Chief Supt. Nerez to Ifugao cops: Build culture of respect
LAGAWE, Ifugao -- The regional director of the Philippine National Police  Cordillera Administrative Region urged Ifugao police to always do the right thing to serve and protect interest of the people.

“Always do the right thing and avoid self-interest but instead work for the good of the PNP organization and build a culture of respect in order to gain the trust and confidence of the people,” regional police director Chief Supt. Isagani Nerez said during his visit at the Ifugao Police Provincial Office here at Camp Joaquin Dunuan   May 26 .

He urged his men to work as a team so they can produce good results and  maintain good relationship with co-workers and community folks.

 “Let’s dedicate our daily activities and undertakings to the people, to the PNP organization and above all to the Lord Almighty,” Nerez said.

To strengthen the abilities and capabilities of Ifugao police force in serving the community,  he assured  release of P200,000 for repair of eight municipal police stations  in the province. -- Marcelo Lihgawon 

Korean bar owner, GRO,nabbed for lewd show
BAGUIO CITY -- Police arrested a Korean national and female entertainer (guest relations officer) for performing an indecent show in a night club here last week.

City police director Senior Supt. Rolando Miranda identified Monroe Bar owner as Henry Seo, 49 who was involved in the show while the female entertainer accosted by the Women and Children's Protection Desk and the Regional Intelligence Division was a 21-year- old.

Charges have been filed against Seo and the female entertainer.

2 jueteng bet collectors nabbed in Tuab, Benguet
TUBA, Benguet -- Two persons identified as JP Tagtagon Batuna, 32 and John Caw Kimmayong, 19, were caught collecting bets along Km 6 Asin Rd, Barangay Tadiangan here  morning of June 7.

Tuba police and members of the Regional Intelligence Division seized cash bets amounting to P1,590 and jueteng paraphernalia.  

Arrested suspects are now under the custody of arresting police units while charges prepared for filing against them at the Prosecutor’s Office.

Gamblers flee as cops seize slot machine
BONTOC, Mountain Province – Police siezed a slot machine found in a residential property undergoing construction at the Riverside of Barangay Samoki here night of June 7.

No gamblers were arrested after being alerted of the police operation.

Man wanted of rape arrested in Bontoc
BONTOC, Mountain Province -- Police arrested eight wanted persons in the Cordillera, one of whom was the region’s top most wanted person.

Joint elements of the Mountain Province Police Provincial Office, Intelligence members of the Regional Intelligence Unit 14, the Regional Public Safety Battalion, and the Criminal Investigation and Detection Unit nabbed the region’s no. 7 TMWP in Poblacion, Bontoc Mountain Province,

Mountain Province Director, Police Senior Supt. Oliver Enmodias identified the suspect as Arthur Bandoc, 49, of Bauko, Mt. Province who allegedly raped a minor May last year.

Bandoc faces three counts of rape issued by Judge Joseph A. Patnaan of the Regional Trial Court, of the 1st Judicial Region, Branch 35, in Bontoc.

75-year-old man nabbed for raping 10-year-old girl
BAGUIO CITY -- Station police 7 operatives arrested Mario Agmuyao Agcus, 75 of Bontoc, Mountain Province and  resident of Purok 28, Irisan here after hiding for almost fifteen years.

The suspect was convicted for raping a 10-year-old girl that he took care of since 1999.

P120K bail set for farmer in attempted murder
BUGUIAS, Benguet -- A farmer accused of attempted murder identified as Tony Canote Wakingan 39, fell in the hands of Buguias and Nueva Vizcaya police in his residence here in Balili, Sebang evening of June 7.

Judge Rogelio P. Corpuz, Presiding Judge of the RTC, 2nd Judiciary Region, Branch 27, of Bayombong Nueva Ecija recommended P120,000 bail for his temporary liberty.

US citizen nabbed for violence concubinage
LAGANGILANG, Abra – A US citizen was apprehended in his residence here in Poblacion for violence and concubinage.
Teodoro Hermoso Lunes, 75 was charged for violation of Republic Act. 9262 known as violence against women and  children and concubinage with total recommended bail of P48,000.

Two nabbed for estafa in Baguio
BAGUIO CITY -- Two individuals were arrested here last week for estafa.

One was identified as Oswald CaloloOrig, 35,  businessman and resident of Purok 1, Lower Ferguson Raod.
Orig was arrested at Maharlika Livelihood Center here with no no recommended bail,  while Carmencita Madayag-Corpuz, was nabbed in her rented room at Hillside here with bail set a  P40,000 pesos.

PDEA conducts lecture at SN Aboitiz Power Benguet
ITOGON, Benguet -- The Philippine Drug Enforcement Agency-Cordillera Administrative Region (PDEA-CAR) conducted a lecture before employees of SN Aboitiz Power (SNAP) Benguet Monday here at staff house of SNAP Benguet at Binga.

 Rosel G. Sarmiento, Dangerous Drugs Regulation Officer of PDEA-CAR, addressed some 30 employees of SNAP Benguet. 

