BCDA told: Specify stand on 19 conditions over Camp John Hay

BAGUIO CITY -- City officials are seeking the official position of the State-owned Bases Conversion and Development Authority (BCDA) on the 19 conditions earlier imposed by the local government for the development of Camp John Hay as contained in resolution 362, series of 1994.
Under resolution 601, series of 2023, local legislators stated that in a letter dated May 28, 1996 signed by Ernesto P. Puguon addressed to former Mayor Mauricio G. Domogan, it was mentioned that the master development plan which incorporates the 19 conditionalities were to be strictly followed by the John Hay Poro Point Development Corporation (JPDC) and the BCDA.
Earlier, the body considered the motion of Councilor Jose M. Molintas during the Sept. 25, 2023 regular session inviting different personalities to be resource persons in aid of legislation to shed light on the matters concerning the revised city charter on BCDA issues and proposed resolution introduced by Councilor Leandro B. Yangot, Jr. inviting in aid of legislation the BCDA president and chief executive officer, Joshua M. Bingcang or his duly authorized representative to shed light on House Bill (HB) 8505.
On Sept. 7, 1994, the city council passed Resolution No. 362, series of 1994 that set the conditionalities in the formulation by the BCDA of the master development plan for CJH.
The council also requested the BCDA to submit a report of its compliance with the aforesaid resolution for the information, guidance, ready reference and further needed action of the local government.
Republic Act (RA) 7227 otherwise known as the BCDA Law authorized the State corporation to administer, manage and operate all the former American military bases in the country to generate resources to be used for the modernization of the armed forces and that one of the American military bases that were turned over to the Philippine government was the CJH air station.
