BAGUIO CITY -- City government workers, from managers to rank-and file, were rallied anew to further upgrade skills and attitude in their day-to-day responsibilities.
During the cascading of the Performance Management System (PGS), a performance management and measurement tool that aims to improve governance, Mayor Benjamin Magalong appealed to government workers “to step up from a mindset of change attuned with the emerging needs of the future.”
“It’s about time that government take the lead in upscaling work attitudes towards achieving more as Baguio moves into a better New Normal,” he said.
He added that work performance targets should not simply strive to achieve, but more to excel, if government should serve our constituents in far more meaningful, responsive ways.
He added various awards that have been garnered by the city should serve to inspire every worker in government to “aspire, to innovate, to elevate” standards befitting the recognition worthily earned.
“Leadership must serve, not be served, for Baguio to be an effective working instrument for sustained peace and prosperity,” he said, pointing out the need “for everyone to be a major difference for others.”
Step up, level up, scale higher to be that difference for the people we serve, the mayor said.
The city passed with flying colors the initiation stage of the PGS and was awarded the PGS Silver    Trailblazer Award during the Institute for Solidarity in Asia’s (ISA) PGS Public Revalida for the initiation stage of the system conducted last Dec. 13.
During the revalida, Mayor Benjamin Magalong presented the city’s current programs and gains as well as its plans to address the city’s breached urban carrying capacity and resultant problems on lack of water supply, depleted forest covers and open spaces, liquid and solid wastes, traffic congestion, among others.
The city is preparing for the compliance stage, the second of the four phases of the rigorous PGS system.
