Benguet sets GCQ, more restrictions this Oct; Covid still overwhelming hospitals

LA TRINIDAD, Benguet — The Provincial Inter Agency Task Force against Covid-19 approved the recommendation of the health sector for a higher quarantine classification to mitigate cases in the province.   
    While the National IATF recommended Benguet be placed under general community quarantine this October, Gov. Melchor Diclas said GCQ with heightened restrictions will be implemented in the province up to Oct. 31 as approved during PIATF meeting.
    Diclas said higher community quarantine will be helpful in preventing transmissions as more restrictions and other stricter protocols would be implemented.
    This would also help health workers in the province, he added.
    The Benguet Provincial Health Office reported that Covid-19 cases are still increasing in the province.
Hospitals and isolation facilities are full.
    As of Oct. 3, the PHO reported Benguet recorded 17,570 confirmed cases with 13,777 recoveries, 3,262 active cases and 531 Covid-19 related deaths. 
    The province has been recording 200 to 300 new Covid-19 confirmed cases per day since September. 
    Diclas issued executive order 2021-027 on protocols under the GCQ with heightened restrictions.
    Indoor dining is allowed at 20 percent while outdoor dining is allowed at 50%. Indoor dining may increase by 10% capacity if the establishment has Safety Seal.
    Personal care services such as beauty salons, beauty parlors, barbershops and nail spas may operate up to 30% of the venue or seating capacity.
     Religious gatherings shall be allowed up to 30% of the venue capacity. 
     Necrological services, wakes, inurnment, funerals for those who died of causes other than Covid-19 shall be allowed 3-4 days including burial day.
    Wakes shall be limited to family members who are within the province only.
     Necrological services for those who died of Covid-19 and were cremated maybe allowed only upon completion of isolation quarantine of family members or close contacts.
    Singing at wakes shall be discouraged and record songs are encouraged to be played instead. 
    Post mortem RT-PCR shall be done to patients who died at home with high index of suspicion for Covid-19 infection. 
    At work places, private agencies and sectors, companies, schools and organizations were urged to set up their isolation facilities for employees. 
     Offices shall implement alternative work arrangements with 30% to 50% allowable workforce on site, with consideration to those working for indispensable reasons. 
    Market day schedules, including dedicated time and date for disinfection may be implemented. 
    On entry protocols to the province, non-residents whether authorized persons outside residences (APOR) on non-APOR, shall present a negative RT-PCR results or full vaccination cards at the PNP border control checkpoints. 
     Truckers at the trading post in La Trinidad shall undergo the free RT-PCR testing arranged by the municipal LGU and the results will be valid for seven days only. 
     Meanwhile, not allowed under the stricter GCQ include mass gatherings, meetings,   conventions, and exhibition events and social events in venue establishment except for meeting in response to COVID-19.
     Outdoor and indoor attractions including local tourism, as may be defined by the Department of Tourism, including indoor sports courts and venues shall not be allowed.
     Liquor ban in the entire province should also be strictly implemented. — JDP/RMC –PIA CAR
