‘John Hay execs’ lack of info on lease creating tiffs’

BAGUIO CITY – Lack of awareness Camp John Hay administrators has been one of the pitfalls to the full compliance with the 19 conditionalities set by the city government for the development of Camp John Hay.
            
Mayor Mauricio Domogan said heads of key bodies overseeing Camp John Hay particularly the Bases Conversion Development Authority and the Camp John Hay Development Corp. appeared unaware of the some if not all of the 19 terms set by the city government as conditions to the development of the former military facility as per Resolution No. 362-94.

            The mayor said this became apparent during his latest meeting with the parties where they discussed the possibility of an out-of-court settlement on the issue of the lease rental payment.

            He said this could be attributed to the rapid succession of leadership of said bodies that prevented the continuity of the programs intended for the fulfillment of the said terms.

            He said that during the meeting, he apprised the officials of some of the key conditions particularly on the scenario on the expiration of the 50-year lease contract, the income-sharing scheme and the exclusion of the 13 barangays located within John Hay from the coverage of the reservation.

            He said many of them were surprised that there were such conditions and many were not aware of the programs left off by the predecessors who initially worked on complying with the said conditions.

            He reminded them that it is part of the conditions that after the 50-year contract, all improvements in the facility will become absolute properties of the city government and that any bid for lease extension should involve the city government.

            On the segregation of the barangays, the mayor informed them of the existence of a survey of the barangays subject for separation in face of a report from the BCDA that it allocated a budget for the conduct of a detailed survey of the 13 barangays.

            The mayor said there was no need for a detailed survey as the term says that the segregation can be done without going into specific details.

            The mayor, on the request of former Councilor Narciso Padilla, also promised to follow up the fulfillment of the condition for the segregation of an area to serve as site for youth camp to serve as venue for scouting and other youth activities.
