Performance-based incentive system set for gov’t workers

BAGUIO CITY – Cordillera  regional executives  were recently briefed on the  strategic performance management system and   Executive Order  80 or the  performance based incentive(PBI) system for government employees .
               
The briefing of Cordillera Association of Regional Executives (CARE) lecture series for its members, aimed to update executives on the PBI system from the current incentive system ,  which is generally characterized by across the board bonuses given uniformly to all civil servants.
               
Civil Service Commission Regional Director Fernando Porio and Department of Budget and Management Regional  Director  Liza Fangsilat as resource speakers, explained the  new system is aimed to motivate higher performance and greater accountability in the public sector and ensure the accomplishments and targets set in Executive Order  43-Pursuing our Contract with the Filipino people,  and the Philippine Development Plan 2011-2016.
               
It simplified existing systems like  the  current Organizational Performance Indicator Framework used by DBM to measure agency performance,  and the Strategic Performance Management System of the CSC to link individual performance to organizational performance,  and the Results-Based Performance Monitoring System.
               
The PBI system shall be based on the performance  of the department, bureau or delivery units and of the individual employees.
               
The scheme provides three  performance categories- best, better and good bureaus.
               
For Best  Bureau category, best performer gets Performance Based Bonus (PBB) of P35,000; better performer-P20,000 and good performer-P10,000.

For Better Bureau category,  the best performer gets P25,000; better performer-P13,500 and good perfomer-P7000. 
               
Under  the Good Bureau category,  best performer gets P15,000; better performer-P10,000 and good performer-P5000.
               
Bureaus and individuals who receive a Below Satisfactory performance rating will not qualify for the PBB.
               
As one of the highlights of his  2012 State of the Nation Address, President Benigno S. Aquino III  said  this new PBI   where bonuses are based on agencies’ abilities to meet their annual targets  and that employees hold on the keys to their advancement based on their performance, and   which will be implemented this year,  will boost the morale of the civil servants.  This he said is in addition to across the board Christmas bonus.
