Traffic violations in new citation ticket bared

BAGUIO CITY – The City Council ruled traffic violations stipulated in traffic tickets issued to “erring drivers” should be updated for compliance by city police.
    The city government recently directed the City Treasury Office to change entries in the citation ticket for traffic violations being issued by the Baguio City Police Office–Traffic Enforcement Unit (BCPO-TEU) to conform with ordinance 75, series of 2019 that amended ordinance 7-84 or Baguio City Traffic Code.
    Under resolution 608, series of 2023, local legislators stated there was need to guide BCPO-TEU personnel on traffic violations committed and change entries in the citation ticket to conform with ordinance No. 75, series of 2019.
    The council said BCPO-TEU personnel were still issuing citation tickets that still enumerate traffic violations under ordinance 7-84 that adapted a comprehensive transportation and traffic regulation for the city despite the amendments that had been incorporated under ordinance 75, series of 2019.
    Among the traffic violations that should be included in the citation tickets include installation, display, interference or alteration of any traffic-control sign or item without proper authority - P1,500; erection, display or maintenance of anything which purports to be an imitation of any traffic-control sign or item –P1,500; unnecessary display of dazzling lights –P300; exceeding speed limit (now penalized under Section 22 of Ordinance No. 18, series of 2019 – Speed Limit Ordinance within the City of Baguio) – first offense –P500, second offense –P2,000 and third and succeeding offenses –P2,500 plus concurrent penalty under Ordinance No. 18-2019; obstruction to traffic – provided that a person cited for obstruction shall not be cited for illegal parking and non-observance of traffic – control item, sign or signal –P500; driving too closely with another vehicle in a non-built up area/tailgating –P200; failure to signal movement –P300; vehicle with inadequate lights/reflections –P300; driving under the influence of liquor –P2,000; driving under the influence of liquor causing injury or damage to person or property –P5,000; driving under the influence of prohibited drugs –P5,000; riding a motorcycle without protective helmet – first offense –P500, second offense –P1,000 and third and succeeding offenses –P1,500; leaving an unserviceable, dilapidated or junk vehicle on any of the streets, roads, or thoroughfares in addition to applicable fines, fees and penalties under the Towing Ordinance No. 78-2018 - P5,000; deviation from the designated routes by drivers of jeepneys and buses –P1,000; digging, repairs, or construction of any road without proper authority –P5,000; driving without license –P1,000; driving with expired license –P700; failure to obey police directions –P300; crossing a roadway not at a marked crossing – first offense –P200, second offense –P500 and third and succeeding offenses –P1,000; stalled vehicle in additional to the fines, penalties, and charges provided Ordinance No. 05-2017 commonly known as truck ban –P500; leaving the scene of accident without justifiable causes –P5,000; reckless driving –P1,000; failure to give right of way – P300; leaving a vehicle in a non-waiting area – P500; non-observance of traffic control item, sign or signals – P300; illegal parking provided that a person cited for illegal parking shall not be cited for obstruction and non-observance of traffic control item, sign or signal – P500; failure or refusal to transport or unload passengers at their destinations along designated routes – first offense – P1,000 and second and succeeding offenses – P2,000; placing “Reserved” signs on public parking areas or any act of reserving or depriving the public of its use, except reserved parking mandated by law or ordinance – first offense – P1,000, second offense – P2,000 and third and succeeding offenses – P5,000 and renovation of business permit and illegal overtaking – P500.
