RAIN OF FIRE
Cesar Bonilla

LAOAG CITY -- Political dynasties are the legacy of the Egyptians and Romans although these civilizations have been overshadowed by time and modernization. The imperial dynasties of China, Japan and the Mediterranean have been justified with the contention that power concentrated in royal families lessens inequality among human beings.

The kings and emperors in Europe inherited the throne by succession and the vast expanse of territorial possession they conquered from weaker kingdoms. Greed of power knows no bound and a ruler sometimes considers his subjects as important tools in heightening his grip of political powers.

As a former student of political science and public administration at Northwestern University, I have read some historical facts about geopolitics. The idea of Labensraum on so-called “superior races” is localized to mean rich and affluent families will remain in the political limelight because of their money and influence.

The existence of the 3Gs (gold, guns, gold) to control the masses has damaged the electoral system and demoralized the good image of a political system deep-rooted on democracy. But who can say "No" to this menace when the people’s lips are sealed with money and in essence, cases against abusive and powerful giants in the political world are usually not filed.

Politics should not be used as a milking cow to accumulate wealth and dispense favors to sycophants and unscrupulous supporters at the expense of poverty-stricken. If a leader is self-centered, he could not feel the cries and miseries of his people. Greed for power also ends in violence when “opponents” are killed.
***
I would like to give due recognition to my former brilliant and civic-oriented professor in the College of Law of Northwestern University in the person of Atty.Ameurfina Respicio and her
talented son John David and Portia Respicio Salenda.

Madam Ma.Milagros Respicio-Gonzales,senior tourism operations officer of theDepartment of Tourism in Ilocor Norte vested her trust on this humble tour guide to have the privilege to tour Justice Jose Perez, the Administrator of the Supreme Court,Dr.Reynaldo Guioguio,Ph.D,ICRC Communication Manager,Atty.Evecar Cruz,ICRC Programme Officer,Supervisor Theresa Tuazon and their companions.

The Playa Tropical Resort Hotel displayed hospitality and generosity to the guests through the leadership of manager Toni Carag.Lastly, I would like to give my felicitation to the employees of St.Joseph Drugs like Ian Suzette,Sheryl Ann,Maricel,Lilibeth,Sheila,Shella, Lemerie,Reyy,Blessie,Valerie,Venifer,Abie,Charlene, and Julie Ann.They all read Northern Philippine Times because of its educational and informative values.
***
I would also like to express my deep gratitude to the readers of this widely circulated newspaper in the region for without them, the smooth flow of ideas cannot be transmitted. The pen that made Dr.Jose P.Rizal a towering figure of the Malayan race will be forever an inspiration among the crusaders for truth and justice.

The articles that I wrote in this paper have been compiled for future reference, a rewarding endeavor to serve the people with integrity. Thank you for the trust you have reposed on me. Our almighty God will surely be with you. Merry Christmas to all of you in advance. May God bless us all.

(Cesar Bonilla is due to travel to Hawaii the coming days and stay there for good but says he will still send articles to this paper. Bon Voyage! – ed)

RAIN OF FIRE
Cesar G. Bonilla

LAOAG CITY – Whenever foreign and local visitors visit the Syquia Mansion in Vigan City, the memorabilia of Ilocandia's first contribution to Malacanang, the late President Elpidio Quirino, is main focus.

This column gives tribute to Quirino whose birthday falls on Nov. 16,1890. His birthplace was the second floor of the provincial jail of Vigan of which his father, Mariano Quirino, was the provincial warden.

His mother Gregoria Rivera hailed from Agoo, La Union. Pidiong, as he was called by his peers, was a good painter, an orator, debater and a noted student like Jose P. Laurel. Laurel was a famed politician, lawmaker, one of the Justices of the Supreme Court and President of the Philippines during the Japanese era.

With the approval of the Jones Law of 1916,destiny willed that Quirino be chosen as the secretary of then Senate President Manuel L. Quezon. His political career started in 1919 when he was elected representative of his Congressional district against a well-established opponent.

Quezon's political career inspired Quirino to throw his hat in the political ring. He married the charming Alicia Syquia,a scion of the wealthy family of Vigan, Ilocos Sur on January 16, 1921. Unfortunately,at the height of the liberation campaign in Manila, Dona Syquia together with her three children fell victims to Japanese massacre on February 1945 leaving only Rep. Elpidio Quirino ,his son Tomas and daughter Victoria as survivors.

Tomas was then the father of the beauteous Cory Quirino. The Collectivista Party chose Quirino as its standard bearer for senator in 1922 but he lost to the more popular and intellectual giant Isabelo de los Reyes.

Fate favored this young politician who won overwhelmingly as senator in 1925 at the age of 35 and was re-elected in 1931.He lost to an equally promising lawyer-politician in the person of Benito Soliven when he launched his candidacy in his district in the 1938 election because President Manuel L. Quezon supported Soliven.

Quirino was appointed by Quezon as Secretary of Finance during the governor-generalship of Frank Murphy. Before the outbreak of World War II, he was elected a senator in 1941.

As running mate of Senate President Manuel A. Roxas, official candidate of the newly formed Liberal Party, the LP won. Quirino was elected Vice-President and inducted into office on May 28,1946.

He became president after the death of Roxas on April 15,1948.He served as President from 1948 to 1953.The country will always remember the late President Elpidio Quirino as the Father of Industrialization who spearheaded economic programs that helped alleviate poverty of the masses especially those living in rural areas.

May the generation of Ilocano leaders find inspiration in the person of President Quirino who had proven that Ilocanos could become great leaders of the nation.

The press conference of Ilocos Norte Gov. Michael Marcos Keon highlighted several issues including upgrading of the Laoag City General Hospital. The way I look at it, the ideas of the chief executive is very much supportive of the program of the city government and Dept. of Health.

The better system that might give harmonious relationship between the city and the provincial governments is honest, open and transparent dialogue or communication in pursuing objectives of the city and the province. The governor expounded very well the different aspects concerning health as primordial concern of the city.

After the press con, here came the Miss Earth beauties with their amazing and dazzling personalities during the motorcade that bedazzled the crowd with their looks and global concern.
They discovered the fine culture and traditions of the Ilocanos. With their stature as representatives of environmental concerns, they could have a big impact on the tourism industry of the province.

It was known that Rep. Ferdinand "Bongbong" Marcos,Jr. with lawyer Adel Tamano delivered inspirational talks for the candidates at Fort Ilocandia Resort Hotel and Casino. The last day of their visit will be a cultural presentation and a bit of socialization at San Nicolas, Ilocos Norte for them to know the dedication of San Nicolenos in the field of arts.

I would like to mention the names of Vice-Gov. Windell Chua, honorables Vicentito Lazo, Elena Nalupta, Shirley Ong Sin, Portia Respicio Salenda, Cris Ablan, Albert Chua, Angelo Marcos Barba, Jessie Galano, and provincial legal officer Jaime Agtang for being there at the Session Hall and highlighting ideas presented by the chief executive.

