EDITORIAL
The
Civil Service Commission (CSC) has recently issued a new policy on the grant of
Barangay Official Eligibility (BOE), through CSC Memorandum Circular No. 13,
series 2012.
One
of the revisions is on the service requirement which shall be strictly based on
completion of term of office instead of the previous aggregate five-year
service requirement.
The
BOE is granted by the CSC to qualified elective and appointive barangay
officials such as punong barangay, barangay kagawad, sangguniang kabataan chairman,
barangay treasurer and secretary.
Term
of office is based on prevailing law on term of office of elected barangay
officials. Deficiency in services rendered may be considered for the grant of
BOE provided that the deficiency in services rendered shall not exceed 15 days.
Completion
of term of office for appointive officials (barangay treasurer and barangay secretary)
means the continuous number of years of satisfactory service rendered from the
time of appointment, which must correspond to number of years covering the term
of office of the appointing punong barangay.
Deficiency
of services rendered by appointive officials not exceeding 15 days may also be
considered for the grant of BOE. However, appointive officials with more than
15 days deficiency may include services rendered under previous appointments of
similar capacity (like. present position as barangay secretary and previous
appointments also of the same item) in the same barangay to complete required
number of years corresponding to the term of office.
Services
rendered in elective capacity shall not be considered to augment services
rendered in appointive capacity and vice versa.
The
policy changes on the service requirement like barangay sangguniang kabataan chairmen,
who, despite completion of their three-year term of office, were restrained
from availing of the BOE grant for not meeting the aggregate five-year service
requirement.
The
CSC prescribes that entitlement for grant of BOE shall belong exclusively to
the duly elected barangay official and appointive barangay officials.
Also,
for appointive barangay officials, those who are related up to the 4th
degree of consanguinity or affinity to the appointing punong barangay shall
no tquality for the grant of BOE.
Appointive
barangay officials applying for the grant of BOE shall be required to submit a
notarized affidavit stating that the appointive barangay official concerned is
not related up to the dourth degree of consanguinity, or of affinity, to the
appointing punong barangay.
Finally,
those who have completed their term of office prior to effectivity date of CSC
Resolution No. 1200865 last August 1 shall have two years from the said date or
July 31, 2014 to file their application for the grant of BOE.