Her discussion covered topics on licensing requirements and storage requirement of Controlled Precursors and Essential Chemicals (CPECs). Sanctions and violations were, likewise, tackled during the lecture.

 A workshop was also facilitated by Sarmiento where SNAP Benguet employees were made to do actual recording and reporting of CPECs transactions.

 The lecture and workshop is PDEA-CAR’s active involvement in informing stakeholders on the regulations governing CPECs.

Man lands in jail for illegal drugs, firearm
BUCAY, Abra -- Following the issuance of a search warrant by Judge Raphiel F. Alzate Presiding Judge of the RTC-Branch 1 in BanguedAbra, and a directive from Abra provincial police director Supt. VirgilioLaya, police arrested John Martin Torres y Torres a.k.a. Jamby,  here in Barangay North Poblacion for illegal drugs and firearm.

Seized from him were assorted drug paraphernalia, ammunition, a firearm and cash amounting to P40,000.

Joint Operatives of Abra and the Regional Intelligence personnel, Provincial Anti-Illegal Drug Special Operations Task Group,  Provincial and Regional Public Safety personnel, SAF members and the Bucay Municipal Police Station seized from the residence of the suspect 10 pieces heat sealed transparent plastic sachets, eight aluminum foils and 13 plastic sachets containing suspected shabu residues.

PNP assistance desks  set in 3 Kalinga schools
TABUK CITY, Kalinga -- Police assistance desks (PADs) were installed in three schools with the most enrollees of the province to prevent crime and accidents.

According to Loren Morron of the Kalinga Provincial Police Office information office, the three schools with PAD are Bulanao Central School, Tabuk National High School and the Tabuk Central School.

The establishment of the PADs was in coordination with the Department of Education and parents, teachers associations.

The set-up, she said, would depend on the school if it will be a police post or an office. 

The cops in the school  are tasked to observe the implementation of special laws concerning children like the anti-bullying. They would also be responsible in directing traffic, and secure the campus premises.

Said program   is part of the PNP’s Balik Eskwela Program where priority is given to preventing crimes in schools, bullying, accidents, robbery and street level drug trafficking, among others.   

Police visibility operation in schools also targets to prevent out of school youths from bullying students.

Also part of their functions she said is the provision of information and tips to students, pupils and teachers on safety to prevent being victimized by criminal elements and how to avoid accidents.

Tabuk City prosecutor: Coordination with PNP, prosecution service needed
TABUK CITY, Kalinga -- City Prosecutor Atty. Rainier Sarol  urged police to strengthen  coordination with the  Prosecution Service  to bring criminals to justice.

Sarol in his keynote message during the monthly Distinguished Guest Program of the Kalinga Provincial Police Office, made this call  as he bared that around 90 percent of the cases filed at the  Tabuk City Prosecutor’s Office   comes  from the Philippine National Police.

“As members of the five pillar of the Philippine Criminal Justice System (PCJS)  there is a need to put our acts together,” he said underscoring that failure to do this could result to failure in the performance of mandates.

“In our justice system, we act as your lawyers,” he said. “We should not think of being rivals, but we should work with a common objective in pursuit of the rule of law,” he added.

Prosecution, he said, is the second pillar of the  PCJS with law enforcement the first pillar.  The others are  the Courts,   the    Correctional Institution  and the community.

 For the police to know and understand better their functions as prescribed in the provisions of the law and special laws, Sarol  recommended the conduct of lectures and seminars for the Kalinga police with the support of the City Prosecutor.

“The ball is in our hands. We need each other’s support in rendering the services due to the community,’” he said as he appealed to the police to be true to their job.

Sarol also commended Kalinga Provincial Police Office OIC Senior Supt. Victor Wanchakan for immediate arrest and apprehension of recent crime suspects that included the alleged shooter of Pasil Mayor James Edduba.  -- Geraldine Dumallig

Abra town finally gets municipal hall, cop station
MALIBCONG, Abra,  – After years of neglect this remote town which can be reached through a six-hour mountain trail ride, finally gets a municipal hall and a police station.

The construction of a municipal hall in the village of Umnap and a police station in Barangay Poblacion, both in the town proper, were completed this month, said Town Mayor Benido Bacuyag.

The buildings were built through a P9-million loan acquired by the municipal government from the Land Bank of the Philippines. 

The loan is payable within five years.

Malibcong was known as the hotbed of communist insurgency during the 70s until the 80’s.

For years, a bungalow house in Barangay Poblacion served as a satellite office for the municipal officials and employees.

Aside from the municipal hall and police station, the local government used part of the loan to buy a service vehicle for the mayor and heavy equipment such as a backhoe and dump trucks, Bacuyag said.—Victor Martin

He said the Philippine National Police provided P4 million for the construction of the building while the municipal government provided the lot and additional funds for the hauling of materials.                 


Bacuyag said a “bayanihan” of sort ensued as residents voluntarily helped to construct the buildings.