The mayor of Honolulu, Hawaii Mufi Hanemann will visit the province of Ilocos Norte to strengthen ties between the Ilocanos and those of his city knowing very well that Ilocanos who once worked as the Sakadas almost dominated the County of Honolulu. They contributed a lot for the development and progress of Hawaii.

I first met Hanemann during the highlight of Bacarra's town fiesta where he was invited as guest of honor and speaker during that momentous event. I interviewed the good mayor and truly he could relate clearly to anyone his wisdom and nobility of spirit. His inspiring message made Ilocanos proud of their roots.

RAIN OF FIRE
Cesar G. Bonilla

LAOAG CITY -- Dams can be useful in productivity like irrigation and providing abundant harvests for farmers. In the global setting, the first, widest and highest dam in the world is located in Russia, the Rogunsky dam (335 meters high). The next among the tallest is the 284 meters high Grande Dixene dam in Switzerland. The most enduring and the widest of them all now is in Canada with 540-million cubic meters volume of water -- the Syncrude Tailings dam.
Modern inventions and discoveries help human and industrial growth but the destruction of our environment can be a prelude to economic crisis since natural calamities are expected to occur in response to man's inhumanities to the natural endowment given by our Divine Creator.

The destructive nuclear waste materials, poisonous gasses, nonstop deposit of garbage in the bodies of water are contributory to the manipulation of our ecological wealth. The ozone layer has been destroyed. The perilous world wars are conducted using nuclear solution to eliminate the civilian populace and compel combatants into submission.

Air pollution affects our atmosphere and hazardous gasses exterminate the living. Modern industrial revolution can be a bane or a boon depending on the measures being used by our leaders. Global warming contributed a lot to climate change that has brought catastrophe to living creatures on earth.
***
I see noble traits of people I encounter and meet everyday in my life. It is true that love is the key for us to become united. As mentor in humanities and political science, I believe respect for life and human values are rewarding if we are to promote peace in our lifetime.

I imparted the urgency to examine the context of one's life which our Divine Creator would like us to do while we are on earth. I have urged my students to respect religion or faith of other people the way they respect themselves for the root cause of wars and conflicts on earth could be traced on the diversity of faith and cultural orientation of different clans, tribes, and groups.

We are brothers and sisters in Christ regardless of our religious beliefs and affiliation. In my political science class, I inculcated the basic tenets of chivalry as a way for them to become assets to the community. I am very much thankful to the DATA Center College of the Philippines for the trust and confidence reposed on me by the administration especially the President, Mr.Joseph Sicco.

He is a kind and down-to-earth leader with a noble heart. Despite his position, Sir Joseph is just like a brother, a friend, and adviser to his subordinates. So with Dr.Vicente A.Bonoan, a veteran dean and outstanding educator. Being the vice-president for academic affairs, he shared his encyclopedic knowledge with this writer.

Madam Nenita Respicio, the deputy vice-president for academic aAffairs and Madam Arlene Coloma, administrator, are both prudent and benevolent. Data Center is among establishments which contributed relief goods to typhoon victims. My friends Dr.Ernesto Ma.Cadiz, professors.Leonardo Blas, Flory Asencion, Efren Valdez (director of student affairs), Ma'am Jocelyn(librarian), Sister Cathy, one of my sisters in the Alpha Phi Omega and allmembers of the faculty including my students are contributory to my perception of human greatness.

I will never forget you. You have accepted this humble writer as a part of your institution or family and this could gives me a lift in serving my community. My thanks to Integrated Bar of the Philippines President Richard Tumaneng and so with lawyer. Rainald Aquino and associates.

I would also like to greet the DATA Center’s Wilfredo Bactad, a happy, happy birthday. An engineer, he has built a lyceum of greatness wherein the youth can get quality education. With the combined talents and competence of the staff and faculty of this institution, the dreams of our beloved chairman, DATA Center will become a hallmark of excellence in the centuries to come. More Power to you, Sir.

This column recognizes the kindness of Dianne Dy,a scion of a well-known family in Laoag City. Her father, Edison Dy, is the son of Mr. and Mrs. Mariano Dy, the owner of the Pacific Building where some public and private establishments are located. Dianne is a humble lady with a pleasant personality. She is connected to a popular TV station in the country.

I likewise convey my greetings to the Central Grocery employees: Nita, Lanie, Lyn, Linda, Sandra, Ricky, Caring, Santa and Jacky. So with Dienne, Hazel, Maricris, Madam Cherry (registrar of DATA) and Ellen.Gteetings also to bank employees Roda and Kaye. Their friendship us treasured in my heart.

RAIN OF FIRE
Cesar G.Bonilla

LAOAG CITY -- Disaster preparedness is one of the primordial responsibilities associated with dynamic and active leadership of the Arroyo administration with special mention of the Department of National Defense headed by Secretary Gilberto "Gibo" Teodoro.

Teodoro made an impressive performance as far as my own evaluation is concerned in disaster management after the onslaught of two strong typhoons. The Secretary coordinated operation of all agencies and instrumentalities of government to help victims.

Responsive to the new framework in the defense establishment, the defense department provides the needed balance within an institution that should not only use the power inherent in its creation but to protect the nation's integrity and security as an effective purveyor of peace, reform and reconciliation in the country.

With the leadership of Teodoro, the DND continues to hold on its role as a force to deter violence which disrupt or destroy foundations of society. The DND is ensuring stability of government to stop destabilizati from anti-government forces. The national commitment to internalize the creed of our defense department can hasten neutralization of criminal elements that continuously poses threat to tranquility of the State.
***
We witnessed the fury of Typhoon “Pepeng” in the provinces of Ilocos Norte and Ilocos Sur. Since I had an expected tour from Oct. 6-8, I was determined to guide our visiting local and foreign tourists and help promote our tourism industry in Ilocandia even if the connecting flight was cancelled by Philippine Air Lines because of bad weather in Ilocos Norte.

It rained cats and dogs with unpredictable winds that caused much destruction to livelihood and the properties of Ilocanos. It was Oct. 7 when the tour started from Fort Ilocandia resort Hotel and Casino. I would like to thank Agnes Uy, Flordeliza de lara, Ma. Teresa Santos, Fr. Raymundo De Dios, and Wilfredo Enriquez for their patience amidst the storm.

We visited Malacanang of the North in Suba, Paoay. The Paoay lake caused damages to nearby houses because it overflowed and the people had no alternative but to evacuate rather than be trapped inside their residences with flood water continues to seek its own level along the main thoroughfare.

Howard Lee, the driver and the owner of the van, was resolute in showing more thrills by following what was stated in the itinerary. Some historical and noteworthy attractions in Vigan City have felt the unfortunate conditions that natural calamities might bring to different parts of Luzon.

