Kabataan partylist hits Cordi SUC’s budget cuts

LA TRINIDAD, Benguet — As the deliberation for the 2022 budget commenced, the National Expenditure Program (NEP) of the Dept. of Budget and Management (DBM) proposed massive slash in budget in all six Cordillera State Universities and Colleges (SUCs).
    Louise Montenegro, spokesperson Kabataan Partylist Cordillera, slammed the impending budget cut saying that “#LigtasNaBalikEskwela” can never be possible if “no concrete actions, funding and priority is given by our government”. Kabataan PL Cordillera stresses the UN Philippines report that the Philippines is now one of the only three countries in the world that haven’t reopened schools yet.
Budget cuts in 104
     SUCs in the county loom amid the Congress and Senate deliberation. These include 6 Cordillera SUCs namely, Benguet State University (BSU), Mt. Province State Polytechnic College (MPSPC), Kalinga State University (KSU), Ifugao State University (IFSU), Apayao State College (ASC) and Abra State Institute of Science and Technology (ASIST).
    “Even prior the pandemic, data shows that only three out of 10 students in college enjoy free tuition. With the impeding cuts in budget and the costly distance learning, notwithstang the continued increase in tuition and other fees in private schools, the administration’s actions only deprives more youth of the right to quality and accessible education,” said Montenegro.
    Moreover, budget for infrastructure, equipment and other acquisitions under the Capital Outlay (CO) of 40 SUCs have zero budget allocation. BSU and ASIST are among those SUC while UP Baguio will be directly affected with the PHP1.3 Billion budget cut for the UP System.
    Montenegro assailed the 28 billion budget of the NTF-ELCAC and billions of fund allocation for intelligence and discretionary funds.
    “Hirap na hirap na ang ating mga healthcare workers, guro, mga mag-aaral, mga magulang. Instead of prioritizing healthcare and other social basic services such as education, aid and economic stimulus, our government chooses to fund corruption and fascism,” added Montenegro.
