Scout councilors present resolutions, laws for okay

BAGUIO CITY — Scout Officials for a Day (SOFAD) councilors crafted 33 proposed resolutions and ordinances during their stint as legislators Oct. 23.
Said proposals have been referred to the proper council committee for further study, and if appropriate,
implementation and funding.
For the office of Vladimir, these included creation and funding of an Out-of-School Youth Development Council by Scout Councilor Yana Daplian, a school area for arts and creativity by Scout Councilor Raven Sobremonte, special education for teenage parents to finish formal schooling or skills training on livelihood by Scout Councilor Princess Peralta.
A monthly sports day in public schools for fitness was proposed by Scout Councilor Jhoanna Mae Poquiz, maintenance of clean restrooms in all public and private schools by Scout Councilor Raymund Gabriel Lerio, and from Scout Councilor Ashanti June Pongod, a request for Baguio City Schools Division Office to undertake regular repair and maintenance of furniture and fixtures of all classrooms in public schools.
For the office of Councilor Leandro Yangot, Jr., Scout Councilor Peralta called for doable development plan for local farmers while Scout Councilor Poquiz proposed establishment and maintenance of community vegetable gardens.

Jose Molintas received a proposal from Scout Councilor Lerio on enhancing security measures within school premises, Scout Councilor Pongod to intensify campaign against vandalism, both with collaboration from school administration and the Baguio City Police Office and from Scout Councilor Danielle Abarientos for a “Keep Right Policy” in all walkways and all structures in the city.
Councilor Fred Bagbagen was presented detailed proposals from Scouts Vice-Mayor Blezz Lozano and Councilor Ziara Juliana Therese Gamboa for implementation and information dissemination of Republic Act 11313, “Safe Spaces Act, (Bawal Bastos Law)” and Ordinance 21, series of 2018, prescribing gender-based street and public spaces harassment in Baguio City, with corresponding penalties.
Councilor Athur Allad-iw was given proposals by Scout Councilor Axl Alaizter Siblag for strict implementation of the Accessibility Law and for Engineering Office and the Dept. of Public Works and Highways to install assistive or accessibility devices on the road for PWDs.
Councilor and Architect Ma. Mylen Yaranon was given proposals from Scout Councilor Kean Angelo Tictic for the City Engineers Office to install sidewalk barriers and to construct lighted waiting sheds in jeepney terminals; from Scout Councilor Sophia Alessia Mari Valencia, the reinforcing of bike lanes in major city roads; from Scout Councilor Abarientos, the repair and maintenance of walkways with slip resistant materials as priority; from Scout Councilor Anna Nicole Bautista, institutionalizing the Adopt-A-Waiting Shed project in the city in coordination with the General Services (GSO) and City Building and Architecture Offices (CBAO).
Councilor Betty Lourdes Tabanda received proposals from Scout Councilor Abarientos for provision of amenity kits in establishments; from Scout Councilor Raven Sobremonte for barangays to conduct monthly general cleaning especially in school premises and for a general health consultation and assessment to learners and school personnel.
Scout Vice-Mayor Blezz Lozano proposed to the city government to implement environmental activities; Scout Councilor Fritzie Nicole Mallari also presented proposed resolution to start mental health initiatives in building resilient communities; Scout Councilor Pongod introduced a resolution for BCPO and school authorities to verify and take action against vaping and smoking activities.
Councilor Benny Bomogao received proposals from Scout Councilor Tictic for jeepney drivers and operators association to consider their last trips from 8 p.m. to 10 p.m. from Scout Councilor Zoei Zyrille Vesagas, a resolution urging concerned government agencies to resolve traffic during crowded months, from Scout Councilor Justin Cheryll Alcantara, to establish a digital transport and passenger system using a state-of-the-art applications; from Scout Councilor Sophia Alessia Mari Valencia, the reinforcing of bike lanes in major city roads and possibility of establishing underground electricity network in the city.
Councilor Elmer Datuin, was given proposed resolution by Scout Mallari, “to recommend alleviation of homelessness, a path to collective progress.”
Councilor Lillia Farinas was referred a proposed resolution from Scout Councilor Raymund Gabriel Lerio for a talent search as part of the Baguio Day celebration.
The event is for those in the 13 to 19 age bracket, Lerio said.
The practice of SOFAD dates back years and has developed city leaders through scout activities, including hands-on office work.
Officers in the executive and legislative brief the Scout officials to prepare them for the one-day activity.