My brother informed me they evacuated to nearby houses or in a gymnasium because the rising water level in Pangasinan destroyed the entire town intensified by release of water from the San Roque dam. The good caretaker and manager of the Crisologo Museum, Tita Remy, assisted the tourists with her innate friendly gesture and hospitality. The Baluarte's staff members were accommodating and respectful to visitors and so with Pagburnayan.

During the tour, our bodies quivered in the midst of strong winds and rain but our faith in the Divine Creator pulled us through.
***
I would like to give recognition to Madam Gemma de la Cruz, my brilliant and energetic class adviser at Sta. Rosa Academy, for her devotion to God and excellent service in the field of education. A retired educator but not yet tired in giving help and counsel to her fellow Christians (of whom she is looked upon as trusted mentor and friend) Ma'am Gem had been an epitome of a virtuous Filipina.

I also would like to mention Penelope Andres, a talented nurse, and so with Angelica, achievers in the Architecture department of the Divine Word College of Laoag.
***
The opposition has been divided in its quest for national leadership. The tandem of Senators Chiz Escudero and Loren Legarda can be a powerful force to reckon with. The selection of the right candidates to lead our nation is a Herculean task since it requires prudence and sound evaluation of their performance.

Popularity and family pedigree alone cannot substantiate ineptness of vision appurtenant to the reconstruction and rebuilding of our national identity as Filipinos. The burden of choosing the right candidate to the presidency is a challenge due to past experiences we had as a recipients of dismal performance that our supposed leaders who should have duly provided for the welfare of constituents.

We are skeptical on who can lead us well the coming years. God save the Philippines.
***
Giving relief goods to all victims of typhoons Ondoy and Pepeng must be done giving priority to the less privileged and marginalized segments of our society. The donations given by philanthropic donors deserve much credit for they contributed a lot to alleviate the hardship and miseries of our hapless countrymen.

Those who are gaining much profit out of the miseries of the victims are unchristian and opportunists who should be condemned and meted the right penalties. We must change our ways, both moral and spiritual, to reap God's forgiveness. Corruption in implementation of vital infrastructure projects should also be stopped. Our deepest sympathy to the victims and their families.

RAIN OF FIRE
Cesar G.Bonilla

LAOAG CITY – The peace and order campaign in Ilocos Norte should be intensified to prevent the operations of criminal elements considering rise of business ventures and growth of tourism in different towns. There is a need to keep the tranquility of the place.

The horrible killing of a minor after she was raped by her tormentors is another grim story of violence in the province. The criminals tried to burn her body to conceal the crime. With this barbaric killing committed by blood-thirsty individuals, it is advisable that the civilian populace cooperate with law enforcers to stop this nightmare. If we cannot paralyze the modus operandi of criminal elements, we can only whimper "God save Ilocos Norte." What we need is political will to stop violent killings in our territory.

The Workers of Christ the Worker Religious Institute was founded on Sept. 8, 1971 in Urdaneta, Pangasinan. It was born just at a time when the Holy Mother Church pressed for adaptation and renewal, a return to the sources, which is the Gospel and respect for charisms of founders.

The need to penetrate towns and villages as our Lord did in His lifetime is a call to preach the message of love to working men-the masses. With their pastoral and social involvement among the people of God, compassionate and contemplative, the group is a religious icon.

I met some religious Sisters from the Workers of Christ the Worker in Sta. Monica Church in Sarrat, Ilocos Norte. I introduced myself as a writer or journalist for Northern Philippine Times and with their kindness, I promised that I will give a copy of the newspaper for them to read.
My High School days at Sta. Rosa Academy was a colorful journey to spirituality since the religious nuns were always there to guide me. I would like to extend my deep gratitude to the Workers of Christ the Worker Religious Institute and to Rev. Fr. Walde Batoon for giving the visitors of Ilocos Norte the chance to pray inside the Sta. Monica Church. May God bless you more!

Nature's wrath comes in many forms -- earthquakes, soil erosion, landslides, tidal waves, typhoons and floods that wrought havoc on the lives and properties of many people. Typhoon Ondoy inflicted pain and sufferings to thousands of Filipino people who until now are helpless in the face of another super typhoon.

Though Metro Manila can be considered the most urbanized region in the Philippines, public safety fell short in the midst of strong rain, wind and flood. Maybe, God has a message to tell to each and everyone of us especially those in power. I observed that calamities and disasters empowered our patriotic spirit to become unselfish and united in helping victims, the downtrodden, and the less fortunate.

We salute the military, police, the sympathetic government officials and concerned media personalities to include well-known stars in the movie world who shared their heroism and nationalistic fervor despite the shadow of death awaiting in the way just to save their fellow Filipinos. May God continue to shower us with blessings notwithstanding the tragedy and trials as a way to strengthen our faith in Him.

I would like to greet Sweet Travel and Tours for revitalizing their tour business. In line with this, I am here to welcome visitors who will come and see the amazing historical, cultural, and ecological grandeur of Ilocandia: Raymundo De Dios, Wilfredo Enriquez, Ma. RAIN OF FIRE
Cesar G.Bonilla

CURRIMAO, Ilocos Norte – This province is a virtual museum with strong Spanish, Chinese and Oriental influences. It is highly recommended as a prime destination not only for those who love the outdoors but also for those who like to learn of its historical and illustrious past as shown in its unique culture. Just like Playa Tropical Resort Hotel, the beams of this beautiful haven radiates like a precious gem.

The accommodating and charismatic manager of this well-known hotel in the North in the person of Toni Carag is an epitome of a virtuous Ilocana. Toni took up BS Math at De La Salle University but after two years of studies, shifted to hotel and restaurant management at De La Salle College of St.Benilde. It is here where she learned the ins and outs of hotel business like proper management of food and beverage department, housekeeping and front office to keep the flow of visiting clients.

Carag is presently enrolled in the graduate school of Ateneo de Manila University taking up Master of Arts in Business Administration. Being the think-tank of the hotel, Toni discovered what is best for her clients, their needs, wants and how to address these.

She is a friend to everyone and this personal touch encourages tourists to jeep coming back. She was a student leader at DLSU and consistent dean’s lister at De La Salle College of St.Benilde.Her parents -- Mariolito Carag of the angguniang panglunsod and Ernelyn, an accountant have been a great influence for the young manager’s career since.

They are hard-working, honest and loving to their three siblings like Toni, the eldest and the only daughter, Christopher and Marco Jeremy. Toni was born on Feb. 23,1987 under the zodiac sign of Pisces. She has a strong vision, charitable, philanthropic, not materialistic and humble. She believes that all employees should be treated well, considered as partners. She says success will come if you take good care of them.

