Senior citizens take over City Hall Oct. 9

BAGUIO CITY -- It’s that time of the year when senior citizens become officers for a day at City Hall in recognition of the active participation and contribution of the elderly in nation building.
    Mayor Benjamin B. Magalong issued executive order No. 132 series of 2023 designating senior citizens in the various offices of the city government of Baguio for the Senior Citizens Official for A Day (SCOFAD) on Monday, October 9, 2023.
    This is a privilege granted to senior citizens under Republic Act No. 9994, otherwise known as the Expanded Senior Citizen Act of 2010 and Proclamation No. 470 series of 1994 declaring the observance of the Filipino Elderly Week of every first week of October.
    In Baguio, Ordinance No. 57 series of 2009 provides for senior citizens to participate in nation building by acting as officials for a day in the month of October every year while Resolution No. 66 series of 2015 urges the regional line agencies based in Baguio City to adopt the SCOFAD.
    SC Rebecca Aganon will be sitting in for Baguio Congressman Marquez Go; SC Purita Pacial taking over Mayor Benjamin Magalong’s executive duties; and SC Ray Ekid for Vice-Mayor Faustino Olowan’s legislative duties including presiding over the city council session.
    SC Ronald Catungal takes over the office of Councilor Benny Bomogao as Committee chair for Public Utilities, Transportation and Traffic Legislation; SC Estrella Martinez unseats Councilor Jose Molintas as committee chair for Public Protection and Safety, Peace and order; and SC Estella Florendo is committee chair for the employment, livelihood and cooperative, Persons with Disability (PWD), vice Councilor Arthur Allad-iw.
    Councilor Betty Lourdes Tabanda as committee chair of the health and sanitation, ecology and environmental protection, shall be replaced for a day by SC Elizabeth Aquino; Councilor Leandro Yangot, committee head on Urban Planning, Lands and Housing is unseated for a day by SC Eugenio Quiaoit; and SC Ernesto Ronquillo shall be Market, Trade and Commerce and Agriculture committee chair, vice Councilor Isabelo Cosalan.
    Architect and Councilor Maria Mylene Victoria Yaranon as committee chair on public works shall be replaced by SC Martina Olais; Councilor Elmer Datuin, committee chair on Social Services, Women and Urban Poor, is unseated by SC Elma Buaquen; with Councilor Peter Fianza, committee chair on Laws, Human Rights, and Justice, replaced for a day by SC Fidelis Medina.
    Committee Chair on Education, Culture, Creativity and Historical Research, Councilor Vladimir Cayabas is unseated by Nilda Nelly Salcedo; Councilor Fred Balbagen, committee chair on Government Affairs and Personnel is replaced by SC     Lourdes Senen; and   Councilor Lilia Farinas’ function as committee chair on Tourism, Special Events, Parks and Playgrounds is passed on to SC Josepha Gamsawen.
    SD Joseline Paac takes over Councilor Levy Lloyd Orcales’ Youth Welfare and Sports Development committee; SC Magdalena Cayapa takes over the Indigenous Peoples Mandatory Representative (IPMR) Maximo Hilario Edwin Bugnay, Jr.
Other SCs take over the following offices: Registry of Deeds Officer Atty. John Felix is unseated for a day by SC Lilian Grafilo; Baguio City Police Officer P/Col Francisco Bulwayan is replaced by SC Roberto Pascual; City Fire Marshal FSupt. Marisol Odiver’s position is taken over by SC Claro Angel.
    Female Dorm, Jail Superintendent (Bureau of Jail Management and Penology) April Rose Ayangwa is replaced by SC Emilia Castro; Male Dorm Jail Superintendent (BJMP) Mary Ann Tresmanio is taken over by SC Mary Ann Manzano; City Veterinarian Silardo Bested is unseated for a day by SC Fred Rufino; and SC Linda Culaton is City Treasurer vice Alex Cabarrubias.
    SC Jeanira Okubo takes over the City Social Welfare and Development Office, vice Liza Bulayungan; SC Emelita Britanicao is City Secretary for a day, vice Atty. Brenner Bengwayan; SC Clemente Marzan is City Planning Development and Sustainability Officer, vice Arch. Donna Tabangin; and SC Victoria Babas is City Legal Officer, vice Atty. Althea Alberto.
City Human Resource Management Officer Atty. Agustin Laban III is replaced by SC Perla Tamayo; SC Teresita Bautista takes over City Health Services Officer Dr. Celia Flor Brillantes; SC Corazon Trinidad is City General Services Officer for a day, vice Eugene Buyucan.            
    SC Engr. Brigida Ancheta takes over the reins of the City Environment and Parks Management Office (CEPMO), vice Atty. Rhenan Diwas; SC Encarnacion Dalilis is City Engineer for a day, vice Engr. Victorio Olpindo; SC Susan Cardenas is Department of Interior and Local Government (DILG) City Director, vice Ms. Millicent Carino; SC Verena Viernes is ASDS/OIC for the Office of the Schools Division Superintendent (SDS), Division of Baguio, vice Dr. Soraya Faculo;  
    Other offices with replacements for a day are; SC Juanito Claro for Acting City Accountant Fredda Cheng Jimenez; SC Erlinda Baptista for City Administrator Engr. Bonifacio de la Pena; SC Sonia Casaclang for Acting City Assessor Normita Ramon; SC Catingub for City Auditor Atty. Alice Estibar; SC Elizabeth Ong for City Budget Officer Atty. Leticia Clemente; Edmundo Manguba for City Building and Architecture Officer Johnny Degay; and SC Corazon Porte is sitting in for City Civil Registrar Luz Perez.                
    The officers were carefully screened, interviewed by a panel, and finally confirmed to serve the public by President of the Federation of Baguio Senior Citizens Association (FBASECA) Edita Ibarra; Office of the Senior Citizen Affairs (OSCA) head Laurito Alinao; Councilor Elmer Datuin – Women and Social Service Committee Chair; and Councilor Betty Lourdes Tabanda, also the PGRA President; and City Social Welfare and Development Officer Liza Bulayungan.
    The theme for this year’s celebration is, “Honoring the Invaluable Legacy of Filipino Senior Citizens.”  
    SCOFAD aims to provide opportunities for inclusion and participation to senior citizens in the governance of the city, thereby appreciating their continuous vigor and dedication to the betterment of Baguio. – Julie G. Fianza and Jessa Mardy P. Samidan
