Council okays free meds for city indigents

BAGUIO CITY -- The Baguio City Council has approved on third and final reading an ordinance providing free maintenance medicines to qualified indigent residents in the city who are in need of such medication.
    Principally authored by Councilor Benny Bomogao, the ordinance shall be known as “Libreng Gamot sa Masa.”
    According to the ordinance, the City Social Welfare and Development Office (CSWDO) shall provide the City Health Services Office (CHSO) the list of indigent Baguio residents based on the Listahanan. Those who are in the list shall be the beneficiaries shall be the ones who may avail of the free maintenance medicines. The CSWDO shall also issue certificates of indigency to other qualified indigents who are not included in the list.
    The CHSO shall issue medical cards to all qualified residents in need of maintenance drugs after proper examination. It shall likewise formulate the guidelines for the qualification and procedure for the issuance of the medical cards.  It shall also facilitate the regular procurement and uninterrupted dispensing of maintenance medicine to any resident holding a duly issued medical card. It shall formulate the guidelines for the procurement and dispensing of the medicine.
    Home visitation check-ups to residents who will avail of free maintenance medicines especially to those who are bedridden shall be conducted by the CHSO in coordination with the Barangay Health Workers.
Clients assessed by the CHSO who need further assistance may be referred to the CSWDO to be given financial assistance and other support services.
    According to the ordinance, the CHSO shall provide maintenance to clients with diabetes mellitus and hypertension regardless of age. Clients shall enroll in the HPN/DM club in their respective health centers to avail of the service.
    The city health services officer shall formulate the implementing rules and regulations of the ordinance in accordance with the guidelines of the Universal Health Care Act.
    The ordinance has been transmitted to the City Mayor’s Office to be signed by Mayor Benjamin Magalong before it takes effect. -Jordan G. Habbiling