Toni can easily relate with different kinds of people for she considers them as blessings. She says it is not the money that matters but the best reward is when the people will come back and remember your name. She is the model of the youth. During school opening and Christmas season, she is one of those gentle hearts who share the Christian love with less fortunate members of society especially the kids.of Barangay Victoria.

Meanwhile, the talented architect behind the artistic and unique design of Playa Tropical is Joy Quintana from Manila. The first impression of people upon seeing the hotel is the ambience and the classical architectural structure in a stress-free environment. The Playa will surely help boost the tourism industry in Ilocandia.
***
I was invited by DATA Center College of the Philippines President Joseph Sicco to join with him at Playa for a cocktail party by the hotel and restaurant services students wherein they had the opportunity to experience actual and academic internalization of what they have learned in the field of hotel management.

Prof.Efren Valdez, director of student affairs, Prof.Jose Cardona and members of the faculty spearheaded the program to motivate students to become the best in their specialization. I would like to mention the name of canteen manager Brandy and Bernie who shared their companionship during the starry night near the swimming pool overlooking the view of the silent sea.
***
The people of Piddig,Ilocos Norte remember the historical Basi Revolt. According to our history, when the basi (sugarcane liquor) was placed under monopoly of the Spanish government like tobacco. The people rose in rebellion in 1806.The beating of the drums summoned the rebels to arms and the convento and the houses of the rich were burned.

The short-lived uprising was actually a precursor to the much bigger Basi Revolt that began in Piddig the following year (1807) wherein people joined the insurrection all the way to San Ildefonso near Vigan and the towns of Batac, Sarrat, Paoay and Laoag.

What is happening in the Senate right now has weakened the opposition with the divide-and-rule tactics of the administration. Great son of Ilocandia

RAIN OF FIRE
Cesar G.Bonilla

LAOAG CITY -- The late President Ferdinand Edralin Marcos is always remembered by many Ilocanos as the pride of Ilocos Norte. September 11 is a historic event as it evokes patriotic sentimentalism in us for the great son of Ilocandia was born to change the course of Philippine history.

He had his struggles to find his destiny under the sun. He became a soldier, studied law, then became a politician who wanted to bring pride to the Philippines in the face of other nations by pushing the thrust for a national identity.

He had an effective leadership giving the far away province of Ilocos Norte a place in the international map. His brilliant oratorical prowess delighted world leaders so much as they admired his amazing wit and mind so full of encyclopedic knowledge.

His robust physical endowments, a pen sharpened by experience and personal charisma were developed that he used these to reach the zenith of individual triumph and political success. The man is our fellow Ilocano, our pride, who was born in Sarrat, Ilocos Norte.

The town is seven kilometers away from the capital city of Laoag. Sarrat, called San Miguel by the Spaniards became the first capital of Ilocos Norte during the arrival of the conquistadores. The old Edralin home where the President was born was located at the center of the town overlooking the Padsan River.

It was renovated and converted into a museum named after the longest-serving chief executive of the country and since its opening, it had become one of the top tourist draws in the north. The caretaker of the Marcos museum, Tata Gerry, is a good man.

It houses the memorabilia of the late president which include the bed of birth, a glass lamp, a rocking chair, an harp and an old wall clock that strikes every 7 a.m. the time Marcos was born.

I was still a little boy when I observed a semi-military training being conducted in our municipality , a basic preparation in case of emergency wherein all citizens are mandated to give military or civil service to the government. He organized the barangays into a homogeneous body to help shape affairs of government reducing problems affecting barangays in the country.
The Ilocanos should learn to value the contributions of President Marcos in the field of public service for it will inspire our present generation to seek greater heights un making this country a great nation.
***
San Nicolas town of Ilocos Norte celebrated its feat day on Sept. 10 in honor of its patron saint St.Nhicolas of Tolentine better known as San Nicolas de Tolentino. The municipality, headed by Mayor Alfredo Valdez Jr, is on the road to progress. Job fairs, among others, had provided an avenue for employment. Creaated under his term, the Robinsons Mall will be a boon to all San Nicolenos.

I met prominent officials of San Nicolas during the said event like Reidemor Bumanglag, Oscar Domingo of the sangguniang bayan, the dynamic chief of police of San Nicolas and many job applicants from towns in Ilocos.
***
The development of Ilocos Norte is a primordial task of government to create an industrial revolution in the province. The whole system is moving fast to welcome investment opportunities for Ilocanos and by their patience and love of labor, they could surely built a booming province.

But extra-judicial killings have brought fear among God-fearing and peace-loving citizens. The killing of Ilocos Norte Electric Cooperative president Lorenzo Rey Ruiz shocked the province as a good man was gunned down in a broad daylight within the vicinity of the INEC office in Langayan,Currimao,Ilocos Norte.

What compels someone to resort in such an evil plan? I have known Ruiz through his son Cocoy, a decent guy and employee of the provincial government. His radio interviews manifested how respectful and brilliant he was in tackling various issues affecting INEC.

May justice soon be served to the victim to comfort members of his family. May those victims of other crimes be given justice to restore trust and confidence in government. May God save His people from the anger and envy of the angels of darkness.
***
I would like to greet the following tourists who recently visited the province, They enjoyed reading our newspaper as the tour went on to different historical and panoramic places in Ilocandia. A bishop and guerilla leader

>> Monday, September 7, 2009

RAIN OF FIRE
Cesar G.Bonilla

LAOAG CITY -- The legacy of the first supreme bishop of the Iglesia Filipina Independiente is worthy to be emulated.

Gregorio Aglipay was born in Batac,Ilocos Norte to Pedro Aglipay and Victorina Labayan. He experienced the hardship of life at an early age. He studied at Colegio de San Juan de Letran where he received a Bachelor of Arts degree. He was called to be a
Shepherd of God's flock and his earnest meditation brought him to Vigan Seminary in 1883 to study priesthood.

With sheer determination he was ordained a priest in Manila on December 21,1889.Even if Filipino priests were considered incompetent and inferior then and were always looked down upon by Spanish friars, Aglipay still humbly served different parishes as assistant parish priest.

He saved many souls from execution when the Philippine revolution broke out. The President of the first Philippine Republic in the person of Gen.Emilio Aguinaldo, came to know Aglipay as a revolutionary priest and by the trust and confidence reposed on him by Aguinaldo, he was appointed military chaplain then Military Vicar General of the Revolutionary Government.

He also represented Ilocos Norte in the Malolos Congress and vigorously pursued the Filipinization of the Church in the Philippines. He was excommunicated by the ecclesiastical court of the Roman Catholic Church because of his alleged issuance of manifestos urging the Filipino priests to be united in their advocacy to take over the government of the Church in the country.

