personnel of line agencies to comply and follow protocols set by the PIATF and the respective MIATF to avoid spread of Covid-19 in the province.
Provincial Epidemiology Surveillance Unit Head Markobin Daguio cited the order of Gov. Eleanor Bulut-Begtang particularly on entry and movement of persons in the province including APORs and conduct during crowd drawing events during the implementation of the Modified Enhanced Community Quarantine since May 2021.
The PIATF issued memorandum 60 providing additional guidelines on travel particularly APORs, locally stranded individuals and all other travellers including returning residents, and on mass gatherings.
Travellers coming from areas under ECQ and MECQ should present a negative RT-PCR test results taken within 72 hours prior to travel and entry to Apayao while those coming from general community quarantine and modified GCQ areas are required to present negative antigen test result taken within 72 hours prior to arrival.
APORs from central and regional offices with official transaction in the province are allowed unhampered entry provided they present antigen tests result if staying within 24 hours and RT-PCR results when staying for a longer period.
Test results are taken no more than 72 hours before arrival.
Last June 1, Begtang also issued executive order No. 21 stating movement of APORs coming from provinces or regions identified as high-risk areas and with high-prevalence of Covid-19 infection, with transactions, meetings, and other critical services in the province, shall coordinate with MIATF at least one week prior to the scheduled arrival.
APORs working anywhere in the province and whose residence is identified as high-prevalence area for Covid-19 shall be subjected to periodic testing through MIATFs.
Meanwhile, gatherings outside residences shall be prohibited.
Gatherings for the provisions of health services, government services, or humanitarian activities shall be allowed, provided there is prior coordination with the MIATF concerned.
Religious gathering shall be allowed up to ten percent of the venue capacity only and provided that there is no objection from the LGUs where the religious activity is held.
Gatherings for necrological services, wakes, inurnment, funeral for those who died of cause other than Covid-19 shall be allowed for a period of three to five days but shall be limited to immediate family members.
Crowd drawing gatherings such as wedding birthday and baptismal celebrations, picnic, thanksgiving and Say-am are prohibited.
The punong barangays shall be responsible in ensuring strict compliance to this prohibition. – PIA Cordillera
