BAGUIO CITY -- Fourteen indigents and 4PS beneficiaries in Baguio and Benguet completed last week 15 hours of the theoretical driving course (TDC) at the LTO-CAR Driver’s Education Center.
             Out of 14 graduates, 12 passed the theoretical examination, a requirement in securing a student driver’s permit. With that, the names of the graduates have been uploaded in the new LTO system for processing of the permits on August 3, 2020 prior to the 8-hour Practical Driving Course.
The theoretical course is composed of three modules;
1) Introduction to driving; Road and Traffic Rules; Pre driving orientation for motorcycle (DL code A); orientation for motor vehicle (DL code B, B1 and B2; motor vehicle basic parts, functions and operation.
2) Defensive driving and MV maintenance; handling emergencies and breakdowns; and
3) Driver’s duties and responsibilities, Land Transportation Office issuances and special laws.
            Applicants are required to submit a Philippine Statistics Authority copy of their birth certificate, Barangay Certificate declaring them indigent/4P’s beneficiaries, Postal or COMELEC ID and letter of consent of parents for applicants who are 16 years old.
              Consistent with the instruction of LTO Asst. Secretary Edgar C. Galvante, no fees are collected from the enrollees to provide equal opportunity for poor applicants who cannot afford to enroll at an LTO Accredited Driving School, and have the privilege of owning a driver’s license.