On the verge of this schismic tendency despite a pleading to reach an accord with the Vatican, the launching of Iglesia Filipina Independiente in 1902 by lawyer, journalist and the founder of the first labor union in the Philippines Isabelo de los Reyes of Vigan completely sealed the fate of Aglipay, exacerbated by his previous communication with prominent friars just to keep himself at peace with the Roman Catholic Church.

The new faith founded by Isabelo de los Reyes offered Aglipay the position of supreme bishop. At first, he was reluctant but he made up his mind to be the leader after his bitter encounter with a friar of whom the insult against the Filipino priests was so great that it demanded no more explanation.

His passion for independence brought him in the midst of dehumanizing war between the Filipinos and the Americans. He rallied the Ilocano guerillas to rise in arms against the invaders. After President Emilio Aguinaldo was captured, he surrendered to the Americans realizing the futility of continued resistance.

He ran against Senate President Manuel L.Quezon in 1935 for President of the Commonwealth but lost. He then focused on the welfare of the independent church but this great revolutionary priest, the fighter for independence, first supreme bishop of the Independent Church bade farewell to the world at the age of 80 on Sept.1, 1940 after a life dedicated to a noble cause.

Our country laments the death of the Iglesia ni Cristo's outstanding evangelist, Executive Minister Erano "Ka Erdy"Manalo. He was the son of the founder of this well-known Church, the late evangelist Felix Manalo, leader of one of the most powerful churches in the Philippines.

He died of cardio-pulmonary arrest in the afternoon of August 31 at the age of 84.The Church continue to share the philosophy and teachings of its founder not only in the Philippines but also in different parts of the world. May the soul of this national and spiritual leader rest in peace in the loving bossom of the Most High.

The 2010 Presidential election will be a battle royale between the Liberal Party and the Nacionalista Party plus the unquestionable popularity of former President Joseph Estrada. With Benigno "Noynoy" Aquino,Jr. at the helm of the LP, the historical greatness of his forebears can be a formidable factor to reckon with.

Though he is lacking of necessary experience when it comes to executive matters for he was elected directly as lawmaker in Congress at the very start of his political career, the shadow of his parents can be a strong force that can be used to the utmost for the LP to win the national election.

The charismatic presence of Erap can download speculations that he could no longer inspire a mammoth of crowds like the first time he won the presidency against equally gifted opponents. Some aspirants to the presidency have abandoned their dreams to become the next president of the country because of Noynoy's possible entry in the political battlefield.

A Noynoy-Mar tandem in 2010 would be a good pair considering their family background and influence. It is notable to think that a president who will win in the 2010 Presidential elections could be our last hope for our country's national rejuvenation and economic growth.
Reducing our foreign and domestic debts should be the main concern of the next president and eradication of graft and corruption, unemployment, poverty and unstable peace and order. Candidates should not be over-confident in dealing with different issues affecting us coupled with grandstanding and promises just to achieve personal objectives.

The next President should change the image of our country abroad and minimize unnecessary expenses. We must vote for a candidate who can give us a concrete idea or plan for a new and better Philippines. May God guide our politicians in their quest for moral and spiritual recovery.

RAIN OF FIRE
Cesar Bonilla

LAOAG CITY -- The recent celebration of Ablan Day in Ilocos Norte was significant since President Gloria Macapagal-Arroyo was chosen as guest of honor and speaker. Rep. Roque Ablan,Jr..and family including Gov. Michael Marcos Keon with mayors, lawmakers, educators and students from different universities and colleges, elementary and secondary levels welcomed visitors.

Those given honors were Deputy House Speaker Eric Singson, National Defense adviser and former Ilocos Sur Gov. Luis "Chavit" Singson, Department of Public Works and Highways Secretary Hermogenes Ebdane, Rep. Victor Ortega of La Union, Secretary Gabby Claudio, Undersecretary Esqueta and the rest of the group.

President Arroyo praised the late Gov, Roque Ablan,Sr. as a revered son of Ilocos Norte responsible for the construction of hospitals, schools and giving quality education to poor students. The president expounded on different programs of her administration like upgrading of rural health units, primary hospitals and secondary hospitals for the people to have easy access to medical services.

I would like to recognize the kindness of two students of Ilocos Norte National High School Ma. Lourdes Natcher and Joelyn A. Macapulay during the occasion. One of them held my tape recorder during the speeches of prominent leaders, My gratitude to a kind and competent barangay kagawad in the person of Napoleon Uy for the lunch he sponsored at Max Restaurant where popular radio announcer Rene Paguirigan of DZEA was my companion at that time. Kudos to all!

Ilocos Norte provincial board member Renato Peralta, a man of dignity, believes money could be immaterial as in the cases of prominent leaders like US President Barack Obama, Isabela Gov. Grace Padaca, and Pampanga Gov. Ed "Among" Panlilio who rose into political prominence despite insurmountable odds.

Love can change the world and reconciliation is possible only if there is love, he said. Peralta narrated Ilocos Norte is generally peaceful compared to other provinces since recent incidents of violence in the province were considered personally motivated crimes and not necessarily high-profile.

Peralta served the government in various capacities as director of National Economic Development Authority in the region for so many years during the Marcos administration, acting governor and vice-governor and board member. He would like to use the golden moments of his life to help his provincemates. Good luck Sir!

The “Dialogue of the five pillars of our judicial system” led by lawyer Richard Tumaneng at Renzo Hotel could help in prevention of violence like extrajudicial killings. The “pillars” include law-enforcement agencies, judiciary, prosecutorial service, correction and penalogy, and the community could provide solutions to remedy these problems to maintain peace and order in our society.

Tumaneng said at least two lawyers are killed every year in the performance of their duties and it would be difficult to seek justice in some cases because witnesses are afraid to come out in the open and testify. The president of the Integrated Bar of the Philippines mentioned the Vicar General of the Diocese of Laoag in the person of Msgr. Danny Laeda as the one responsible in discussing "values forgotten" that could solidify spiritual and moral values.

Msgr. Danny Laeda in my short interaction with him voiced out the importance and due respect for life." An ounce of prevention is better than a lot of cure," he said. Everybody including the Church, family, school and the government should be united in stopping the menace of eliminating life. Nowadays, life is just like an ukay-ukay or baratilyo so there is a need to act before it;s too late, the good priest said.

Police Chief Insp. Jay de Guzman, representing Laoag City PNP Chief Supt. Sterling P. Blanco was he agreed with the opinion of Apo Laeda. He told us that the five pillars of the criminal justice system worked as a team to ensure peace and order in the community.

Tumaneng invited some respectable members of the legal profession like executive judges Conrado A.Ragucos, Angelo M.Albano, Phillip Salvador and Jonathan A. Asuncion, lawyers Ameurfina A. Respicio, Emilio Edgar Doloroso, Michael M. Garces, Cherry Grace Bareng, provincial legal officer Jaime V.Agtang, city prosecutor Lourdes M. Layugan, provincial prosecutor Melecio M. Felipe, lawyer Richard B.Baluciol Ms.Marieson R.Pastor, wife of slain lawyer Pepoc Pastor, Bonifacio Tagatac, provincial jail warden, Adelina Malasig of the Laoag City Parole and Probation Office and Emilia A.Agonoy, OIC provincial parole and probation officer.

A good leader and visionary

RAIN OF FIRE
Cesar G. Bonilla

LAOAG CITY -- The group of Makati Mayor Jejomar Binay, the “man of vision” was scheduled recently to visit Ilocos Norte to establish friendship and camaraderie with Ilocanos particularly members of the Alpha Phi Omega Fraternity and Sorority. Binay however failed to attend a meeting with the APO members because of an incident involving his family. This humble writer and all participating APO members extend their sympathy to the Binay family.

In my interview with Brod Alfredo "Boyet" Patelo, Jr., the spokesman of the group, at Northview Hote,l he said despite the hectic schedules of Binay due to numerous commitments or activities, he could be able to reach the different parts of the country to become familiar with people specially the APO.

Binay already proved his mettle in the field of management by stirring the once bedridden municipality of Makati into a world class city. He was declared No.4 as world class mayor or being in the list of top ten mayors in the world in 2007.He was number one in Asia. Binay is well-tested chief executive.

His health program, free medicine and hospitalization for the poor, benefits given to senior citizens like monthly allowance, free cakes during birthdays and free tickets in movie houses have been given as an expression of respect to our elders. Brod Boyet said that the good mayor was orphaned at the age of nine, one reason why he understands the hardship of the masses and would like to make their living conditions better.

It was a great privilege on my part to interview Joey De Venecia III, grandson of the first Ilocano House Speaker from Pangasinan, the late House Speaker Eugenio Perez, and the son of a brilliant and eloquent former House Speaker of the Lower House in Congress Jose De Venecia II.

His grandfather was the first representative from Pangasinan to hold the Speakership on May 25,1946 in the First Congress and was reelected Speaker in the Second Congress. Speaker Perez was tasked with responsibility of formulating policies to expeditiously rehabilitate the country crippled as the result of war.

The problems of peace and order, rehabilitation of the national economy and the stabilization of public finance were the primordial tasks during his incumbency. Joey De Venecia III told this writer that we need a President who is decent, with principles and values so the government will become better.

He urges the people specially the youth to register and vote for the deadline is set on Oct. 30. He believes there would be a presidential election in 2010.Joey has a broad perspective about life and is good when it comes to innovation. He had been the head of many successful business endeavors.

As an entrepreneur, he established the first financial information paging network in the year 1996. He built the first complete call center with Q interaction. He helped in the building of National Bank of Equitorial Guinea in West Africa. He spearheaded the broadband technology in the year 2000.As president and chief executive officer of Multimedia Telephony Inc., he introduced the first mobile voice, data, internet and five wireless voice service in the country through the help of US West Callahan Broadband Wireless Inc., a European cable communication company.

Members of the House of Representatives, according to De Venecia, through House Resolution 1109, have been used to extend the term of the president but it was temporarily interrupted because of the death of President Corazon Cojuangco-Aquino. Joey believes that there will be no more time left for the lawmakers to look for a possible Constituent Assembly since election is coming near.

Constitutional changes, he said, should be made after Presidential election next year so that beneficial changes would be made for the betterment of the Filipino people, not for selfish interests. He emphasized agriculture, education, and tourism as the most important factors in the development of our country.

Infrastructure projects also must be hastened. Joey said that Ilocos Norte had been a repository of talented and qualified candidates who could serve not only in the regional level but national. Decency is what we need, he quipped. Joey became popular of the issue of ZTE contract wherein the First Gentleman was implicated.

NBN is better known as national broadband network deal. His courage and resoluteness has been admired by many Filipinos. In this respect, I would like to mention the name of Makati City Councilor Armand Padilla and other members of the city council of Makati who joined the group of the good mayor in his tour in Ilocos province. My thanks to Sis. Esterlina A. Aguinaldo, Mayor of Sta. Praxedes, Cagayan, my brods like Jessie, Ronald, Alex, Robert, Joshua, Sis. Minda, and all brothers and sisters whom I failed to mention. Mabuhay tayong lahat!

SONA, INC and a killing in Ilocos

RAIN OF FIRE
Cesar G. Bonilla

LAOAG CITY -- The State of the Nation Address of President Gloria Macapagal-Arroyo was delivered with much optimism but the people’s dreams and aspirations are still a frustration. In my honest opinion, GMA will step down from Malacanang after her term ends in 2010.This could be the noblest act on the part of the President and this will be enshrined in history as one of the most memorable achievements of the Arroyo administration.

I will not judge nor give any negative comments on the performance of the President since, no one is perfect. If all of us have done our part, we could have seen the development of our country from a poor, dependent nation to an independent and well-developed country. Filipinos should be more mature and nationalistic this time. Also, public service is public trust, so the keepers must not abuse it.

Violence is still a pain in the neck that once again besmeared the otherwise peaceful image of Ilocos Norte. The killing of Reynante Pasion, punong barangay of Payas, San Nicolas town is another statistic in the number of extrajudicial killings in the country.

The killing could be the result of pride, envy or uncontrolled anger and aggressive behavior on the part of the mastermind because of wounded feelings or ego. Was this also the result of unsettled grievance?

The 95th foundation anniversary of the Iglesia ni Kristo is great manifestation that the founder of the church, the late Executive Minister and Evangelist Felix Manalo had surpassed the test of time unperturbed by persecution, harassment, or even negative remarks against the church.

With storms of ideas blowing in his mind, the great Filipino Evangelist, Felix Ysagun, decided to establish the Iglesia ni Kristo to enable him to preach the gospel as it has been revealed to him. He was born in Taguig on May 10,1886 to Mariano Ysagun and Bonifacia Manalo.

His parents were devout Catholics who instilled in him as a child the love of God. He learned to read the Bible. Inspired by the verses in the Holy Scriptures, he joined several religious beliefs but he was not satisfied with their teachings. He grew restless and aspired to be a religious leader.

His constant and profound study of the Bible led him to the truth of his life's mission and the purpose of his existence. It was July 27,1914 when the Iglesia ni Kristo was registered as corporation.. He dropped his family name Ysagun for Manalo which means "triumph". The ministers of the Christian mission honored him as an outstanding evangelist on Dec. 25,1918. He died on April 12,1963, an example of good leadership and religious devotion.

Religious leaders in politics

RAIN OF FIRE
Cesar G. Bonilla

LAOAG CITY – The inter-faith rally in this sunshine city led by the powerful Roman Catholic Church on the occasion of Interior and Local Government Secretary Ronaldo Puno’s visit, another rumored vice-presidential bet, directly conveyed a message that Church leaders are up against charter change (Cha-cha.)

We must respect the constitution if we are truly law-abiding citizens. We can’t expect ordinary citizens to follow the laws of the land if the people in government show disrespect to the Constitution.
***
Why is it that some religious leaders are very much eager to run in the next national elections even though the 1987 Constitution explicitly defined the boundary between the Church and the State?

The reason behind is obviously not for their own personal ambition or political grandeur but the miserable condition of our country that only a devoted man of God can help change like Moses, Noah, or even Jonas whose mission on earth was peaceful deliverance of the oppressed people from the hands of the devil.

I cannot blame priest-turned Pampanga Gov. Eddie Panlilio for running in the 2010 presidential derby for he must be thinking of alternatives to alleviate the pain and agony of the poor. This is a divine right I suppose.

If Panlilio will run to the extent of abandoning completely his vocation or calling as a priest, here comes a precedent on the part of other sects and denominations that they are also capable of leading the country into a brighter future just like the Roman Catholic priest. Our nation is divided. Our politicians should concentrate in public service than disservice to their constituents. Public service is a public trust.

The idol of the masses, the late President Ramon Magsaysay, was a leader with impeccable honesty and integrity. Even his own family and relatives were not given political accommodations not recipients of lucrative positions being dispensed with by the Office of the President.

They did not meddle in political affairs for Magsaysay possessed "delicadeza" that requires ethical assimilation of noble philosophy in public service by prohibiting family members and close relatives from enriching themselves while Magsaysay was the top man in Malacanang. Magsaysay is the rare breed of politician just like the late US President Abraham Lincoln who had sterling principles.

Prayer can move mountains. It is true that no one is destined to live forever in the world but we are praying for someone because the future of our country depends on her leadership.

At this crucial moment of our history, the presence of former President Aquino in anti-Cha-cha rallies can give much inspiration to those who still believe in her wisdom to defend and protect the 1987 Constitution of whom she spearheaded to give legitimacy and stability to a government which is a by-product of the so called, people uprising.
The cancer-stricken former President needs prayers and petitions for immediate recovery.
***
May the last State of the Nation Address (SONA) of President Gloria Macapagal-Arroyo provide us with courage and determination to persevere and help the government machinery extend assistance to marginalized sectors to cope with the economic crisis.

We recognize the caliber of GMA as an economist and top public official of the land. The greatest achievement perhaps of the president is when she would able to lay down a strong foundation for a peaceful and honest election in 2010 wherein her successor to the presidency would be chosen by majority of the electorate.

This can be the best gift to the cancer-stricken former President Corazon Aquino whose legacy of love and devotion to democratic governance inspired other leaders to follow the noble examples of the well-acclaimed widow of the freedom fighter lawmaker, the late Sen. Benigno Aquino.

A leader is answerable to his own people, to his Creator, and to his own conscience. No one is indispensable in this world. The time of reckoning has come for the administration and it better act well and fast or go down the dustbin of history.

I would like to greet Jovelyn Caraang Galapia, a relative of mine, Happy Birthday. May the Lord God continue to give abundant blessings to her family. Jovelyn is an epitome of an Ilocana. She still treasures values and traditions of our forebears despite the fact that she is now residing with her parents in Hawaii.

Another charming Ilocana from Barangay Calayab,Laoag who is also on vacation after a long sojourn in Hawaii is Fredalyn Buyat, the owner of Frexon's Restaurant. I had a chance to exchange pleasantries with them inside the law office of one of the best
legal minds in the province, the humble yet brilliant lawyer Gemmo Guillermo.

Fradalyn's companion at that time was the owner of Sun Valley Beach Resort, Georgina Mohammed. Both of are members of the D'sierto Beach Owners Association. I met several people in different occasions but truly, there are individuals who can
Make one feel the essence of friendship even on first interaction. Kindness and respectable attitude are truly uplifting.

The youth and elections

RAIN OF FIRE
Cesar G. Bonilla

SAN NICOLAS, Ilocos Norte -- The participation of the youth as an active component of nation-building can be tested in the 2010 presidential election. Youth groups can make a lot of difference in terms of forwarding their interests through unity and consolidation of principled action.

The Sangguniang Kabataan can be mobilized for community affairs, serving as the primary vehicle for political socialization aimed at increasing civic consciousness. As representatives, elected leaders of the SK be part in decision-making, from the barangay to the national level, articulating views and preferences of the young on critical issues faced by communities and the nation. Only through expressing their preferences can they make sure that their leaders will truly represent their vision of the future.
***
Ilocos Norte under the leadership of Gov. Michael Marcos Keon has envisioned an optimistic outlook for investment opportunities and other projects with the help of fellow Ilocanos residing in Hawaii. The journey of Keon and other well-known politicians in Hawaii can boost growth for the province and cement relationship that will bring positive results.

Well-known leaders of the Filipino community in Hawaii like the civic-minded balikbayan mayor of San Nicolas, Ilocos Norte and president of Citizens Mortgage Corp. John H. DeLos Santos had promoted friendship among fellow Ilocanos whose mission of goodwill can bring about the industrialization of Ilocandia.

Political unity and dynamic leadership are needed specially in the field of diplomatic intercourse with fellow Asian countries. The hotel and convention center in Barangay.Suba in Paoay town is a good venue for accommodating foreign and local visitors for business concerns, seminars or educational tours. Peace and order can invite more investments in the province.
***
Educators should be the model of refinement and excellence inside and outside institutions of learning but there times students test the level of their endurance. It’s a torture on the part of the teacher if students’ impertinent behavior run contrary to long-treasured values and the golden rule of discipline-oriented Filipinos.

Being a teacher entails a lot of sacrifice. There are times that some are victims of prejudices and impartial ascertainment of their tasks by superior officers in the academe due to poor conduct and mediocre performance of students.

Aside from receiving a meager income for the services rendered, proud and rich students make fun of their miserable condition by treating them unfairly. Humiliation experienced by teachers leads to resignation. Some students nowadays ignore the professionalism and sincerity of their mentors to mold them in the battlefield of life through quality education.

Despite the fact that most teachers are underpaid, they are easily made victims of presumptuous tongues and arrogant statements which give them a sense of worthlessness and being poor. It is high time institutions of learning should give quality education rather than being commercialized. Respect afforded to poor teachers is a kind of social justice that an institution of higher learning could give. Respect for teachers is a paramount concern.
***
The International convention on the rights of children, of which the Philippines was one of the first signatories, protects the physical, emotional, moral, and intellectual well-being of the child. Realizing the vulnerability of the young person, the convention requires the State to play an active role in defending these rights.

The Philippines is supposed to be one of the most responsive countries in terms of legislation for children's rights. Furthermore, the Philippine Constitution is perhaps the only fundamental law in the world that has a specific provision on the right of children to assistance including proper care and nutrition, and special protection from all forms of neglect, cruelty, abuse, exploitation, and other conditions prejudicial to their development (Section 3,Article XV).

In many homes and schools, corporal punishment is still considered the best way to discipline a child. Humiliation is sometimes used to make them toe the line. A common way of teasing a child is by making fun of his physical and intellectual characteristics.

Some misguided parents believe that this cruel treatment will make the tot stronger so that he or she will be more emotionally equipped to face the ordeals of life. Give them the right to live in an atmosphere of equality, respect and most of all, love.

RAIN OF FIRE
Cesar Bonilla

LAOAG CITY – The past days have been eventful in Ilocos Norte. One worthwhile affair was the 14th annual regional convention of the council of personnel officers at Playa Tropical Resort Hotel in Barangay Victoria, Currimao, Ilocos Norte with the theme "Enhancing social capital towards excellent organizational productivity.”

"Social capital pertains to relationships that make organizational work effective,” said Fe P. Siazon, supervising administrative officer of the provincial capitol and president of the council of personnel officers, Ilocos Norte-Laoag City chapter.

The convention enabled participants to be aware of their responsibilities. Siazon revealed to this writer problems encountered by the provincial government were absenteeism and tardiness.

Gov, Michael Marcos Keon, who has a dynamic and effective style of leadership encouraged workers take masteral courses to heighten their productivity. Madam Fe said a leader should lead by examples and must be a good model.

The Civil Service Commission field directors who attended the convention were: Nieves Duldulao, Hedy Jose Lardizabal, Violeta Mendoza and Lyrma Oalin. The two brilliant speakers were: Regina Galang-Reyes, president of Optimus Innovations, Inc. and Fe Dolores G.Sugay, consultant of Optimus Innovations,Inc. U would like to mention the names of Reidemor Bumanglag, Marline Bonilla, and Zonia A.Tinio as active participants of the convention.

The Eastern Pangasinan Chapter was led by Remedios T. Tuliao, Ilocos Norte delegates under Fe P.Siazon, Western Pangasinan under Mr. Vicente H. Romero, Jr., La Union Chapter under president Maria Corazon A. Padilla and Ilocos Sur delegates by Jocelyn L. Lamadrid. The president of regional council of personnel officers was Marlon F. Soria, the administrative officer IV of the city government of Batac.

The last day of the convention was a tour for delegates to see the windmill farm in Barangay Baruyen, Bangui, Ilocos Norte. I was impressed by delegates from Western Pangasinan for their kindness and courtesy afforded to this humble writer. I was invited by them to visit their place.

To all the delegates, may you have a successful journey in the field of productive governance for you are indeed, the heart and soul of the Organization. Lastly, I would like to congratulate the governors of Region I like Gov. Keon, Ilocos Sur’s Deogracias Victor Savellano, La Union’s Manuel C. Ortega and Pangasinan’s Amado T.Espino, Jr.

Also to mayors Michael V.Farinas of Laoag, Batac City’s Jeffrey Jubal C. Nalupta. Currimao’s Rosario Chua Go and lawyer Myrna V. Macatangay ,Director IV of the Civil Service Commission stationed in San Fernando, La Union. The 14th annual regional convention was indeed a big success for Region I.

The Integrated Bar of the Philippines, Ilocos Norte-Laoag City Chapter, is doing its share of civic consciousness with its president Richard L.Tumaneng.
The young lawyer enumerated IBP activities like visitation for suspects who are languishing in jail with cases not yet decided upon by the courts so they could be given legal services.

Another program is holding of “legal clinics” in barangays to extend their legal knowledge or opinions to resolve grievances and problems. The IBP also participated in h the Liga ng mga barangay basketball tournament and emerged inaugural champion.

I asked Tumaneng’s opinion on sex videos being sold like hotcakes in the market and he said there must be strong implementation and application of law on pornographic materials or videos to stop the manufacture of CDs and VCDs which disregard dignity and reputation of those in the video whose personalities have been destroyed by opportunistic and morally sullied individuals. The distribution of pornographic materials is punishable under the Revised Penal Code.

No law has yet been passed defining or penalizing those responsible for reproduction, distribution, and proliferation of cybersex crimes thru the use of the computer. He said Congress should enact a law to stop sex scandals or pornographic scenes on video accessible through the internet to save the honor and at the same time protect the rights of victims.

Those who are in need of the services of the IBP especially those too poor to hire a lawyer, the IBP, Tumaneng said, can help. He urged those with such cases to visit the IBP office at the second floor of the Marcos Hall of Justice.

Clients are required to fill up forms like a certificate of indigency from their barangays statinf they have no capability to pay the services of a lawyer. Another COI must be produced from the Department of Social Welfare and Development.

The officers of IBP Ilocos Norte-Laoag City Chapter aside from Tumaneng are lawyers Emilio Edgar V. Doloroso, Jr, vice president; Roxanne Lee I. Castro, secretary; Isidro Corpuz, treasurer; Rainald C. Aquino, auditor and Michael Garces as PRO..Board of directors are Mariano R. Nalupta, Jr., Juan D. Hernandez, Jose Roy B. Raval, Quezon B. Alejandro and Francisco A. Musni.

Lawyer Ameurfina Respicio earlier chosen by the Roman Catholic Church and the provincial government as Hermana Mayor and the Reyna Elena during the recent celebration of the Santacruzan in Laoag City and Ilocos Norte is a legal luminary known as an active leader, organizer, civic-minded citizen, educator, and lawmaker.

She has a heart of gold especially for less privileged segments of society. Her expertise in the field of law and jurisprudence are towers of wisdom for I was one of her students at Northwestern University. She is an advocate of women's rights and welfare and had been chosen overwhelmingly as president of the Girl Scouts of the Philippines for a long period of time in Ilocandia.

A leader of many organizations since the start of her career, her humility and character inspired others to follow her good examples. May the blessings of the Almighty God be poured upon the Respicio family for they have kept an excellent tradition of love and generosity.

It was my great pleasure and privilege to tour the senior citizens group of Barangay. Pico, La Trinidad, Benguet with Madam Virginia L.Fianza as their leader. The group made a courtesy call at the office of Mayor Bonifacio Clemente of Paoay wherein the and the mayor’s spokesman narrated the history of the town and cited historical and panoramic spots like the St. Augustine Church inscribed in 1999 in the UNESCO world heritage list.

The hospitality of Rosario T. Clemente, president of the Paoay Senior Citizens Group enlivened discussions in the hall. Then, we visited Fort Ilocandia Resort Hotel and Casino through coordination with VIP Tours and sales department of Fort Ilocandia.

Our thanks to Sarita Ablan, sales director of the 5-star hotel. On-the-job training students of University of Northern Philippines in Vigan City like Jovelyn, Jean, Joan, and Jersey toured the visitors to see amazing facilities of Fort Ilocandia.
